STATEMENT OF WORK (SOW)
Roman Catholic Priest Columbus Air Force Base (AFB) 6 Jun 16
1. Contract Position Title. Auxiliary Roman Catholic Priest (Non-Personal Service).
2. Scope of Responsibilities. Responsible to preform Worship, Liturgies, Sacraments and Rites for the Columbus AFB Catholic Parish. Works closely with the Columbus AFB Chapel Catholic Religious Education (RE) Coordinator and Catholic Parish Coordinator to ensure budgets, program schedules, publicity, and other required items are developed and implemented.
3. Education and Experience Requirements. The Auxiliary Roman Catholic Priest:
3.1. Must be a duly ordained Roman Catholic Priest in good standing with the bishop of his diocese or the superior of his religious order in the Catholic Church. This must be verified by appropriate documentation.
3.1.1. Must provide a resume and three professional references validating education and ministry experience required in SOW.
3.1.2. Appropriate documentation shall include, at a minimum a letter of good standing with their diocese.
3.1.3. Must provide written documentation stating that the Roman Catholic Priest has the approval of his diocesan bishop or religious superior to provide services as a priest as well as written documentation of Ecclesiastical Endorsement from the Archdiocese for Military Services (AMS), USA. The contracted Roman Catholic Priest is required to adhere to the “Minimum Requirements for the Pastoral Care of Catholic Personnel” as signed by the Archbishop and distributed by the Archdiocese for Military Services, U.S.A.
3.2. Must have experience using Microsoft Word, Outlook, Excel and Publisher.
3.3. Must have experience developing financial budgets.
3.4. Must be able to receive a clearance from a background investigation IAW public Law 101-647, Section 231 (Crime Control Act of 1990 and DODI 1402.5, Criminal History Background Checks on Individuals in Child Care Service Position). An adverse finding from this investigation may result in a termination of services.
3.6. Participate in a qualifying interview and be able to clearly express the basics of Catholic doctrine and liturgical law.
3.7. Contractor must be willing to work in a pluralistic environment where they may come in contact with members from various faith groups and/or viewpoints. Contractor will be professional and not denigrate individuals with a different religious perspective or viewpoint.
3.8. The Contractor will be professional at all times. Attire and grooming will be neat, clean, and proper for worship and all ministry functions.
4. Duties and Responsibilities. The Auxiliary Roman Catholic Priest:
4.1. Must be able to provide fifty-two (52) daily Masses (daily Mass is normally conducted on Tuesday morning), fifty-two (52) Sunday Masses, as well as seven (7) High Holy Day Masses (to include weekends).
4.1.1. Must be able to provide Catholic priest duties during Sacramental and Parish retreats.
4.2. Work with the Catholic RE Coordinator and Catholic Parish Coordinator to plan and coordinate Catholic program activities.
4.2.1. Assist the Catholic RE Coordinator and Catholic Parish Coordinator to plan the yearly calendar of events for the Catholic Parish program.
4.2.2. Assist the Catholic RE Coordinator and Catholic Parish Coordinator in developing annual designated offering schedule.
4.2.3. Assist Catholic RE Coordinator and Catholic Parish Coordinator in completing and submitting, in a timely manner, facility requests for Catholic parish programs/activities.
4.2.4. Assist Catholic RE Coordinator and Catholic Coordinator in drafting and coordinating publicity for Catholic Parish programs.
4.2.5. Assist Catholic RE Coordinator and Catholic Parish Coordinator to complete funds requests for Catholic Parish programs and ensure they are properly routed through the approval process.
4.3. Work with the Catholic Parish Advisory Council to maintain effective communication between the various Catholic groups and Catholic parishioners and the Council.
4.3.1. Attend all Catholic Parish Advisory Council meetings.
4.4. Assist the Catholic RE Coordinator and Catholic Parish Coordinator in the development and management of the Catholic Parish budget.
4.4.1. Advise the Catholic RE Coordinator and Catholic Parish Coordinator, Columbus AFB Chapel staff, and Account Manager on the feasibility of funds requests based on the current Catholic Parish budget.
4.4.2. Work with Catholic RE Coordinator and Catholic Parish Coordinator Coordinate to draft the annual Catholic sections of the Chapel Tithes and Offering Fund and the Appropriated Budget for resourcing the Catholic program.
4.3. Assist Catholic RE Coordinator and Catholic Parish Coordinator Coordinate in leading special events for the Catholic Parish, to include, but not limited to, the annual Catholic Parish Picnic, Lenten Dinners, First Communion and Confirmation Receptions, special Christmas activities, and Catholic Parish Socials.
4.4. Work with the Catholic Music Director, Catholic Musician, Catholic RE Coordinator, and Catholic Parish Coordinator to plan music selection for the weekly Mass.
4.5. The Contractor will coordinate all support requirements with the Wing Chaplain, Superintendent/NCOIC, Chapel Operations, and the Contracting Liaison.
4.6. Contractor must request facilities, equipment, and supplies in accordance with local policy and procedures,
4.7. Attend the following additional meetings:
4.7.1. Columbus AFB Chapel weekly team meetings.
4.7.2. Meet with the Wing Chaplain (as required) for coordination of the Catholic Parish program.
4.8. Sub-Contracting.
4.8.1. As needed, the Auxiliary Roman Catholic Priest shall provide a list of substitute contract personnel. Names of substitutes and their credentials shall be provided no later than 30 calendar days prior to the sub-contractor fulfilling the contract. Subcontractors must meet or exceed the education and experience requirements listed in this statement of work as well as comply with all required regulations. Subcontractors must be approved by the Wing Chaplain.
4.8.2. The Contracting Liaison and Wing Chaplain should be notified at least 14 days before any leave of absence that would prevent the contractor from performing the services stated herein.
4.8.3. The Contracting Liaison and Wing Chaplain reserve the right to refuse the services of substitute if he/she is deemed unqualified.
4.9. Safety and Security. The contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs.
4.9.1. Contractor will be familiar with and implement fire and safety practices in accordance with AFI 91-301 to prevent accidents and preserve the life and health of him/herself and any personnel performing or in any way affected by the performance of this contract.
4.9.2. Contractor will be familiar with and comply with all security procedures to include ensuring the Columbus AFB Chapel facilities are properly secured, doors and windows locked, and lights turned off.
4.9.3. Contractor shall be responsible for keys provided and keys shall not be duplicated.
4.9.4. Contractor shall report any duplicated, lost or misplaced keys upon discovery of the occurrence.
4.9.5. All keys will be returned on revocation of this contract.
4.10. Background Checks.
4.10.1. Contractor will complete and submit a personnel background check application within twenty (20) working days after award date to the Chaplain Corps background check program manager for processing. It is mandatory that all contractors working with children under the age of eighteen (18) have a background investigation. This is in compliance with Public Law 101-64, Section 231 (Crime Control Act of 1990 and DoDI 1402.5). An adverse finding from this investigation at any time will result in termination of services.
4.11. Payment for Services. The Contractor is being hired as an “independent non-personal service contractor” and is accountable to pay any Social Security taxes, federal or local income taxes, and state unemployment insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.
4.12. Government owned equipment will not be removed from Chaplain Corps Facilities without authorization from the Wing Chaplain or Superintendent/NCOIC, Chapel Operations.
