About this file
This document is a Questions and Answers clarification for a federal contract solicitation (FA302026Q0005) for Aircrew Flight Equipment (AFE) Services at Sheppard Air Force Base, Texas.
The contract requires contractor performance of AFE maintenance, repair, and support services beginning October 1, 2026. The solicitation package includes the RFQ, PWS, wage determination, clauses attachment, and CBA, with no additional attachments pending. The contractor must maintain a minimum staffing level of four personnel trained through the Air Force AFE School or equivalent programs from Army, Marine Corps, or Navy schools, with all proposed personnel holding required technical qualifications by start of full performance. Personnel must obtain basic security clearance and public trust designation, and complete Air Force Cyber Awareness and PII training. The contractor is not required to furnish vehicles, as the AFE shop provides transportation; however, contractor personnel must be trained and authorized to transport UWARS (a type of explosive) and maintain Air Force Explosive Safety Training certification. The Government will provide Government-furnished equipment, tools, and necessary support items through the attached AFE shop. Workload estimates in Appendix C represent direct hands-on maintenance hours only and have historically aligned with actual performance. Scheduled parachute repacks remain consistent across contract periods, though unscheduled maintenance and repairs vary based on component condition. The Program Manager and alternate Program Manager may serve as working leads performing hands-on technician duties. Evaluation will be based on technical acceptability (pass-fail), quote pricing, and past performance assessed via CPARS reports. Pricing should be submitted by CLIN with supporting narrative; the Government does not dictate escalation structure for option years. Contractors will have designated work areas within shared AFE facilities.

We confirm that the solicitation period of performance (PoP) starting on 1 October 2026 is accurate. We will revise the PWS section accordingly.

Yes, all documents, including the RFQ, PWS, wage determination, clauses attachment, and CBA, constitute the complete solicitation package.
3. Please confirm whether there have been any amendments, Q and A releases, or updated attachments not yet reflected in the current notice package available to offerors.
No Q&A has been submitted. The only amendment made was on the same date the solicitation was posted to include the attachment RFO combo.
4. Please confirm whether a contractor-furnished vehicle is required for performance, including any movement of munitions, explosive devices, parachute shop materials, or other AFE-related items on base.
The contractor is not required to furnish a vehicle; the attached AFE shop provides a vehicle.
5. If a contractor-furnished vehicle is required, please identify the expected use case, required vehicle type, inspection standard, storage or parking requirements, and whether commercial utility vehicles such as an ATV or Gator are acceptable.

6. Please clarify whether the contractor is expected to transport any explosive or hazardous materials as part of routine performance, and if so, what certifications, training, or installation-specific transport procedures apply.
They are expected to pick up the UWARS, which are a type of explosive, but they maintain the Air Force Explosive Safety Training.
7. Please confirm whether any Government-furnished equipment, tools, support equipment, CTKs, or transportation assets will be provided beyond what is identified in Paragraph 3 and Appendix D of the PWS.
The Government-furnished equipment list and necessary items will be provided as needed through the attached AFE shop.
8. Please confirm whether all workload estimates in the PWS Appendix C table are current and representative of the anticipated base year workload for this solicitation.
Yes, they are.
9. Please clarify whether the annual workload estimates include only direct hands-on maintenance hours, or whether they also include quality control inspections, records updates, management program support, local manufacture administration, and monthly reporting time.
They only include direct hands-on maintenance.
10. Please confirm whether the estimated quantities for parachute inspections and repacks, G-suits, harnesses, life preservers, life rafts, and local manufactured items are expected to remain materially consistent across the base and option periods.
The scheduled repacks remain consistent; however, the unscheduled maintenance repair or replacement varies, for example a torn component.
11. Please clarify whether the Government anticipates any surge periods, flying schedule changes, exercise support, or seasonal workload concentrations that are not evident from the annual workload estimates.
The scheduled repacks remain consistent; however, the unscheduled maintenance repair or replacement varies, for example harness sling replacements that are given to the contractors from the AFE shop.
12. Please confirm whether the Program Manager and alternate Program Manager are expected to be full-time on-site personnel, or whether either role may be performed as a working lead who also performs hands-on AFE technician duties.

19. Please clarify whether the Government intends technical acceptability to be evaluated solely on pass-fail sufficiency, or whether comparative strengths in technical capability and relevant past performance may influence the best-value decision among technically acceptable vendors.
Technical acceptability will be evaluated solely on pass-fail sufficiency. The best-value decision will consider technical capability, price, and past performance.
20. Please confirm whether the six-month extension pricing under FAR 52.217-8 should be priced using the same fully burdened monthly rate basis as the base and option years, and whether any unique assumptions should be applied for evaluation of that extension pricing.

Yes, the attached CBA is the controlling labor agreement for pricing and transition planning.
22. Please confirm whether any predecessor or incumbent performance issues, changes in flying mission, facility constraints, or equipment condition concerns exist that would materially affect staffing, transition, pricing, or risk assumptions for incoming contractors.
