About this file
This document is a Questions & Answers file for Fire Suppression Systems Maintenance Services at Joint Base San Antonio Fort Sam Houston, solicitation FA301626R0003. The Q&A covers key details about fire suppression system inspections, including changes due to a government shutdown. Historically, annual inspections were performed in October, with the most recent and upcoming inspections delayed to December 2025. Semi-annual inspections were typically done in April and October, with the next scheduled for June 2026. Questions & Answers
Fire Suppression Systems Maintenance Services for Joint Base San Antonio Fort Sam Houston
Solicitation: FA301626R0003
1. What month is the annual inspection?
Government Response: The annual inspection was historically performed in October. Due to the government shutdown, the most recent annual inspection will be completed in December 2025.
2. What month is the semi-annual inspection? (This should be six months after the annual, but the tags we saw were from April and November which is seven months apart).
Government Response: Historically, semi-annual inspections were performed in April and October. Due to the government shutdown, the most recent semi-annual inspection will be completed by December 2025. The next semi-annual inspection is scheduled for June 2026.
3. What year is the last hydrostatic testing for each of the systems?
Government Response: Hydrostatic testing frequency varies based on the cylinder
4. Section 1.1.3 states Halon 1301 fire suppression systems are to be tested and maintained annually. However, NFPA requires semi-annual testing and maintenance for these types of systems. Can you please confirm the requirement will be semi-annual testing and maintenance?
Government Response: The requirement in Section 1.1.3 for annual testing and maintenance remains unchanged. While Halon 1301 was phased out and replaced with more environmentally friendly agents like FM-200, Novec 1230, and inert gas systems, the contractual requirement for these systems is annual.
a. Also, can you please update the Price/Cost Schedule for x002? It currently states annual and the quantity of 19 (cylinders) should be 38 (total inspections) like CLIN x001 (104 cylinders = 208 total inspections).
Government Response: No update is required for the Price/Cost Schedule for CLIN 0X02. The current schedule accurately reflects the contract requirements.
5. Can you please provide the most recent annual inspection reports for these systems so we can get additional information for pricing such as the number of fusible links of each system?
Government Response: Previous inspection reports cannot be released due to proprietary reporting formats of the incumbent contractor.
6. Which months are these systems currently being tested?
Government Response: Due to the government shutdown, the Ansul system will be tested in November/December 2025, with the next inspection scheduled for June 2026. The Clean Agent System will be tested in December 2025, with the next inspection scheduled for December 2026.
7. Can the VA confirm the kitchen hoods and associated equipment will not require cleaning as part of this contract?
Government Response: Confirmed. Kitchen hoods and associated equipment are excluded from the scope of this contract.
8. Can you provide clarification on how we are to price CLIN x003? It states it is not to exceed CLIN. Are we to leave this blank and it will be populated following contract award?
Government Response: CLIN 0X03 for each ordering year is a Not-to-Exceed amount that will be populated by the government. Vendors are not required to price CLIN 0X03. See updated solicitation.
