About this file

This document is a Single Source Justification for a simplified acquisition of a 4/4 Walter Nirschl Tuba for the USAF Band of the West. The key details are:

The Government requires a Walter Nirschl 4/4 Tuba with specific characteristics, including high-quality yellow brass construction, silver plating, and an ergonomic design tailored for military band requirements. The tuba must be available within 30 days of order receipt and come with a 5-year limited warranty. The justification explains that the Nirschl Tuba is the only brand that meets the unique sound quality, lightweight, ergonomic, and durability requirements of the USAF Band. While there are multiple vendors capable of providing the required product, this will be competed as a brand-name requirement. The contracting officer has determined that a single source is reasonably available.

Sound Quality: Walter Nirschl tubas are constructed using high-quality yellow brass consisting of 70% copper and 30% zinc to produce deep resonance and unparalleled volume/core of sound needed for military band tubas to project over a 45-piece wind ensemble.

Light Weight: Unlike factory-manufactured tubas, Nirschl tubas undergo meticulous handcrafting, resulting in thinner sidewalls and a lighter instrument without sacrificing durability, allowing performers to stand while

Ergonomic Design: Nirschl tubas feature an ergonomic design tailored for military band requirements. The 4/4 C tuba design allows for effortless valve slide adjustment with the left hand while playing, reducing the risk of chronic injuries like back and shoulder strains common in standing performances.

Optimized Performance: The valve configuration and bore sizes of 1/2/3 = 19 mm, 4 = 20 llllll, 5 = 21mm used in Nirschl tubas enhance performance efficiency, with four piston valves for faster movement in fast passages and a fifth rotary valve for the thumb to prevent sticking.

Durability and Reliability: Employing world-class welding techniques, Nirschl tubas are designed to withstand the rigors of transportation, minimizing wear and tear during cargo transit. This durability ensures a longer equipment life cycle, essential for military band's extensive travel and performance schedules.

Section D: Efforts to Obtain Competition

Customer market research concluded other professional tubas are unable to meet the same characteristics of the Walter Nirschl 4/4. Additional market research conducted concluded there are multiple vendors capable and willing to provide the required products. The requirement will be competed as a brand-name requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Due to the unique nature of the requirement, it is not anticipated the Government will make a similar purchase in the future.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1 (b)(l ), that the circumstances of this contract action deem only a single source is reasonably available.
