About this file
This file is a Questions and Answers (Q&A) document addressing contractor inquiries regarding demolition services at JBSA Lackland Air Force Base and LAK Chapman Annex. The document provides clarifications on utility disconnection responsibilities, hazardous material handling, site requirements, and project specifications across seven buildings (B2988, B2989, B4395, B5584, B7362, B7561, and B148/B140).
Key clarifications include: the contractor is responsible for removing electrical risers after CPS (utility provider) disconnection, though some facilities have been previously disconnected; rodent and vermin extermination are the contractor's responsibility per the Performance Work Statement; the government will accept examples of previously approved plans if compliant with current codes; the Period of Performance has been recalculated to 325 days from award to accommodate utility permanent disconnect application delays and NESHAP requirements; all debris must be manifested to TCEQ-permitted landfills (Covel Gardens or Tessman Road); post-land surveys by licensed professionals are required; temporary 6-foot perimeter fencing screened with brown fabric is mandated; all soil removal requires testing per Environmental Protection Standard 1.57.20; and building-specific requirements such as bollard removal to 3 feet below grade, basement concrete demolition to 3 feet below grade, and construction entries with bull rock are specified. The document also addresses square footage discrepancies between PWS listings and facility dimension calculations, clarifies HVAC unit quantities by building, and confirms that hydroseeding (rather than watering) is now required for grass establishment per PWS Revision 3 dated July 2026.

RFI Questions & Answers Demolition Services At JBSA LAK/ LAK Chapman Annex
1. Buildings 2988 & 2989: Is CPS going to take down the feed from the transformer pole to the service pole? Would CPS or the winning contractor be responsible to take the riser off the pole that feeds the buildings? CPS will disconnect only and will remove transformers on another date; riser removal is Contractor’s responsibility
2. Building 5584: The feed comes to the building underground. Contractors need to know where it feeds from and how far away it is from the building? Will CPS disconnect this feed or do contractors need to include pricing to pull it out? CPS disconnect wires/cables from transformer service risers and/or entrances are Contractor’s responsibility; however, for this facility CPS reports no existing service; service has been previously disconnected
3. Building 7561: The feed comes from underground we need to know where it is fed from and how far away it is from the building and is cps going to disconnect it or do we need to disconnect it and pull the wire out? This facility is permanently disconnected from a removed service transformer
4. Buildings 7362 & 148 Will CPS disconnect the overhead power from the transformer pole and remove the wire to the buildings? Building 148 has 2 feeds going to it. CPS will disconnect only and will remove transformers on another date; riser removal is Contractor’s responsibility
5. Please confirm the rodent and vermin extermination will be handled by the GC and not the Civil Engineering Squadron responsible for rodent extermination and pest management. Contractor’s responsibility to handle Entomology issues is confirmed as stated in the PWS
6. GCs must submit all material on Technical Factors 1, 2 and 3. Please confirm the 502nd is truly requesting a full project specific deliverable with each proposal submission or if examples of previously approved plans would be accepted.
802 CES is open to accept “examples” of previously approved plans as long submissions are in compliance with applicable current codes and standards (i.e. JBSA Environmental Protection Standard 1 57 20)
7. What is the scale that price will be compared to technical subfactor when comparing proposals?
802 CES is not able to answer this question
8. It seems B4395 hazmat report is password protected? Can this file be released to certified bidders? HazMat Reports were issued without password protection; however, I’m forwarding the report again for your convenience
9. Can the environmental report for B7591 be released?
HazMat Reports were issued without password protection; however, I’m forwarding the report again for your convenience
10. Will compaction on slab backfill be required to tested by a third-party testing agency?
No.
a. If compaction is required, will it be 90% or 95%? 90%
11. Will watering for grass establishment be required?
This requirement has been changed to hydroseeding; is now reflected in the PWS revision 3 July 2026.
a. If required, how long does the contractor need to factor in for irrigation? Water requirements are as per hydroseeding provider
12. With Lackland being a NESHAP’s facility and the extensive preparation and then submittal of paperwork to submit to the state for approval to work, the POP for these projects being 20 -75 days from the award date might not be possible to even start within that timeframe. Has that been considered?
Recalculated the total PoP to 325 days; this is in consideration of the Utilities Permanent Disconnect Application Processes which have been experiencing increased delays & costs. I suggest that the Awarded Contractor start Demo Project by contacting Utility Service Providers to apply for Permanent Service Disconnect so the Private Service Provider begin their own processes to permanently disconnect each demo facility. The PoP change will be reflected on the PWS as a total; is up to the Contractor to distribute demo time for each facility.
13. While reviewing the solicitation package, we had a question regarding the hazardous material reports. We wanted to inquire whether any updated or revised hazardous material reports are available, as the reports currently included may not reflect all of the information necessary for preparing accurate pricing.
Additionally, we would appreciate clarification regarding the site visit. We understand there may have been a site visit that was not reflected in the solicitation documents. If any additional information, documentation were provided as a result of that site visit, we would appreciate it if they could be shared.
Currently, there are no further hazmat reports to provide. Yes there was a Site visit initially scheduled for 16 June per the solicitation and rescheduled to 23 June per the amendment to the solicitation, which both were posted on SAM.gov under Notice IDs FA301626R0033 & FA301626R00330002. There are no site visit documents to provide.

Please, review revised PWS, structures square footage and heights are included on the PWS, specifically on Facility Data Attachments (last pages of PWS)
15. Will we be allowed to demo more than one building at a time?
The PWS does not limit number of facilities to be demolished within a specific period of time; facilities demolition schedule should be compatible with Contractor’s existing business and manpower capabilities
16. Is there a designated dump site or can we select where to haul debris?
IAW JBSA Environmental Protection Specification 1 57 20, all excess soil/waste materials shall be properly manifested/transported to an TCEQ-permitted landfill (Covel Gardens or Tessman Rd Landfill are locally available) and approved by 802 CES/CEIE. (a Copy of JBSA Environmental Protection Spec 1 57 20 is included w/ PWS)
17. Can a satellite picture of the buildings be provided?
Although 802 CES is conducting maps updates and upgrades efforts, the resulting imagery is not available for Contractor use yet
18. Are we allowed to work 7 days a week?
The Project Contract Officer is the only one authorized to approved/disapprove work schedules
