QUESTIONS & ANSWERS: Cutoff date for contractor questions is 1:00PM CST, 25 May 2023.
Question 1: How old is the facility?
Government Response: Facility was installed (prefab) May 2022.
Question 2: How much square footage is in the facility?
Government Response: Question not applicable to this requirement.
Question 3: How stable is the power?
Government Response: The power is stable 115 to 120.
Question 4: Is there a dropped ceiling in all areas of installation?
Government Response: Question not applicable to this requirement.
Question 5: What type of walls are in the perimeter areas?
Government Response: 3/32” steel panel sandwiched over a foam core.
Question 6: Do we need to drill between the walls, to run our cable infrastructure?
Government Response: No. A single hole from the outside to the inside will suffice.
Question 7: Does the existing CCTV system contain any products that are made in China, or otherwise NDAA compliant?
Government Response: No.
Question 8: CCTV - Is the existing Command Control (SOC) well ventilated?
Government Response: Question not applicable to this requirement.
Question 9: CCTV - Are you planning to use the existing Command Control (SOC) for the new CCTV System?

Question 10: CCTV - Is there a plan new for a new command control system? If yes, how far apart will the new Command Control be from the old command control system?

Question 16: CCTV - Is there an existing connection to existing conduit to the poles?
Government Response: No.
Question 17: CCTV - Are they going to be standalone cameras, as in not connected to the facility’s network?
Question 18: CCTV - How much storage is needed for the CCTV Video recording?
Question 19: CCTV - What sort of soil (grass, concrete, etc.) do we have to trench on?
Government Response: Wild grass (not cultivated) and gravel walkway over soil.
Question 20: IT Security, Network and Cyber Security: Is the system installed in a secure network provided by the government?
Question 21: IT Security, Network and Cyber Security: How often does the contractor shall participate in Continuous Monitoring Strategy and methods or shall provide a Continuous Monitoring capability that the determines acceptable?

FISMA recommended images for the OS, etc.) of the servers will be done by the contractors? Or will it be handled by IT staff?

Question 23: IT Security, Network and Cyber Security: Will the contractor have to provide an IT Security Plan for the proposed IT systems?

Question 24: IT Security, Network and Cyber Security: Does the entire system need to be compliant to FISMA?
Question 25: IT Security, Network and Cyber Security: Is it the responsibility of the security integrator to address the cyber risk of these systems? If yes, are we to provide cyber security to the systems we are proposing?

Question 26: IT Security, Network and Cyber Security: Does the proposed system need to demonstrate a cyber security vulnerabilities test?

In its simplest form we are asking for some trenching, set two concrete bases for two (GFE) poles, run some fiber, and install an electrical hookup for our GFE. Connections to our actual network once that work is completed will be performed by 737TRG network personnel - not the contractor.
Question 27: The SOW identifies in section 3.1.1, 3.1.3, and 3.1.5 that 2’ trenches are to be excavated for installation of 2” PVC schedule 80 conduit. Please advise, is directional boring an acceptable alternative to trenching for installation of the 2” PVC schedule 80 conduit.
Government Response: Unfortunately, we believe boring is not an available option because of the requirement for the application of "...3 inch-wide 'detectable' marking tape indicating buried fiber lines... no less than 12 inches above all runs of below-ground horizontal conduit". (See sections 3.1.1 para 5 and 3.1.3 para 3, and 3.1.5 para 1) So if the conduit is at 24 inches below grade, then the marking tape is above it at the 12 inch mark.
