About this file

This document contains industry-generated questions and responses related to a Request for Quotation (RFQ) issued by the Department of the Air Force Air Education and Training Command for restoration and maintenance services on eight Static Display Aerospace Vehicles (SDAVs).

The key details are: Offerors are required to submit a completed copy of Attachment 3 (pricing) separately from the 10-page maximum technical submission. The contractor will not be allowed access to the interior of the SDAVs, and the vehicles cannot be moved off-site. The scope of work is defined in the Performance Work Statement and includes inspection, preparation, painting, cleaning, and unscheduled maintenance to restore the SDAVs to original or operational appearance, without requiring them to be airworthy. A mandatory site visit was held on August 7, 2024 at JBSA Lackland.

Industry Generated Questions:

Q: Confirm that the government would like offerors to submit a completed copy of Attachment 3 separately from 10-page maximum technical submission.

A: Correct. IAW RFQ paragraph 9 (e) “The pricing information will not be counted as a page for the technical factor” therefore the completed copy of Attachment 3 will not be counted in the 10-page maximum technical submission.

Q: Per PWS Section 1.1.1, “The interior and exterior of SDAVs shall be thoroughly inspected.” Confirm that the contractor will not be allowed in the interior, as described at the 07 August site visit.

A: No access to the interior is authorized per DAFI84-103 para. 8.3.3. Restore aerospace vehicles and equipment to original manufacturers or operational appearance for the period depicted. Repair all damages except in those instances when it may be critical to the historical character, integrity, or provenance of the artifact (e.g., battle damage). In these cases, personnel should not alter the damage. Systems need not be operational. Interior areas remain as received unless personnel restore the entire aerospace vehicle. The work need not conform to airworthy standards. Strip, clean, brighten, coat with a corrosion preventative and give a final finish coat to the airframe. Personnel may remanufacture damaged or missing components to less than original or airworthy standards.

Because we are not conducting a full restoration, the interior will remain off limits unless the vendor coordinates with the POC to access the interior as part of an unscheduled maintenance issue.

Q: Will my guys be able to work on the aircraft at their facility at all?

A: No.

Q: Does everything have to be in JBSA Lackland?

A: The PWS does not include movement of the SDAVs, and market research was not included in determining a cost for such movement. The SDAVs have their weight resting on specially designed stands.

Movement of the SDAVs could cause damage to the aircraft, the stands and/or the base. Any relocation of SDAVs off base would need approval from the NMUSAF and this would cause significant delays in the contract.
