(a) The Government will award a BPA resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes, in no particular order of importance:

- TECHNICAL CAPABILITY TO MEET THE GOVERNMENT'S REQUIREMENT

Since this requirement will be utilizing the Government's fiber infrastructure/network, Contractor shall acknowledge their ability and willingness to install switches at the 9 Information Transfer Nodes (ITNs), in order to more easily serve as origination points for new customer connections while requiring less Government fiber usage. A map of the ITNs will be provided at award. At the end of the BPA term or individual call utilizing that circuit, the vendor shall remove ITN switches.

- PRICE

See pricing exhibit. List all available bandwidth speed tiers (in terms of Mbps or Gbps, as applicable) in monthly prices. Orders should be for 1 year periods. List on pricing exhibit if there are any price changes or charges. for orders of less than 1 year. NOTE: Bandwidth tiers listed on exhibit attached to combo are examples to provide guidance regarding requested format.

Additionally, in order to evaluate the vendor's capability to provide a fair and reasonable installation price as each BPA call will be a unique installation situation, we have provided 2 notional/hypothetical buildings similar to the requirements we will have at Sheppard AFB. Please provide the installation price and the rationale for how this calculation was reached.

NOTE: Notional building pricing will be used for evaluation purposes only to ensure that vendors are providing fair & reasonable pricing for installation.
