JOINT BASE SAN ANTONIO (JBSA) 16TH AIR FORCE CUSTODIAL SERVICES

This is a pre-solicitation notice for non-personal services to provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed for the 16th Air Force at Joint Base San Antonio (JBSA), Lackland. At this time, no questions will be addressed. Comments are acceptable; however, responses to comments will not be provided. 8. Important information: This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2- ‘Synopses of Proposed Contract Actions’ in preparation for the release of the Request for Proposal (RFP) at a later date.

9. The Proposal due date is tentatively planned for 20 June 2025.

The North American Industry Code Standard (NAICS) is 561720, Janitorial Services, and the Small Business Size Standard is $22,000,000 in average annual receipts.

10. Contractor shall possess and maintain: Current Top Secret (TS) Facility issued by Defense Security Service (DSS) office and be Director of Central Intelligence Directive (DCID) 6/4 eligible with a current Single Scope Background Investigation (SSBI). A valid Top Secret Facility Clearance is required to be in the DSS Database.

11. Place of Contract Performance: This contract shall accomplish all cleaning tasks at Joint Base San Antonio (JBSA) Lackland, including the Lackland Training Annex and Kelly Annex, in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance.

12. Set Aside Status: The proposed contract is 100% SDVOSB small business set-aside. Joint venture Agreements are allowable. However, in accordance with Federal Acquisition Regulation, FAC Number: 2025-03 Effective Date: 01/17/2025, Joint Venture Primes must perform at least 50% of the work contemplated and will not subcontract more than 50% of contract performance. Any offeror proposing as a joint venture or other partnership arrangement are responsible for ensuring the joint venture/partnership arrangement complies with all SBA regulations and that the created joint venture/ partnership does not result in loss of small business status. All responsible SDVOSBs may submit a proposal in response to the RFP which shall be considered by the agency.

13. Additional Details: THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. Offerors can view and/or download the RFP and attachments at https://www.SAM.gov (Contracting Opportunities) when the RFP is posted. It is the OFFERORS’ RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register themselves on the website. All prospective offerors interested in submitting an offer on this solicitation must be registered in the System for Award Management (SAM) at https://www.sam.gov/ with a commercial and government entity (CAGE) and must complete electronic annual representations and certifications.
