14TH FLYING TRAINING WING BASH CANNON REPLACEMENT

22 June 2018

1. SCOPE:

A. This PWS is for the upgrade of the current Scare Wars® bird deterrent system at

Columbus AFB in Columbus, MS (KCBM). It will also provide routine servicing and inspections of the system while under manufacturer’s warranty and full maintenance of the current bird deterrent system at Gunshy Auxiliary Airfield in

Shuqualak, MS (Gunshy). At Columbus, the current system consists of one central control console/computer with software, two handheld remote transmitters, 27 remote bird deterrent units, and six remote bird deterrent units with distress cry generators. At Gunshy, the current system consists of one central control console/computer with software, two handheld remotes/transmitters, eight remote bird deterrent units, and four remote bird deterrent units with distress cry generators. The upgraded system will be a full replacement of all existing equipment at Columbus AFB with new equipment.

B. The upgraded system will operate in a similar manner and be equivalent to the

Scare Wars® system. It will have an expected minimum service life of 10 years.

It will consist of three main components: central control console/computer with required hardware and software, handheld remote transmitter, and remote bird deterrent units (with and without distress cry generators).

I. Central Control Console/Computer with Required Hardware and

Software: Will be capable of remotely firing individual cannons, a group of cannons or all cannons via radio frequency transmitter and include all required hardware and components (antennas, wiring, and software). The unit will have a fuel gauge to determine estimated amount of remaining liquid propane gas in each Remote Bird Deterrent Unit. The unit will have triple redundancy to ensure reliable radio transmission. The unit will utilize the frequency used by the Scare Wars® system currently installed.

The system will have a minimum expected service life of 10+ years. The central control console/computer will be installed in the Air Traffic

Control Tower at Columbus AFB.

II. Handheld Remote Transmitter: Will be capable of controlling individual bird deterrent units or all bird deterrent units from any location on the airfield without restriction. The unit will utilize the frequency used by the

Scare Wars® system that is currently installed.

III. Remote Bird Deterrent Unit: Will be a self-contained unit capable of withstanding year-round exposure to the environment with an expected minimum service life of 10+ years. Each will be capable of receiving radio frequency transmissions, operate by battery that is recharged via solar panels, and be semi-portable. The units will include a base, liquid propane cannon, and, in some cases, a distress cry generator.

1. Base: Will house the battery, liquid propane tank, and serve as a mounting point for the solar panel, liquid propane cannon and distress cry generator.

2. LP Cannon: Will be capable of blasts reaching 130 dB, and capable of rotating 360 degrees. It will be completely electronic--no mechanical gears will be required to move the cannon.

3. Distress Cry Generator: Will include high-output amplifiers and outdoor speakers arranged to be capable of: broadcasting in a 360 degree circle; reaching 125dB; and a frequency range of 2,000 to

5,000 Hz. Additionally, it must be designed specifically for maximum effect on birds’ auditory senses. It will also be programmable with multiple sounds customized to deter local wildlife.

2. CONTRACTOR REQUIREMENTS:

A. The Contractor will remove and dispose of all old equipment from Columbus

AFB.

B. The Contractor will service all new equipment per the OEM service schedule.

C. The Contractor shall provide all personnel, equipment, parts, tools, materials, supervision, transportation, work/repair areas, and other items/services necessary to maintain all equipment at Columbus Air Force Base and Gunshy.

D. The Contractor will provide training for key personnel identified by the

Government by the end of the first month of each quarter on the proper use and safety features of the system.

E. The Contractor will be proficient in troubleshooting malfunctions and replacing defective parts on the equipment installed, including problems with the software.

This requirement includes both new equipment installed at KCBM and the existing equipment at Gunshy.

F. The Contractor will have the system installed and fully operational no later than

120 days after date of contract award.

3. GOVERNMENT REQUIREMENTS:

A. The Government will provide airfield familiarization training within 10 days of contract award or change in personnel to include directions on how to access to the equipment.

B. The Contracting Officer’s Representative will notify the contractor if equipment is known to be malfunctioning.

C. The Government shall provide all necessary training within 10 days of contract award or change in personnel for the Contractor’s representative to be able to drive on the flight line to access the units.
