SUBJECT: Solicitation No. FA302218Q0007, Airfield Lighting Control and Monitoring System Maintenance and Equipment Training Intent to Sole Source

The 14th Contracting Squadron, 495 Harpe Blvd, Suite 256C, Columbus AFB, MS 39740 intends to solicit and award a firm fixed price, sole source Purchase Order to Global Access Supply. The purpose is for the contractor to provide all labor, materials, equipment, management, supervision, coordination and transportation required to perform preventive maintenance service and inspections for the Crouse-Hinds Airfield Lighting Equipment. This purchase is for a commercial service and will be made using FAR 12 and the Simplified Acquisition Procedures at FAR 13. Other than full and open completion is authorized pursuant to FAR 13.106-1(b).

The manufacturer is Eaton Crouse-Hinds. All equipment/software is Crouse-Hinds proprietary and the contractor shall be certified by Crouse-Hinds to perform work. All un-certified work will void all product warranties for equipment/software. Global Access Supply was the only vendor who responded to the Governments Sources Sought posted to FBO 18 July 2018 through 31 July 2018.

Global Access Supply has also been the only vendor to perform work or quote on the previous two similar requirements. This requirement is for semi-annual maintenance, physical inspection and cleaning, perform system diagnostics and inspections, calibrate touchscreens, conduct System Failure Analysis and System Reporting Review, clean up and defragment all hard disk contents, perform virus inspections and system heals, update software and conduct training classes to government personnel daily maintainers. The NAICS code 541511 and PSC code J066 were used for the sources sought and will be used for the contract. Its small business size standard is $27.5M.

This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to Mr. Michael Keasler, Contract Specialist at michael.kealser@us.af.mil no later than 1:00 PM CST on 22 August 2018. Capabilities/qualifications will be evaluated solely for the purpose of determine whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
