Q8. How many rooms are occupied at any given moment?
Answer Q8: Average 60 to 70 rooms occupied by EURO-NATO students.
Q9: On the average, how many rooms are cleaned after 1500 hours due to flight crew rest, per year?
Answer Q9: Pilot training contains blocks of instruction in night flying which normally lasts two weeks.
During this block of instruction the average of 60 to 70 EURO-NATO students are on flight crew rest which will require service after 1200 hours. Each room requires 1 major clean and 1 minor clean per week. The schedule is normally split in to two days for major cleans and then another two days for minor cleans. For example, if 60 rooms are occupied 30 major cleans will be done on Monday and the other 30 on Tuesday. 30 minor cleans will be done on Thursday and the other 30 on Friday.
Q10: Re: Attachment 8. Can the Government verify that contractors must purchase all Dormitory Cleaning Service supplies through an authorized AbilityOne vendor? If so is it possible, to get a pricing list, so that a consumable and chemical budget be established.
Answer Q10: Yes, see FAR Clause 52.208-9, Contractor Use of Mandatory Sources of Supply or Services. Currently the contractor only provides trash bags for Government use. Below are suggested bags that are on the AbilityOne Procurement List and estimated usage.

Q11: Has the contract changed in any material manner since the last award, with the exception of increased material costs and increased wage determination?
Answer Q11: No.
Q12: It was recommended at the pre-proposal conference to submit a hard copy of the proposals to ensure a timely response. Can the government provide and an address for the proposal submittals?
Answer Q12: Yes, this has been incorporated in the solicitation. See revised solicitation 17-R-0007 Dorm Cleaning Combined Synopsis Solicitation Rev 1.

Q13: Can copies of CPARS be included as independent surveys?
Answer Q13: No, the government will obtain CPARS on all offerors.

Q14: Can the Government exclude letters, metrics, customer surveys, independent surveys, CPARS, etc. from the page count limitation for Past Performance volume?
Answer Q14: No. However past performance questionnaires sent directly to the government and CPARS obtained by the government will not be counted against the page limit.
Q15: Can the Government verify that Executive Order 13706, Paid Sick Leave, is applicable for the contract?
Answer Q15: Yes, see FAR Clause 52.222-62. Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors, applies to all contracts subject to the Service Contract Act for which the contract is awarded (and any solicitation was issued) on or after January 1,2017. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Q17: Reference: Attachment 01 Dormitory Cleaning Service Price Exhibit, Contract Price Exhibit A, Basic Period Estimate, CLIN 0006, “Smoke detector”.
A: Can the Government provide clarification to this requirement? Is this CLIN for replacing, repairing, or cleaning smoke detectors?
Answer Q17A: The requirement is for functionally testing the smoke detectors only.
B: If this is a replacement requirement, are smoke detectors provided by the government or the contractor?
Answer Q17B: The smoke detectors are provided by the government.
C: If this is a replacement requirement, can the Government provided specifications for the smoke detector, such as direct wire, battery operated, with or without strobe light?
Answer Q17C: The government is responsible to repair/replace the smoke detectors.
D: Is the contractor required to replace batteries on smoke detectors?
Answer Q17D: No.
E: Are replacement smoke detector batteries provided by the contractor of the Government?
Answer Q17E: No, smoke detector batteries are provided by the government.
Q18: The Item # CLIN 2002 through CLIN 2007 in option period 2 are not in line with the base period or other option periods CLIN X001 through CLIN X006? Is this in error?

Q19: Reference: Attachment 02 Dormitory Cleaning PWS, page 1 of 21, paragraph 1, Description of Services, “Rooms in building 280 have approximately 300-330 square feet of living area, with a private bath”.
A: Is the private bath included in the 300-330 square foot area of living space?
Answer Q19A: Yes. Please note that the revised PWS has been updated to reflect all living quarters are 329 square feet. Please see attachment 9. Dorm Cleaning – PWS Rev 1 (Atch 02). Also see Attachment 3 Building 280 Typical Room Floor Plan.
B: Can the Government provide the square foot area of the private bath/restroom?
Answer Q19B: Approximately 66 square feet.
Q20: Can the Government provide the square foot areas of carpet and non-carpeted floors?
Answer Q20: Approximately 199 square foot carpeted and 130 square foot non-carpeted.
Q21: Reference: Attachment 02 Dormitory Cleaning PWS, page 1 of 21, paragraph 1.1., “The contractor shall scrub the bathroom vanity/sink, bathtub/shower and commode, replace burnt out light bulbs (not including lamps), change bed linens, and make the bed.”
A: Does the Government or contractor provide the linens?
Answer Q21A: The government provides the linens.
B: Is the contractor responsible for linen cleaning and replacement?
Answer Q21B: Linens are cleaned by Linen Exchange see PWS paragraph 1.1 for contractor responsibilities.
Q22: Can the Government provide the total square foot areas of each Laundry Room, the square foot area of carpeted floors for each laundry room, the square foot area of non-carpeted floors for each laundry room, and the number of trash receptacles?
Answer Q22: Each laundry room is approximately 90 square feet. Each laundry room is tiled and not carpeted with 1 trash receptacle per laundry room (5 total).
Q23: Can the Government provide the total square foot areas of the lounge, the square foot areas of carpeted floors and non-carpeted floors, the square foot areas of the latrines/restrooms, and the number of trash receptacles?
Answer Q23: The lounge is approximately 1,333 square feet all non-carpeted, one latrine is approximately 49 square feet and the other latrine is approximately 56 square feet; 4 trash receptacles.
Q24: Reference: Attachment 02 Dormitory Cleaning PWS, page 2 of 21, paragraph 1.8., Exterior Clean, “The contractor shall maintain the exterior of building 280 to present a neat and professional appearance.”
A: Can the Government provide the approximate square foot area of the exterior of building 280?
Answer Q24A: Approximately 128,502 square feet (2.95 acres).
B: How far from building 280 is the contractor responsible to maintain?
Answer Q24B: From the building to the sidewalk.
C: Does building 280 include all five quads identified in the site visit?
Answer Q24C: Yes, there are five modules that are connected to comprise Building 280. Please see attachment 4 and 5 for layout Building 280 first and second floors.
D: Are there any building other that 280 that require exterior clean for CLIN X004?
Answer Q24D: No.
Q25: Can the Government clarify the extent in which the contractor is to separate the non-recycling materials from the regular refuse. Is the contractor required to go through the occupant’s trash to identify recycled material?
Answer Q26: Each room contains three trash receptacles; 2 waste and 1 recyclable. The contractor is only responsible for separating glass, paper, etc. from the recycle bin. The contract will not be required to go through the 2 waste bins looking for recyclables.
Q26: Reference: Attachment 02 Dormitory Cleaning PWS, page 3 of 21, paragraph 2. Services Summary, “Customer complaints do not exceed 3 (5) monthly”. Can the Government clarify what “3 (5) monthly” means?
Answer Q27a: Please see PWS para. 2.1. The contractor is allowed a larger error rate during the first month of the contract signified by the number contained in the parenthesis. For example during the first month of the contract the contractor will allowed 5 customer complaints. After the first month for the remainder of the contract the contractor will be allowed three customer complaints per month.
Q27: Reference: Attachment 02 Dormitory Cleaning PWS, page 3 of 21, paragraph 2.1., Contract Phase-In Period, “During the first month of the contract, a larger error rate (performance threshold) is allowed for some areas to recognize normal phase-in problems for certain specific services”.
A: Can the Government clarify the phase-in period? Is the phase-in period within the performance period of the contract base year?
Answer Q27A: Yes, the phase-in period is the first month of the period of performance of the contract base year.
B: Will the Government allow a phase-in period prior to the performance period of the contract to ensure proper contract startup and hiring procedures take place?
Answer Q27B: No.
Q28: Will the government provide phone lines for contractor use?
Answer Q28: No.
Q29: Reference: Attachment 02 Dormitory Cleaning PWS, page 5 of 21, paragraph 3. Quality Control, “The Government will rely on the contractor’s assurances that the commercial items tendered for acceptance conform to the contract requirements”.
A: What are the quality contract requirements for Dormitory Cleaning at SAFB?
Answer Q29A: Please see both the PWS and QASP under SERVICES SUMMARY (SS).
B: What are the expectations of the government regarding corporate site visits?
Answer Q29B: None as long as the on-site contract manager or alternate has the full authority to obligate and bind on behalf of the contract holder.
Q30: Can the Government verify that WD 2015-5264 is the correct WD for this contract?
Answer Q30: Yes.
Q31: Are there service elevators for each building?
Answer Q31: No, building 280 does not have elevators.
Q32: Provide length for the incumbent contract
Answer Q32: One base year plus four option years (1 Oct 2012 - 30 Sept 2017).
Q33: Does the scope of work include lawn maintenance?
Answer Q33: No.
Q34: Will the existing toilet paper and paper towel dispensers remain?
Answer Q34: Yes.
Q35: Do NATO pilots provide their own toiletries (toilet paper, paper towels, soap)?
Answer Q35: Yes.
Q36: Are we responsible for stripping and waxing the tile floors in the lounge?
Answer Q36: No.
Q37: Do we furnish light bulbs?
Answer Q37: No, the government will provide light bulbs.
Q38: For scheduling purposes, how many rooms need to be cleaned a day?
Answer Q38: Average is 60 to 70 occupied rooms that require service. Each room requires 1 Major Clean and 1 Minor Clean per week. B. Is the contractor responsible for the cleaning and replacement of floor mats?
Answer Q39B: Yes, only two floor mats in the lounge area. Occupant’s rooms do not have floor mats.
C. Is the contractor responsible for restocking the bathrooms?
Answer Q39C: No.
Q40: Is the contractor responsible for the cleaning of the game tables (Pool table, foosball table, etc.)?
Answer Q40: Yes, the surface as needed.

Answer Q41B: No.

B. What is the square footage of the kitchenettes?
Q42B: Approximately 64 square feet.
