About this file
This document is an Amendment 0002 containing Industry Questions and Answers (Q&A) for a Fiscal Year 2025 Static Display Aerospace Vehicles (SDAV) contract. The Q&A covers multiple aspects of the contract, including scope, requirements, and specific details about cleaning, painting, and maintenance of nine static display aircraft located at JBSA-Lackland, the DLI Area, and Chapman Training Annex. Key details include the contract being a single-year effort with DLC Aircraft Preservation Services, LLC as the previous year's contractor, and involving four primary contract line items: inspection, cleaning, painting, and unscheduled maintenance.
The document provides extensive technical clarifications, such as paint specifications (low VOC coatings, primer, topcoat, and gloss lacquer), painting methodology, light lens restoration requirements, and base access procedures. Notable contract terms include a four-year warranty against material and workmanship defects, no restrictions on crew size (though each member requires base access vetting), and a $30,000 not-to-exceed limit for unscheduled maintenance. The contract requires following specific guidelines in the CMI package for colors, design, and restoration, with work to be completed within one year and no ongoing maintenance beyond the warranty period.

Atch 1 Amendment 0002
FY25 SDAV Industry Q&A:
Q1: Specifically, I would like to know if this is a new requirement or if there is currently a company providing these services. If a company is already providing this service, I would greatly appreciate it if you could share their name with me.
A1: Last year’s contract was awarded to DLC Aircraft Preservation Services, LLC.
Q2: You are at the contracting office at Randolph but the SDAVs are at Lackland correct? Also, it is only the SDAVs listed not every SDAV on all the basses?
A2: Correct, Contracting Officer and Specialist are at JBSA-Randolph and the nine (9) SDAVS to be cleaned, painted, and maintained are at JBSA-Lackland, the DLI Area, and the Chapman Training Annex IAW the PWS.
Q3: Are stencils are preferred to decals?
A3: Yes, but we understand that sometimes it's hard to get stencils made, so decals can be used.
Q4: Should any reflective vinyl be used?
A4: No, all paint and colors are provided in the CMI packages.
Q5: Is Friday still the family/parade day?
A5: No, work cannot be done on Thursdays because it is the parade day.
Q6: Is there a restriction for the weight limit of a Lift?
A6: No, there are no restrictions.
Q7: Can we use the fire hydrants?
A7: Yes, you must call American Water and they will bring you a key.
Q8: Do we have to answer questions from the crowd while we're working?
A8: No, you don't have to answer any questions. You can direct them to the museum for any questions.
Q9: Is this plane silver bright?
A9: Yes, please refer to the CMI package for all colors.
Q10: Is unscheduled maintenance a part of the contract?
A10: Yes, unscheduled maintenance is a part of the contract.
Q11: Is washing a part of the contract?
A11: To clarify we talked about a wash contract that was a separate contract from this one.
However inside this contract, one of the line items is that you will be paid for is washing the aircraft, under the cleaning line item. There are four contract line items: inspection, cleaning, painting, and unscheduled maintenance. So, you are going to be expected to wash the aircraft but it's not the contract that was talked about earlier when water was brought up. You would just wash the aircrafts included in the contract.
Q12: Are you worried about painting over the old decals, or do you want it sanded down to the bare surface before we paint?
A12: They should be sanded down in accordance with the CMI package. You should follow the original design that we created including colors and shading.
Q13: Is the original picture in the CMI package?
A13: Yes, it is included in the CMI package.
Q14: Do you want us to get the paint off the lights?
A14: YES The lights should be replaced/ restored per PWS.
Per the PWS
1.1.1.14 Contractor shall reassemble broken aircraft light lenses, if needed.
1.1.1.15 Contractor shall replace broken or missing aircraft light lenses that cannot be reassembled with matching aircraft light lenses, if needed.
1.1.1.16 Contractor shall substitute sheet metal that is cut to the appropriate shape and painted the color and shape of the original light lens for broken or missing aircraft lenses that cannot be replaced or reassembled.
Q15: Do we need to remove these screens to paint inside?
A15: Yes, you do need to take the screen off and paint inside because it gives it some depth.
Q16: Do all the pads need to be painted?
A16: No, the pads do not need to be painted.
Q17: Do the mount plates need to be painted?
A17: Yes, the mount plates need to be painted but the bases do not.
Q18: If there is damage to the pad, would that be considered unscheduled maintenance?
A18: Not unless it's structurally unsound. If a pad is damaged, please inform the museum director.
Q19: Will the package say if it needs to be a decal, stencil, or freehand?
A19: No, it will not specify because sometimes it might be too hard to get a stencil or decal made. It might be easier to make a stencil, or you might need to get a decal made from a company. Please make sure you give them the exact font and size to match the CMI package.
Q20: Why did they put this plane way out here?
A20: This aircraft is also used for training purposes.
Q21: I see schedules where we can input numbers for inspection/preparation, cleaning, and painting. Where do we account for unscheduled maintenance or is should that be included in one of the three schedules?
A21: On Attachment 3 SCHEDULE OF SUPPLIES/SERVICES, CLIN 0004 Unscheduled Maintenance, is “Not To exceed $30,000.” There is nothing to fill in or account for with CLIN 0004.
Q22: You mentioned that we have a year to complete all 9 SDAVS, will these be done on an annual basis or just during year 1 with a 5 year “maintenance”
A21: This is a single year contract. There are no option years. IAW the Performance Work Statement 1.1.3.1 “Contractor shall provide written warranty for four (4) years against any and all defects in material and workmanship in application and removal of organic coating.” There is no ongoing maintenance outside of the warranty once the year period of performance ends.
Q23: Can you provide the specs for the type of paint required, not necessarily the colors unless that is readily available?
A23: Per PWS:
1.1.3.6. Contractor shall use LOW VOC coating materials (to include Paints, Primers, Thinners, Sealants, & Adhesives-items must be annotated on the container and SDSs). For any painting or staining operations. Contractor shall apply protective organic coating by spraying method unless otherwise directed by TO 1-1-8 or by local requirements or limitations and shall spray only in areas approved by Fire, Safety, and Bioenvironmental Engineering. Also, maintaining a Paint Log is required per 30 TAC 106.4.
1.1.3.11. Contractor shall use an organic coating consisting of primer first followed by a topcoat of paint and a gloss lacquer. Any portion of the SDAV without a primer coat shall get a metal etch prime for additional anti-corrosion protection. Contractor shall reference materials listed in T.O.
1-1-8 (Chapter 6) when primer is used on SDAV(s).
Q24: Is there a limited number of crew members allowed on site at one time?
A24: No. Each crew member must submit documents (i.e. Driver’s license) to be vetted by visitor control for base access. All passes for awarded vendor can be coordinated through the Museum Director.
