JBSA Lackland, TX Carpet Removal and Concrete Staining Building 127 & 126, JBSA Chapman Annex

QUESTIONS & ANSWERS: Cutoff date for contractor questions is 10:00am CST, 10 August 2023.

Question 1: Based on my experience the current floor was sanded and did not get grinded. Do we follow procedures stated in the SOO section 2.2 to Grind down the flooring or Sanding which will match the finishing look of current floor?

Government Response: Prep the floor in the best method to match the current floor.

Question 2: Based on my experience the current floor was sanded and did not get grinded. Do we follow procedures or a process which will match the finishing look of current floor.

Government Response: Yes.

Question 3: What is the final sheen selected for the polyurethane topcoat? (Gloss, satin, or mat) Government Response: Satin

Question 4: Will 220V power be provided (to run grinders) or will generators be necessary?

Government Response: No

Question 5: Are cracks in the existing concrete expected to be filled after the glue is ground off?

(There will be cracks of various sizes).

Government Response: Yes

Question 6: Are VOC's a concern? Certain solvent-based polyurethanes are high in voc's. (If so, air scrubbers should be utilized by the awarded contractor)

Government Response: No

Question 7: Is a new transition strip to be installed where bedroom and living areas meet? (Stain colors will not match exactly, and grinding/profile marks will be difficult to blend into the existing floor. A new strip is recommended to help blend the two areas for aesthetic reasons).

Government Response: No transition strip to be installed. Blend into the existing floor as closely as possible.

Question 8: What product manufacturer is specified for the job (Epoxy Portion)?

Government Response: Install a topcoat of a Chemical Resistant, High Scratch Resistant, Polyurethane Century Shield coating. Stain coloring should be Goldwyn Cherry (Home Depot) or a color staining close in comparison.

Question 9: 2nd/3rd Floors outside Walls: Float is failing. How do we proceed?

Government Response: I do not know what you are asking.

Question 10: 1st Floor calcium build-up around AC Unit in each room. How do we proceed?

Government Response: Remove the calcium build up.

Question 11: In the RFP it states. “2.2 The Contract will grind and clean concrete surfaces to be sealed as per manufacturer's standards. Stain concrete surfaces as per manufacturer's standards and apply an epoxy/polyurethane coating as per manufacturer’s standards and reinstall new 4-inch vinyl cove base (Black).

3. Specifications and Applicable Characteristics of the flooring. Stain cleaned concrete surfaces with an acetone stain. Provide a prime coat and body coat of 100% solid Clear Epoxy. Install a topcoat of a Chemical Resistant, High Scratch Resistant, Polyurethane Century Shield coating. Stain coloring should be Goldwyn Cherry (Home Depot) or a color staining close in comparison.

Q: There is contradicting information between the two paragraphs above:

1. Does the Government want the floors stained with an acetone stain (Goldwyn Cherry or a color staining close in comparison) then a polyurethane top coat?

2. Or an epoxy system that includes a prime, body and top coat?

3. Is the Government open to alternatives to the Polyurethane Century Shield Top Coat as long as it is equivalent or superior?

4. Normally the epoxy systems are made by the same manufacturer and we would prefer to use someone other than Century Shield if requesting an epoxy system versus the stain and top coat.

Contractor Recommendation: Based on Site Visit, we recommend using an acetone stain and a clear polyurethane top coat.

Government Response: Use an acetone stain and a clear polyurethane top coat.

Question 12: Will Contractors have Elevator access for materials and equipment?

Government Response: Yes.

Question 13: Upon the Site Visit, the only carpeted areas are in the bedroom/living space. Is it the Governments intent to only stain the area in the bedroom/living space areas? If so, there will be inconsistencies between the bedroom/living space and the bathroom/closet/hallways. There is currently an acid stain with polyurethane sealer at the bathroom/closet/hallway areas. Trying to replicate the color and pattern is not feasible.

Government Response: Blend into the existing floor as closely as possible.

Question 14: At the Site Visit in one of the Rooms on the Second Floor where the carpet flooring was already removed, there was an exposed metal beam along the exterior wall in the concrete. Is it safe to assume that this beam is only exposed on one side of the building throughout the entire 2nd floor? Or will this be on all 3 floors on one side when the carpet is removed and the grinding commences?

Contractor Recommendation: We recommend using an angle grinder with a sanding disk attachment, clean and paint with metal paint that compliments the stain used. Trying to apply any sort of cementitious material is NOT going to bond to the metal beam and over time will crack and crumble.

Government Response: We concur with the recommendation to using an angle grinder with a sanding disk attachment, clean and paint with metal paint that compliments the stain used when exposed metal beam are found.

Question 15: In SOW 3.1.7 states Contractor shall dispose of all materials and waste produced on a daily basis, off base in compliance with applicable local, state, and federal laws and regulations for waste disposal. Will removing all waste daily into a dumpster located in the staging area for each building be sufficient disposal until the dumpster is ready for removal.

Government Response: Yes

Question 16: In SOW 3.1.10 Work shall be phased; In Phase 3 it states “first floor, North Wing and staff offices.” We did not walk/discuss any staff offices at site visit and there aren’t any shown in green on the floorplans. Can the Government please specify which staff offices are to be completed and the layout of those office?

Government Response: Only rooms in green on the of Attachment 1 of the PWS are to be stained.

Question 17: There were not any Davis Bacon Wage Rates attached with the RFP, will the project require any Certified Payroll Reports.

Government Response: No, this requirement was not solicited as a construction project, therefore no Certified Payroll reports are required. Additionally, this is a RFQ, not a RFP. There will be no proposals accepted. Only quotes.
