STATEMENT OF WORK

BUILDING 327 LOADING AREA CANOPY

26 NOV 2018

PART I – GENERAL

1.1. PURPOSE

This Statement of Work (SOW) defines the scope of work to accomplish the installation of a new protective canopy over the existing loading area at building 327 located on Columbus AFB, MS. The contractor shall provide all labor, material, equipment, management, supervision, coordination and transportation required to accomplish this work.

1.2. WORK SCHEDULE, PLANS, AND WORKING HOURS

Work days for this contract will be standard duty hours Monday through Friday 0730-430 unless specified below. Work within this area will be coordinated with their occupants to facilitate the work as the facility will remain occupied during the duration of construction. It is the responsibility of the contractor to establish, share, and maintain an up-to-date plan with all parties involved. The contractor shall not begin any work until he/she is 100% material complete. Written permission from the designated Government Representative shall be obtained before making any deviation from the aforementioned schedule.

1.3. AVAILABILITY OF UTILITY SERVICES

All reasonable quantities of utilities will be made available to the contractor. The Government shall not be held responsible for interruptions of utility services, and will not be liable for contractor delays, damages, or increased costs incurred by any such interruption of service. The contractor shall be responsible for providing all labor, equipment, and materials to make necessary temporary utility connections. The temporary connections shall be coordinated with the Government Representative before being made and shall be removed upon project completion.

1.4. CLEAN-UP

All debris and rubbish not specified to become Government property resulting from the installation of the new canopy shall be disposed of by the contractor off Government property. The Government will designate a location for a contractor provided dumpster, if necessary. Disposal will be in compliance with all applicable Federal, State, and local hauling and disposal regulations. Site clean-up shall occur daily.

1.5. SAFETY REQUREMENTS

Safety requirement shall be the applicable sections of EM 385-1-1, Oct 1992 and Occupational Safety and Health Administration (OSHA) Regulations. OSHA regulations are available for review at the Base Safety Office, Building 926. EM 385-1-1 is available for reference in the Civil Engineering Office, Building 385. The contractor shall ensure that any lifting devices or ladders meet any and all applicable safety standards.

1.6. SITE CONDITIONS

A site visit will be offered pursuant to Federal Acquisition Regulation (FAR) Clause 52.237-1. Regardless of site visit attendance, contractors acknowledge satisfaction as to the nature and location of the work, the general and local conditions, access to job site; disposal, handling and storage of materials; availability of labor, water, electric power or similar physical conditions at CAFB; the character of equipment and facilities needed preliminary to and during the performance of the work; and all other matters that can in any way affect the work or costs related to this requirement upon submission of offers. Contractors further acknowledge that any damage to the existing structure in and around facilities will be returned to existing condition prior to the completion of subject work at no additional cost to the Government in accordance with FAR Clause 52.237-2.

1.7. WARRANTY

The contractor shall provide the Government with a one-year warranty on workmanship. The contractor shall provide any manufacturer’s warranty to the Government.

1.8 SCHEDULE OF MATERIAL SUBMITTALS

A Form 66, Schedule of Material Submittals is included as an attachment. The contractor shall review the Form 66 and submit the required submittal(s) to the Government for approval. All Submittals are required to be submitted on an AF 3000 for signature and approved by the Government. A signed and approved copy of the AF 3000 will be sent back to the Contractor upon approval.

1.9 PROJECT CONCLUSION

At the conclusion of the project, the Contractor will be responsible to compile and furnish the Contracting Officer, DD Form 1354, “TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY,” indicating all costs and quantity data of materials and systems furnished and installed. A draft of DD 1354 showing a list of items for which the costs and quantity data is required will be furnished to the Contractor by the Contracting Officer. The completed DD 1354 will be turned into the Contracting Officer on the date of final inspection.

PART II – TECHNICAL

2.1 BUILDING 327, PMEL

2.1.1 The contractor will provide a new canopy system in the area outlined below, Attachment 1.

2.1.2 The dimensions of the canopy will not be less than 24’Wx17’Lx12’T. The height will slope with the existing loading area ground surface, but never be lower than 12’, as measured from grade to the bottom of the lowest point of the roof. (Water should shed away from the building)

2.1.3 All parts of the canopy will be a coated aluminum product (steel is not acceptable) and will be self-supporting, meaning that no weight will bear on the existing building structure to which it will be attached. Adjacent unpaved areas will be used for canopy column locations. The new canopy columns must not fall within the existing paved surfaces which would reduce the amount of loading dock area.

Column footers will be provided as necessary to meet all applicable UFCs and local building codes. The new canopy will be flashed to the existing building in a manner that will disrupt the existing façade (EIFS) as little as possible, while creating a weatherproof seal.

2.1.4 The canopy roof will be a 3” thick (min) aluminum Structural Insulated Panel (SIP), typical to “Snap-N- Lock”. All other manufacturers must be approved by the COR (Contracting Officer’s Representative, the CEOE Project Manager in this case) and CONS (Contracting Squadron) prior to contract award on an AF 3000 (See section 1.8 for Material Submittal process).

2.1.5 An integrated roof drainage and downspout system for the new canopy will be included in this contract.

The drainage system will be constructed in such a manner that the water will not shed across sidewalks.

2.1.6 Colors will complement/match the existing façade and must be approved by the COR and CONS prior to material purchase on an AF 3000.
