PERFORMANCE WORK STATEMENT (PWS)
Anechoic Chamber Door Maintenance 318th Range Squadron, Building 2058
Joint Base San Antonio (JBSA) Lackland, TX
PART 1 - GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide anechoic chamber door repair and maintenance. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform anechoic chamber door repair and maintenance as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The 67 Cyber Wing (67 CW), 318th Range Squadron (318 RANS) is the Air Force's only cyber range squadron. As such, the 318 RANS plans, executes, and contributes as a participating organization in a full array of operational requirements of various cyber weapons and systems including but not limited to operational assessments (OA), early operational assessments (EOA), operational utility evaluations (OUE), initial operational test and evaluations (IOT&E), tactics development and evaluation (TD&E), force development evaluations (FDE) and participates in combined operational and developmental testing and training events. As part of the cyber mission, the 318 RANS participates in various activities of interest to the cyber OT&E and training communities and provides technical expertise, to the Office of the Secretary of Defense, Director of Operational Test and Evaluation (OSD/DOT&E). The 318 RANS provides direct support to the 16th Air Force (16 AF) in support of real time ops and innovation. To support the cyber operations mission, the 318 RANS maintains instrumented cyber ranges capable of simulating operational networks.
1.2.1 The 318 RANS has a requirement to repair and maintain six electro pneumatically operated and sealed doors build into its two anechoic chambers located on the first floor, Anechoic Wing, Building 2058 on JBSA Lackland, San Antonio, TX. The chambers are constructed of 16 gauge steel continuously seam welded. Each chamber has three rooms that are radio-frequency isolated from each other using electro-pneumatically sealed doors for entry/exit. The main chamber door is approximately 6 feet x 7 feet and the doors associated with the instrument room and the driver rooms are approximately 3 feet by 7 feet. The doors are a Hamilton/Huntley type with electro pneumatic control used to open and close the doors and to seal the doors. The doors provide a radio-frequency tight shield by the air expansion of a rubber bladder that is within the two door plates. The outside dimensions of each chamber are approx. 36 by 47.5 feet.
The main chamber is 36 x 36 feet, the instrumentation room is 22 by 11.5 feet and the driver room is 14 by 11.5 feet. Complete physical access is available around four of the six outside chamber walls. The chamber doors have access plates which can be unbolted for control system service and for removal of each door. Limited physical access is available above the ceiling.
There is no physical access below the floor of the chambers.
1.3 Objectives: The objective of this requirement is to provide services for the repair and maintenance of six anechoic chamber doors.

1.4 Scope: The contractor shall repair and provide maintenance for the anechoic chamber doors. The contractor shall accomplish the service of all six doors providing all tools, equipment, parts and labor to fully restore the automated assist open, close, and sealing functionality. The contractor shall provide two inspection and maintenance services each year to insure all six doors are fully functional to open, close, and seal using the electro-magnetic control system. Individual tasks are listed in section 4.1.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

1.6 General Information
1.6.1 Federal Holidays: The contractor is not required to perform services on recognized federal holidays. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

1.6.2 Hours of Operation: The contractor is responsible for conducting business, between the hours of 7:30 AM to 4:30 PM Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons.
The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.3 Place of Performance: The work to be performed under this contract will be performed at Building 2058, Anechoic Chamber Wing, 250 Hall Blvd. San Antonio, TX 78243.
1.6.4 Type of Contract: The government will award a firm fixed price.
1.6.5 Security Requirements: Contractor personnel performing work under this contract must have personnel willing to work under escort within a secure government facility at time of the proposal submission, and must have U.S. citizenship to enter the JBSA installation.
1.6.6 Physical Security: The contractor shall be responsible for safeguarding its own tools and equipment. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.7 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.8 Key Personnel: Government key personnel will be identified upon contract award. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 7:30 a.m. to 4:30p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.
1.6.9 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and wear escort badges in the performance of this service.
1.6.10 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 2 - GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
2. GOVERNMENT FURNISHED ITEMS AND SERVICES:
2.1 Services: N/A
2.2 Facilities: Bldg. 2058, Anechoic Chambers
2.3 Utilities: The Government will provide restrooms and use of a wireline telephone (when requested).
The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities.
2.4 Equipment: N/A
2.5 Materials: N/A
2.6 Emergency Medical Services. The Government will provide emergency medical services with the following caveat; the contractor shall reimburse the cost of such services.

PART 3 - CONTRACTOR FURNISHED ITEMS AND SERVICES
3. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
3.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 2 of this PWS.
3.2 Secret Facility Clearance: Contractor shall perform tasks in a Top Secret/SCI facility. The
Contractor will not require a clearance, but the Contractor will be escorted during the performance of tasks.
3.3 Materials: The Contractor shall provide, materials, supplies, and equipment necessary to meet the requirements under this PWS.

PART 4 - SPECIFIC TASKS
4. Specific Tasks
4.1 The contractor shall provide services for anechoic chamber door repair and maintenance as follows:
4.1.1 Initially service all six doors providing all tools & equipment, parts and labor to fully restore the automated assist open, close, and sealing functionality, as built.
4.1.2 Provide two inspection and maintenance services each year to insure all six doors are fully functional to open, close, and seal using the electro-magnetic control system.
4.1.3 Provide a report in the Contractor’s format on the condition of the six doors after semi-annual inspections.
4.1.4 Provide a 5-year renewable contract option to provide inspection and maintenance services of all six doors to allow for yearly inspections.
4.1.5 Provide a maximum two month on site response to service a broken door and restore it to full functionality.
4.2 Authorized Technical Direction. - The contractor shall immediately notify the CO of all technical direction received from unauthorized Government personnel. The CO is the only authorized individual to direct any changes to the terms and conditions of the contract. Any changes to the terms and conditions of the contract will be directed in writing by the CO.
4.3 Safety. The contractor shall comply with the 67 CW safety program and directives and shall ensure conformance with standards developed under United States Public Law 91-596, the Occupational Safety and Health Act (OSHA) of 1970, and State Occupational Safety and Health (OSH) Standards, and American National Standards Institute (ANSI), and National Fire Protection Association (NFPA) standards. If a conflict occurs, the contractor shall apply the more stringent standards. The contractor shall ensure that the Safety Office is notified of all mishaps by the end of the same duty day. The contractor shall implement a safety program that ensures protection of Government personnel and property. The program will address as a minimum, the Safety Program Elements listed in paragraph 5.5.3, and shall be used during performance of the work described in the PWS.
4.3.1 Facilities Safety - The Government has the authority to conduct facility safety inspections in
Government facilities occupied by the contractor.
4.3.2 Mishap Investigation - The Government retains authority to conduct mishap investigations in Government facilities managed by contractors or to participate in the contractor’s investigation of contractor mishaps. The contractor shall cooperate with mishap investigations. The 67 CW Safety Office will govern the investigation and reporting of mishaps involving damage to Government property.
4.3.3 Safety Program Elements: The Contractor’s Safety Program shall clearly define procedures, personnel qualifications, facilities and required equipment necessary to fulfill the following elements and shall comply with the following instructions and or standards, or their replacements.

PART 6 - APPLICABLE PUBLICATIONS
5. APPLICABLE PUBLICATIONS (CURRENT EDITIONS)
5.1 The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures. The Contractor shall comply with DoD facilities criteria, state building codes, Occupational Safety and Health Administration, Federal and environmental regulations.

ATTACHMENT 1 - PERFORMANCE REQUIREMENTS SUMMARY
