About this file
This document is a Brand Name Requirement Justification for a Fire Safety Prevention Trailer with ADA accessibility ramp and entry door. The trailer is a 27-foot configured aluminum trailer with various interactive and immersive fire safety training systems, including a FiAR Fire Extinguisher Training System. The justification explains that while other similar trailers were considered, they lacked the key ADA accessibility features and integrated fire safety training capabilities required. A brand name was deemed necessary as no other products available met the specific requirements.
The related federal contract opportunity is a Request for Quotes (RFQ) to purchase the Fire Safety Trailer for delivery to Sheppard AFB, Texas. This is a small business set-aside with a 180-calendar day period of performance. The solicitation will close on August 28, 2024, and all quotes must be valid through September 30, 2024. Funds are not presently available, and the government reserves the right to cancel the solicitation.

2. JUSTIFICATION FOR SOLICITING A BRAND NAME
While a few business models were similar in purpose and design, they lacked key aspects detailed as having a rear ramp that allowed for entry doors and a ramp for disabled and special needs individuals as outlined in ADA Title III standard “Public accommodations must comply with basic nondiscrimination requirements that prohibit exclusion, segregation, and unequal treatment. The availability for Disabled individuals to access and learn must not be infringed.” Additionally, the requested Fire Safety Trailer comes with the Interactive and Immersive learning systems, which includes the FiAR Fire Extinguisher Training System and all associated materials detailed in paragraph 1 (FiAR Fire Extinguisher Training System. FiAR App, 10# Fire Extinguisher, FiAR Handle, iPad Pro, Chargers, Laser-cut Pelican Case, 2dz Spare Shear Pins, QuickStart Magnets, Manuals and Training Video). This allows for the current FiAR Fire Extinguisher Training System purchased and placed in service last year at Sheppard Fire Department to link together and expand the fire training scenarios within and around the fire safety trailer during training events. Finally, the requested trailer includes an all-ages forcible entry door for proper training on forcing open doors as well as having a utilities trainer on the back wall for fire personnel to obtain proficiency training without having to effect facility equipment.
3. EFFORTS TO OBTAIN COMPETITION
The 82d CES Fire Protection flight has been utilizing the AFNET provided computers to conduct reviews and found 2 other business model products. Neither of the competing businesses, LION and Mobile Concepts, provided for ADA Title III access as described in paragraph 2. Only JHB Group and Mobile Concepts had a Fire Safety Trailer listed on GSA Advantage. Other Fire Safety trailers that populated on GSA Advantage were for firefighting training. They did not meet the prevention and safety training aspect required for Fire Prevention.
4. STEPS TO PRECLUDE FUTURE BRAND NAME AWARDS
In research online of various companies that have provided or do provide Fire Safety Trailers they do not meet the ADA requirements detailed in the specifications previously, mainly and most importantly entry doors and a ramp for disabled and special needs individuals. There is opportunity for interaction in the community during Fire Safety Events that have had disabled and special needs members who sought to experience a fire safety trailer. A current trailer has a full ramp on the back that lowers allowing for their ability to peer inside only, not entering. A trailer having a ramp that fully lowers with an entry door to the inside of the trailer that meets ADA requirements allowing for a wheelchair both manual and motorized to access is meeting the ADA requirement. Additionally, there is currently a FiAR Fire Extinguisher training system that would link directly with the system in the trailer that was quoted. This would allow for expanded fire safety training for the local base community and surrounding communities that frequent SAFB during special events and occasions. No other trailer meets these particular requirements.
5. OTHER FACTORS:
SAFB Fire Department has a requirement for the procurement and delivery of one (1) 27-foot configured Fire Safety Prevention Trailer w/ADA Accessibility Ramp and entry door. This will replace the current Fire Safety Trailer in service at Sheppard Fire Department. The current trailer is aged and has outdates training systems in use. More importantly, the current trailer does not meet ADA Title III standards for accessibility for disabled individuals. A new trailer would allow this accessibility as well as provide state of the art training capabilities and scenarios to those individuals as well as the local community within SAFB and the surrounding communities that frequent SAFB during special events and occasions, where the Fire Safety Trailer will be utilized.
6. CONTRACTING OFFICER’S DETERMINATION
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name is reasonably available.
