About this file
This is a Questions and Answers document for federal contract opportunity FA302026Q0008, addressing clarifications regarding FY26 Starlink WiFi Service requirements at Fort Leonard Wood.
The contract involves providing Starlink High-Performance kits and Wi-Fi mesh routers for 12 buildings, with equipment required only for two first-year buildings (3202 and 5400); the remaining 10 buildings already possess existing equipment. Offerors may propose GEN1, GEN2, or GEN3 Starlink kits with corresponding mesh routers. Internet service specifications include 2TB per month for 12 months plus four optional extension years, with the government electing to opt in or opt out of overage fees (data will be throttled if 2TB is exceeded). Products may be sourced through Starlink-authorized retailers rather than directly from Starlink. The government will handle installation of all equipment; offerors must provide lead time from award to delivery of all items. Deliveries should be directed to F3V5F5 – 368 TRS, 6007 Cooley Ave Building 1703, Fort Leonard Wood, MO 65473. The incumbent contract is FA302025P0026. Pooled plan options are not of interest at this time, though additional support options may be provided as supplemental information only. All price quotations must be submitted via the Combo form price table, with separate company letterhead quotes permitted as supplemental documentation and all technical submissions on separate documents per the Instructions to Offerors section.
