About this file
This is a Brand Name Requirements Justification memorandum from the 82d Security Forces Squadron, Air Education and Training Command, Department of the Air Force, dated 11 August 2026.
The 82d Security Forces Squadron is acquiring Universal Weapon Racks (UWR) as add-on components to existing UWR lockers in the armory. The justification establishes that UWR brand standardization is necessary to ensure physical compatibility with the existing locker systems. Market research confirms that while UWR is manufactured exclusively by Spacesaver Corporation, the product is available through a network of authorized distributors. The acquisition strategy solicits the requirement as a brand-name product on the open market to promote competition among all authorized UWR distributors on factors including price, delivery terms, and shipping schedules, rather than restricting competition to a single source. The document notes that multiple vendors of UWR systems exist that meet the add-on integration requirements. For future acquisitions, the squadron commits to continuously monitoring the market for newly developed compatible storage systems and assessing whether additional authorized resellers, third-party distributors, or alternative GSA schedule holders have entered the market to ensure the Government can solicit multiple competitive quotes. The justification was approved by the 82d Contracting Squadron's Section Chief, Kyle J. Contreras. The point of contact for questions is Mr. Joel Quintanilla at 940-676-3339 or joel.quintanilla.3@us.af.mil.

DEPARTMENT OF THE AIR FORCE
AIR EDUCATION AND TRAINING COMMAND
11 August 2026
MEMORANDUM FOR 82 CONS
FROM: 82 SFS/CC
SUBJECT: Brand Name Requirements Justification
1. Description of the Supplies/Services: The 82d Security Forces Squadron is acquiring Universal Weapon Racks (UWR). The UWR brand is required as these products will be add-ons to the existing squadron's UWR lockers located in the armory. A different brand may not be compatible with the existing lockers in the armory.
2. Efforts to Obtain Competition: The 82d Security Forces Squadron currently utilizes UWR lockers in the Armory and requires compatible add-on components to meet current weapon storage needs. To ensure maximum competition, this requirement will be solicited as a brand-name requirement on the open market, allowing all authorized UWR distributors the opportunity to submit a proposal. This approach satisfies the Government’s need for specific, compatible equipment while promoting competition amongst vendors of the brand name product.
3. Market Research: Market research indicates that while UWR is a brand name product manufactured exclusively by Spacesaver Corporation, it is available through a network of authorized distributors. After evaluating the requirement to ensure exact physical compatibility with existing lockers, it is determined that standardizing with the UWR brand is essential. While alternative sources can compete on price, delivery terms, and shipping schedules on the open market, standardizing this brand-name requirement does not restrict competition to a single source, but rather fosters a robust competitive environment among qualified distributors.
4. Other Factors: NA.
5. A Statement of the Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required: For future requirements, the 82d Security Forces Squadron will continue to monitor the market for any newly developed storage systems that offer identical modular compatibility with existing inventory. However, research resulted in multiple vendors of UWR systems we require for this add-on integration. To promote competition for subsequent acquisitions of these components, we will continuously assess and verify if additional authorized resellers, third-party distributors, or alternative GSA schedule holders enter the market to ensure the Government can always solicit multiple competitive quotes.
6. For any question regarding the Brand Name Requirements Justification please contact the POC Mr. Joel Quintanilla at Comm: 940-676-3339 or via email at joel.quintanilla.3@us.af.mil.
