1.0 DEFINITIONS AND TERMINOLOGY:

PAINT FILTERS: Filters used to collect the atomized mist application of paint & primer, paint and primer dust, dirt, and other air-borne contaminates that are produced in an aircraft paint booth during normal corrosion protection and prevention operations.

INITIAL INVENTORY: The existing set of filters already installed onboard the Air Force Facility at time of award of a contract.

SHORTFALL: At the end of the contract, the last set of filters installed will remain onboard the Air Force Facility.

POINT OF ACCEPTANCE: The Air Force installation where the contractor removes used paint filters and replaces them with new paint filters and assumes all responsibilities and liabilities for the handling of used and new filters.

2.0 PURPOSE:

The purpose for this Statement of Work (SOW) is to outline responsibilities and major actions required for the removal of contaminated paint filters and installation of new exhaust paint filters by the vendor/contractor in coordination with the 14th Flying Training Wing, Columbus AFB, Mississippi.

3.0 SCOPE OF WORK:

This SOW covers the minimum requirements for a service contract for the removal of dirty paint filters and replacement of new paint filters for Columbus AFB, Mississippi. This involves the Intake and Exhaust Paint Filters in building 262, Exhaust Paint Filters in building 220, and the Intake and Exhaust Paint Filters in building 406.

All Paint Filters shall be certified by the filter manufacturer to meet or exceed new source filtration efficiencies based on EPA Method 319 for the National Emission Standards for Hazardous Air Pollutants at Aerospace Manufacturing and Rework Facilities (40 CFR 63). The contractor will supply all Paint Filters required, remove used Paint Filters as required and reinstall new Paint Filters as required.

Within a normal duty day, between the hours of 7:30 A.M. and 4:15 P.M. Monday-Friday. These requirements will be based upon the determination of the Government or the Government’s appointed representative and this SOW.

The Paint Filters in buildings 262, 220, and 406 are used to remove contaminates from the air for the purpose of corrosion control and protection operations on aerospace ground equipment, aircraft components, T-6s, T-38s, T-1s and other aircraft.

The contractor shall provide the labor, required equipment, transportation, training, necessary plant facilities as required, ensure regulatory permitting as required, and obtain all regulatory agency approvals as necessary to legally fulfill the requirements of this SOW.

3.1 PERSONNEL:

3.1.1 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer (CO).

3.1.1.1 The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

3.1.1.2 The contract manager or alternate shall be available by telephone or pager during normal duty hours to speak with government personnel designated by the CO to discuss problem areas. After normal duty hours, the manager or designated alternate shall be available within 24 hours.

3.1.1.3 The contract manager and alternate(s) must be able to read, write, speak, and understand English.

3.1.2 Employees: The CO has the authority to restrict the employment under the contract of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general wellbeing of the operational mission for the installation and its population.

3.1.3 The contractor shall obtain the following pass and identification items: Personnel contractor badges, vehicle passes, and certification to drive on the flight line if required.

3.1.3.1 At the termination or completion of the contract or as decided by the CO, the contractor must be sure that all Government issued credentials and vehicle registration passes and decals for all contractor and subcontractor employees are returned to the appropriate Government office prior to final payment.

3.1.4 Employee Training: The contractor shall provide evidence that any contract employee performing work onboard a Government facility has accomplished OSHA 29 CFR 1910.120 (e) training for the handling of hazardous materials.

4.0 APPLICABLE DOCUMENTS:

Publications applicable to this SOW are listed below. The contractor shall adhere the listed publications and use all appropriate forms as specified by the contract. The contractor shall be guided by those publications to the extent necessary to accomplish requirements of this SOW.

Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract. The contractor shall immediately implement those changes in publications which result in a decrease or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the contractor shall submit a price proposal to the CO and obtain prior approval of the CO. Said price proposal shall be submitted within 30 calendar days from the date the contractor receives notice of a revision, supplement, or amendment causing an increase in cost of performance. Failure of the contractor to submit a price proposal within 30 calendar days from the date of receipt of any change shall entitle the Government to performance in accordance with such change at no increase in contract price.

5.0 REQUIREMENTS:

SCOPE:

Provide all labor, material, and transportation required to change three stage “319 NESHAP” (MILSPEC) Filters at buildings 220 and 262 and 406 paint facilities, ref.5.1 as required but not to exceed the stated intervals of this SOW. The contractor shall remove the used Paint Filters from the properly supported positions respective to the type of filter and install new filters into their properly supported positions respective to the type of filter. The used filters shall be placed in approved Government provided containers. The contractor shall perform this service in accordance with this SOW and adhere to all LOCAL, STATE and FEDERAL regulations that apply while performing this service. A Performance Work Plan shall be submitted detailing how contractor will perform the requirements of this SOW.

Each stage of the Paint Filter system will be serviced according to this SOW as required, but not to exceed the following intervals unless an emergency has been designated in writing from the Contracting Officer.

Emergency service of Paint Filters may be requested for replacing up to all Paint Filters as stated in this SOW, within 5 workdays of written notification from the CO.

GENERAL:

The Contractor shall comply with OSHA standard for control of hazardous energy (Lockout/Tagout), OSHA 29 CFR, Part

1910.147. To include providing authorized Lockout/Tagout devices.

The INTAKE filters shall be disposed by placing the filters into the 40 Yard Roll Off container located in Civil Engineer Compound.

Note: Exhaust filters that are being removed are classified as hazardous waste. The filters contain Cadmium and Chromium (D006, D007).

The used/dirty filters shall be placed into plastic bags and cubic yard boxes that will be provided by the 14 FTW base environmental flight (14 CES/CEIEC)

The Contractor shall adhere to the following steps when filling boxes with used/dirty exhaust filters.

Note: The Government will provide the required Boxes, Bags, Tape and Labels. These items will be stored in building 265.

Note: The boxes/containers shall only be used for disposal of Stage 1, Stage 2 and Stage 3 Exhaust Filters.

1. Place used/dirty exhaust filters into plastic bags.

2. Assemble required boxes according to directions on box.

3. Place bag with used/dirty exhaust filters into box.

Note: A compacter will be provided by 14 FTW base environmental flight (14 CES/CEIEC) in building

265. If the compacter is not available, A HEPA vacuum will be provided by 14 FTW base environmental flight (14 CES/CEIEC).

4. Compact used/dirty exhaust filter bags to ensure box is filled to maximum capacity before closing and sealing box.

5. Once container is full, close and seal box with 3M 375 tape. Affix label to box.

6. Weigh box and write weight on the box

7. After the box is taped, labeled and weighed, place on pallet and double stack as needed.

Install new filters on prescribed interval (see below)

5.1 Bldg. 406

The contractor shall be required to provide all types of Intake and Exhaust Paint Filters for the three-stage system in building 406 at Columbus AFB for the use in Corrosion Control operations. The contractor shall remove the used Intake and Exhaust Paint Filters from the properly supported positions respective to the type of filter and install new filters to their properly supported positions respective to the type of filter.

The contractor shall perform this service in accordance with this SOW and adhere to all LOCAL, STATE and FEDERAL regulations that apply while performing this service.

Each stage of the three-stage Intake and Exhaust Paint Filter system shall be serviced according to this SOW as required, but not to exceed the following intervals unless an emergency has been designated in writing from the CO.

Emergency service of Paint Filters may be requested for replacing up to all Paint Filters as stated in this SOW, within 5 workdays of written notification from the CO.

5.1.1 Intake and Exhaust Paint Filters used by the contractor shall meet or exceed these requirements to ensure proper fit and operation of both paint bays of building 406. Emergency service of Intake and Exhaust Paint Filters may be requested for replacing up to all Intake and Exhaust Paint Filters within 5 workdays of written notification from the CO.

5.2 EXHAUST PAINT FILTER MEDIA SPECIFICATIONS FOR BUILDING 406:

Contractor shall provide Exhaust Paint Filters that meet or exceed the following:

a. First Stage – 1” Blanket Prefilter: Blanket to be supported by hooks at the top of the filter panel bank. Air entering side of panel shall be constructed of 100% large denier fibers to achieve high paint holding. The air leaving side shall consist of a blend of smaller denier polyester fibers, tightly needled to achieve high efficiency. Binder system to contain no halogens, ammonia sulfites or sulfates. Blanket shall install flush with paint bay wall.

b. Second Stage – 1” Thick Panel: Panel to be self-sealing, supported by a wire retainer sewn between the first and second layers of media. The air entering side of the panel shall be a dual density media constructed of 100% polyester utilizing a blend of various large denier fibers on air entering side for high paint holding capacity. The air leaving side to consist of a blend of small denier fibers, tightly needled to achieve high efficiency. The second stage of the panel to consist of a saturate bonded web of 100% polyester fibers utilizing halogen free binders and a latex foam backing on the on the air leaving side for high efficiency and particulate retention.

c. Third Stage – 12” Deep Bag: Filter to be a self-sealing bag filter sewn to a wire retainer, utilizing two stages of media. Entire filter to be of sewn construction. The first stage of media to consist of small denier 100% polyester fibers utilizing halogen free binders and non-migrating tackifier on the air leaving side. The second layer of the filter to consist of super fine 100% synthetic media sewn together with the first stage forming a five pocket filter. The filter shall have an acceptable efficiency on specific micron size particulate when tested in accordance with EPA Test Method # 319.

5.3 PAINT FILTER MEDIA:

5.3.1 The Contractor shall transport and install new paint filter media on the day of service at Columbus AFB, MS.

5.4 INITIAL INVENTORY:

5.4.1 At the beginning of this contract, Columbus AFB will have on hand an amount of Paint Filter media already installed and in-process at the time of inventory. Columbus AFB requires the Contractor to agree to replace this initial set of Paint Filter system as required but not to exceed the requirements of this SOW. At the end of this contract, the contractor must agree to leave the remaining set of Paint Filters already in use at that time.

5.4.2 The contractor shall maintain accurate records for new media delivered/install to Columbus AFB. A quarterly report shall be submitted to the Government representative.

5.5 Contractor shall notify the Government in writing concerning any change in licenses or permit status and/or change in company management that may be perceived by the Government as a change in business practices. Contractor shall notify the Government in writing of any litigation or investigation that may impact upon the contractual relationship with the Government.

6.0 QUALITY REQUIREMENTS:

Columbus AFB Government Technical Representative may spot check the quality of the Paint Filter media provided/installed under the service contract. Paint Filter media may be tested prior to install by the Government to verify it meets the requirements set forth in this SOW. Filter media that does meet EPA Method 319 for the National Emission Standards for Hazardous Air Pollutants at Aerospace Manufacturing and Rework Facilities (40 CFR 63) shall not be accepted/installed.

7.0 PERMITTING:

Contractor, at time of bid, shall possess all necessary licenses, training certification and permits as required by any regulating agency with regards to the obligations and/or work to be performed in the SOW.

All such documentation shall be part of the contractor's bid package.
