14 July 2022 CO: Lauren Macias CA: TSgt Jerremy Smith JBSA Latrines Site Visit Q & A
1. Why aren’t there hand washing stations?
A: Because the frequency of refilling the water is too much of a burden to have someone come refill them every day.
2. Does hand sanitizer have to be alcohol free?
A: Yes, per bio-environmental office
3. Will the bases be willing to have a staging area to increase emergency response time?
A: Due to liability concerns, this is not an option
4. Is there any way to satisfy the service schedule if we can break it up over the 5-day work week?
A: Some of the latrines are scheduled three times a week and some are two times a week. If they are three times a week those days would be Mon-Wed-Fri. If they are twice a week it would be highly suggested to ensure it’s not a problem with the usage of the latrines.
5. Have you ever called for service at night?
A: Emergency calls may be made in the evening, otherwise, they will be during the day
6. In the event that a toilet is damaged or destroyed, how does that play out in terms of liability?
A: If it’s damaged by a government employee then we will be liable to replace the unit, but if it’s damaged from external elements (i.e. Acts of God to include fire, tornado, storms, etc…) then we will not be liable for the unit.
7. In Section 1.1 of the PWS you state, "All portable chemical latrines shall be beige or tan." We have portables that are gray and blue. Are other color schemes acceptable, of are tan and beige the only colors that would be accepted?
A: The reason the color is tan and beige is so that they fit with JBSA color scheme so that they do not stand out. This decision was made by the directors.
8. Later in Section 1.1 of the PWS you state, "Handicap units shall be American with Disabilities Act (ADA) compliant to include wheelchair access and equipped with grab bars." We have standard wheelchair accessible units with grab bars that allow the wheelchair to enter. However, these do not allow the full 360-degree rotation of the wheelchair. Is this type of units acceptable?
A: We would have to have the ADA handicap units that have the 360-degree rotation for wheelchairs as some people are not used to wheelchairs and require this requirement.
9. In the PWS section 1.2.1 you have a specification for dual basin handwash stations. However, I do not see any quantities listed in the exhibits or the pricing schedule. Do you have an estimated quantity for the hand wash stations?
A: Under CLIN # 0039 it covers the Hand Wash stations for LAK/RAN/CL/SA/FSH/CB. We try not to use to many of these due to the fact that it is hard to keep them filled.
10. Contractor would also like an explanation of lines 13-21in the electronic pricing schedule. I referred them to the PWS line 1.4.3 but I thought I'd pass the question along anyway.
A: Clin 0002 Extra Maintenance or Replacement -- We would use this for extra cleanings (when toilets need more than once a week cleaning) Clin 0003 Emergency Maintenance or Replacement --This would be used when the latrine would have to be cleaned out immediately.
Clin 0004 Relocation of Units -- Sometimes we may have to relocate a latrine to a different location.
Clin 0005 Routine 2-day response - Portable toilet -- This would be used for on-calls (training, known water outages, change of commands, etc) Clin 0006 Routine 2-day response - Handicap Unit - Daily -- This would be used for on-calls (training, known water outages, change of commands, etc) Clin 0007 Routine 2-day response - Hand-Sanitizer Dispenser -- This would be used for on-calls (training, known water outages, change of commands, etc Clin 0008 Emergency 2-hour response - Portable toilet -- This would be used for emergency facility situations where they need a latrine ASAP (within 2 hours) on call Clin 0009 Emergency 2-hour response - Handicap Unit -- This would be used for emergency facility situations where they need a latrine ASAP (within 2 hours) on call Clin 0010 Emergency 2-hour response - Hand-Sanitizer Dispenser-- This would be used for emergency facility situations where they need a latrine ASAP (within 2 hours) on call
11. On Row 10 for the routine are those all 2W Services?
A: No, it depends on if they are permanent units or on-call rentals etc.
12. Trash not sewage waste found in the units at time of cleaning. What is the contractor to do with it?
A: Contractor shall remove all cleaning materials and trash (i.e., unusable tissue) both inside and outside of unit after servicing. Being that is Gov’t generated garbage you will be able to throw it away in any FEL (dumpster) you see. As long as it is just trash left behind from the Gov’t.
13. Is there a location designated for the field trash not associated with portable latrine services that will be collected on route to be disposed?

14. Will there be a location on base to have as a phase in site?
A: Camp Bullis – TA 10 area, Amphitheater area – FSH, Canyon Lake – Jacobs Creek area by restroom 10, Lackland AFB – staging area by Growden gate, Chapman Annex -
15. 1.4.4.1.1 Routine Replacement – What action or discrepancies would deem necessary for a routine replacement and how many of these occur?
A: If the latrine is deemed unsafe or unusable. Not often.
16. With the current economy facing increased prices for fuel, finished product needed for program execution and labor costs, the contractors are asking to forecast the future in submitting a proposal that is FFP over a five-year period. This could drive the contractor's proposal pricing very high, or if kept low, could result in serious financial problems and possible default for the awarded contractor. Will the government allow the awarded contractor the ability to do an annual economic price adjustment to the proposed rates?
A: An economic price adjustment will not be allowed. The following requirement will be a firm fixed price contract.
17. Para 4.4.1 requires the contractor employees to obtain and display identification badges. Is the contractor required to obtain Common Access Cards (CAC) and therefore conduct a NAC-LC via the JBSA Security Office, or are the credentials to be locally issued by the JBSA Security office?
A: A CAC card is not required. However, all Contractor personnel working on JBSA will submit their information to obtain a base pass. The security office will run a background check and access to the base will either be approved or denied. The identification badges mentioned in Para 4.4.1 should be company badges- T-shirts, caps, some kind of logo stating who they work for.
18. Evaluation of Technical Factor #1 - Transition Plan requires the contractor to demonstrate a plan for seamless transition from the incumbent to the new contractor. Does the government have a required time within which the transition must be completed?
A: The latrines need to be in place as soon as the contract take effect to ensure no training is loss due to lack of portable latrines.
19. On page 141 of solicitation. C. Technical Factor #3 – To obtain local certifications and permits have associated fees. Are just asking for us to register for the bid submittal?
A: The offeror shall provide copies and/or proof of current certifications, permits, and licenses from San Antonio Water System Liquid Waste Hauler permit and Texas Commission on Environmental Quality Sludge Transporter Registration. These will need to be provided with proposal.
