9. CLIN 0001-0414 identifies large Quantities. Ex. CLIN. 0001 Qty. 11,400 are all these number correct or do they represent other?
Under the Performance Work Statement pg.12 Estimated Quantities & Location of Washers & Dryers shows 950 & 9 large capacity washers and 1185 dryers. However, when you look under Solicitation pgs 38-44 shows a different QTYs for delivery but doesn’t specify the amount of washers and dryers. Which documents should I use for my contractors to go by? Please clarify period of performance?
Government answer: Per the PWS Appendix 1 pg 15, it shows Estimated Totals as 950 Washer, 8 Large Capacity Washers and 1185 dryers.
The 1185 dryer types are broken down as follows under the dryer type column:
105 Electric 222 Gas 301 Electric 18 lb. stackable dryers (each machine has two drums = 602 drums) 43 Gas 18 lb. stackable dryers (each machine has two drums = 86 drums)
71 Gas 30 lb. stackable dryers (each machine has two drums = 142 drums) 28 Electric Combination Washer/Dryer Stackable
B = BASEMENT, E = ELECTRIC, G = GAS, LBS = POUNDS, LC = LARGE
CAPACITY (30LB MIN) Stackable dryers are reflected above as individual drums, rather than sets.
Therefore, the number of dryers by types are as follows:
CLIN 0002 = 105 Electric monthly CLIN 0003 = 222 Gas monthly CLIN 0006= 602 drums Electric 18 lb. stackable dryers monthly (301 sets) CLIN 0004 = 86 drums Gas 18 lb. stackable dryers monthly (43 sets) CLIN 0005 = 142 drums Gas 30 lb. stackable dryers monthly (71 sets) CLIN 0007 = 28 Electric Combination Washer/Dryer monthly Stackable
This totals 1185 dryers.
Per the solicitation pg 3 – 12, each clin has a description that states the number of washer/dryers per month which matches the estimated totals provided in the PWS. In addition, the description also informs you of which Contract line Item Number (CLIN) has estimated quantities. The qty for each clin is the number of washer/dryer per month times the number of months in the corresponding ordering period.
Per the solicitation pages 38-44, each CLIN has a period of performance attached it to which gives you the estimated start and end date for that CLIN.
Per the Solicitation page 93, This will be a Firm Fixed Price, Indefinite Delivery/Requirements contract with 5 ordering periods. Each ordering period will be for 12, with the exception that the first ordering period will have one month for phase in and 11 months of service for that 12 month period. The solicitation has been updated to reflect the total qty for 11 months instead of 12 for the first ordering period. All quantities are estimated as accurately as possible.

Section 5.1 goes on to state, The Offeror's proposal shall include a signed copy of the solicitation and signed copy of any issued amendments. Complete all contract clause fill-ins if applicable. In the event that any amendments (SF 30) to the solicitation are issued, a signed copy of each amendment should be placed before the solicitation in order starting with the most recent amendment issued. These are the only actions the contractor has to take in regards to SF 1449, the solicitation document.

20. PWS, page 5, section 1.2.16. Phase-Out and Phase-In. With the number of machines to be removed and installed during Phase-Out and Phase-In, a staging area is needed. Would the Government please identify an open area on base for offloading and staging of the new units to be installed, and also indicate whether the staging area is secured?
With the number of machines to be removed and installed during Phase-Out and Phase- In, the incoming contractor needs access to the staging area 2-3 business days before the start of the change out. This would allow the incoming contractor to get passes, to get a couple of trucks in and some machines ready for installation for day 1 of the installation schedule. Would the Government please indicate whether access to the staging area would be made available to the incoming contractor 2-3 business days prior to the start of the change-out of the machines?
Can access to the base be provided 2-day before installation day in order to mobilize operations.
PWS, page 9, section 4.1. Hours of Operation. Access to the staging area on weekends will be necessary so that the installation team can uncrate and prep new units for install for the following week. Would the Government please confirm that access to the staging area on weekends will be granted to the install team to prepare the machines for the next week’s installs?
Note as Semitrucks arrive with Machines our team will need to unload each truck within the 2-hour window of arriving. These machines will remain on sight (that staging area) until we phase into the buildings. Hopefully, this is a secured location.
Will we have weekend access to the base (staging area to prepare the machines for Mondays installations).
Government Answer: The phasing and staging area are in a regular area due to being in a dormitory location. The staging area is an unsecure parking lot on base. The staging area will be accessible 2-3 days prior to the start of the change-out. The staging areas will be accessible on the weekends. The approved phase in schedule is used when determining access to the staging area. However, there is no building access, only staging area.
Per the PWS 1.1.16, “contractor shall submit a phase-in installation schedule to the CO/respective COR for review and approval. The phase-in schedule shall be typewritten and shall identify, by facility number and date, the scheduled installation of machines.
The schedule shall be submitted five (5) business days before the start of the phase-in period. Delivery and installation of all new washers and dryers shall be performed in accordance with the approved phase-in schedule and shall be completed no later than forty-five (45) calendar days after start of phase-in.”
