About this file
This document is an Amendment to Solicitation FA301626Q7004 containing Contractor Questions and Government Responses dated 3 December 2025, covering a book delivery contract involving 1,500 books with a critical delivery deadline of December 11, 2025. Key details include a requirement to deliver a minimum of 300 books by the deadline, with shipping charges to be included in the quote (no separate CLIN for shipping), and no penalties for weather-related delays. The government confirmed flexible partial delivery is acceptable, provided the minimum 300-book threshold is met, and all delivery vehicles must have properly insured drivers with valid licenses. The solicitation involves shipping from a publisher in New Jersey, with the delivery timing critical to match a specific class start date, and the government agreed to directly communicate any quantity discrepancies with the vendor for prompt resolution.

Amendment 2 – Solicitation FA301626Q7004
Contractor Questions and Government Response
3 December 2025
1. Contractor Question: The publisher has stock and can ship, however; timeline may require special shipping service. How should we handle the shipping in the quote?
Government Response: Please include your shipping charge in your quote. There is not a separate CLIN for shipping.
2. In order to meet the delivery requirements this will have to be shipped from the publisher. Are there any special requirements for the labeling of the boxes and are there any other technical requirements for the shipment such as certain paperwork?
Government Response: No special requirements or paperwork needed for shipment.
3. Contractor Question: Is there any date flexibility on the delivery as long as we can show that we made a good faith effort to deliver on you specific date? This means that we would really need to know in the afternoon on Thursday 4 Dec 2025 that we have been awarded in order to maximize the ability to deliver.
Government Response: Not any flexibility in the delivery date unfortunately, the delivery date is necessary to match the class start date.
4. Contractor Question: Given this time of year, and giving the fact that the shipment will most likely begin in New Jersey, severe weather of other Acts of God could cause a delay and if so, will we suffer a penalty.
Government Response: No penalty for necessary delays due to weather.
5. Contractor Question: Is there a potential for the driver/truck, not to be admitted to the base for the delivery?
Government Response: All delivery vehicles must have a driver who is properly insured for the vehicle and in good standing as far as their license goes.
6. Contractor Question: Once the books are delivered, can we agree that any discrepancies between the quantity ordered and the quantity received will be communicated directly to us, so we can resolve it promptly.
Government Response: Agree that any discrepancies will be resolved with the vendor.
7. Contractor Question: This is a very large order, and we can handle it, but we need assurance that the payment will be expedited.
Government Response: At my level of operation (acquisitions), I have no reason to think payment wouldn’t be expedited
8. Contractor Question: Our bid will be for the price per book that includes the shipping and handling for each book, however we will offer the explanation of what the calculation is.
Government Response: Understood
9. Contractor Question: Given the short deadline, do all 1500 books need to be delivered at the same time (Dec 11th), or is there a minimum that can be delivered first?
Government Response: 300 minimum
10. Contractor Question: If we can deliver part of the shipment by the 11th and the rest a bit later, how many do you require to be delivered by the 11th?
11. Contractor Question: Could you please confirm the number of packages that will be required for the first shipment, which must be received no later than December 11, 2025? The Publisher will need to bundle all packages upon receipt of the order. Assembling 1,500 packages will take several days to complete. To ensure our proposal is accurate and fully aligned with your delivery expectations, we would appreciate your guidance on the exact number of packages you anticipate for the first shipment.
12. Contractor Question: The publisher has stock and can ship, however; timeline may require special shipping service. How should we handle the shipping in the quote?
Government Response: Please include your shipping charge in your quote. There is not a separate CLIN for shipping.
