About this file

This Single Source Justification document details an urgent, one-time repair requirement for a Nitrogen Generator located in Building 210 at Joint Base San Antonio (JBSA) Lackland. The 502d Contracting Squadron intends to award a sole-source contract to South-Tek Systems LLC for $9,977.59 to repair the generator, which is critical for air conditioning leak detection. The justification emphasizes the urgency of the repair, noting that without a functioning generator, the base would be unable to properly check for refrigerant leaks and could incur potential EPA fines. South-Tek was selected due to its proprietary knowledge and the existing mechanical infrastructure's specific design integration with their brand components, making alternative vendors unsuitable for the repair.

The document highlights that while competition is typically the primary goal, the urgent nature of this requirement and the specialized expertise required preclude a competitive procurement process. The contracting officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The contract is classified as a simplified acquisition for a small business (NAICS code 811310 - Commercial and Industrial Machinery and Equipment Repair and Maintenance), with the award date set for June 18, 2025, and the vendor located in Wilmington, NC.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 502 CONS/JBKAA 1655 Selfridge Ave Lackland AFB, TX 78236

Project/Program Name: Urgent Nitrogen Generator Repair at JBSA Lackland, Bldg. 210

Purchase Request / Local ID Number: F2M3CB5162A001

Estimated Contract Cost (including Options): $9,977.59

Section B: Description of the Supplies/Services Required

This is a one-time urgent requirement to repair the Nitrogen Generator located in Building 210 at Joint Base San Antonio(JBSA) Lackland (LAK). 502d Contracting Squadron (CONS) intends to award to South-Tek Systems LLC, herein referred to as South-Tek, located at 3700 Hwy 421 N, Wilmington, NC, 28401 (Cage Code: 43Z63). South-Tek is a Small Business under NAICS code 811310

- Commercial and Industrial Machinery and Equipment (except automotive and electronic) Repair and Maintenance.

Section C: Justification for Soliciting from a Single Source or Brand Name

The 502 Civil Engineering Squadron (502 CES) states it is pertinent to immediately award a contract for the repair of the Nitrogen Generator. This generator is the only one in the 502 CES and provides all the compressed nitrogen gas across the entire JBSA.

The gas is used to check for leaks when air conditioning repairs are made. Without the generator in working condition, air conditioning systems will be charged with refrigerants and leaks cannot be identified. Lost refrigerant of 50 pounds or more must be reported to the EPA. The EPA could potentially fine 502 CES for each reporting. Fines and lost refrigerants could inevitably cost the Government thousands of dollars, accumulating for as long as the Generator remains inoperable.

The existing mechanical system infrastructure surrounding the Generator has been designed and integrated with South-Tek's brand components. Non-South-Tek components may not meet the precise engineering specifications needed for proper orientation, which could lead to equipment failure. Furthermore, South-Tek possesses exclusive proprietary knowledge directly related to the design, functionality, and repair of the Nitrogen Generator.

Section D: Efforts to Obtain Competition

Efforts to obtain competition is the primary goal of the Government in the acquisition process; however, due to the urgent nature of this requirement and the needs of 502 CES to repair the sole Nitrogen Generator for JBSA, competing this requirement is not a viable option. Market Research has shown South-Tek as the only capable vendor with proprietary knowledge to ensure the necessary repairs are completed timely. The Government has concluded award to only one source capable of meeting and fulfilling the requirement. The Government intends to solicit, negotiate, and award to South-Tek Systems LLC (Cage Code:

43Z63).

Section E: Steps to Preclude Future Single Source or Brand Name Awards

502 CES and 502 CONS regularly maximizes competition in an effort to preclude any Single Source or Brand Name Awards.

Market Research is done in all acquisitions to ensure regulatory guidance and maximum competition. For this particular requirement and the urgent nature surrounding the situation, competition is not a viable solution without the possibility of accruing leaked refrigerants and costly fines. For future requirements, 502 CONS and 502 CES will conduct market research to maximize government capabilities of ensuring maximum competition.
