Question Government Response In order for the window assembly to be installed horizontally the cubicles and suspended ceiling

(to a point) needs to be removed. Is the government responsible for removing them or the contractor?

The Government will remove the cubicles and ceiling tile/grid.

Is the government going to test the window sill paint for lead? If not, should the contractor assume that the paint does or does not contain lead?

The window sill has been tested for lead paint and has been determined to be negative.

Please confirm the number of windows that need to be replaced

Total of 28 windows need to be replaced:

12 windows on the front side (roundabout side) of building; 16 windows on the side of the building.

Please confirm the number of frames that need to be replaced.

Two (2) full window frames. One window frame contains 12 windows and the other window frame contains 16 windows.

Is there a staging area that the contractor can use? The parking lot behind the building will be coned off and used for staging.

Are there two (2) openings that should be replaced?

Two (2) openings of windows. Set of 12 and set of 16.

Is the first opening a set of twelve (12)? Yes

Is the second opening a set of sixteen (16)? Yes

Will the windows be single hung only on the bottom?

Yes, bottom row of window shall be single hung.

Total of 8.

Will the window assemblies be moved towards the inside to provide weather tight? This may require alterations to the walls and ceiling?

The replacement windows shall be placed in the same location as the windows being replaced. The entire window assembly shall be fully weather tight.

Is the Vendor replacing blinds? Yes, for each window.

Is the Vendor replacing sills? If vendor damages sill, then yes.

Is the Vendor replacing all window frames? The window frames identified at the site visit will need to be replaced.

Will the Vendor or the Facility provide the dumpster?

Vendor is required to provide their own dumpsters.

Will the windows have clear glass low E-argon? Yes

Will the windows be tempered glass? Yes

The current estimated lead time for aluminum windows is 12-16 weeks, will it be possible to extend the period of performance?

The period of performance will be adjusted at the discretion of the Government; however, the

Government will consider lead times as deemed necessary.

Please confirm the building will be occupied during construction.

As of right now the building is not occupied. It will be occupied in the future. If there is personnel at the time project is to start. The PM will work with the Facility Manager to move the personnel away from windows. All contractors shall maintain professionalism at all times.

Please confirm the government will move any personnel, and furnishings, and remove the drop ceiling from our workspace prior to work commencing. If there are any restrictions for this, please advise.

The Government will clear the workspace prior to work start.

Please confirm any unfinished openings will be covered with plywood at the end of each working day.

Yes, all window openings left undone by the end of the day need to be covered and secured with plywood.

Is there a basis for design or specification for the windows? If not, please provide a list of requirements such as hurricane resistance or tinting.

Windows need to be double pane, Low-e, tempered glass.

Please identify any structural requirements for this work.

Windows/window frames shall fit existing openings, and shall secure firmly with no movements. Finished product shall maintain structural integrity against outside elements.

Please confirm it is acceptable to perform the installation activities from inside the building.

Yes. Work shall be coordinated with the

Government PM so access can be coordinated with the facility manager accordingly. All work shall be done safely.

Please confirm patching and painting of the disturbed areas from installation of the windows only, will be required. If not, please provide requirements

Yes. Any paint chipping or holes in the walls will need to be fixed by contractor. The exterior of the building is HISTORIC.

The contractor shall use the upmost caution to avoid damage to the building during performance.

Any damage to exterior building shall be immediately reported. The contractor will be held liable for any damages.

Please provide any requirements for exterior caulking of the windows.

All exterior edges and windows shall be caulked with exterior non cracking weather resistant caulking. Color shall match close to the aluminum frame or exterior of the building.

Caulking shall prevent any moisture from entering the building.

Will any PE stamped drawings be required for this work? If yes, please provide requirements.

No.

Please confirm a section of the back parking lot may be used for laydown and staging of materials.

A portion of the back parking lot will be used for staging. Area will be coned off before project is to start.

Please confirm no testing will be required for this work. If yes, provide requirements.

No testing will be required by contractor prior to work.

Please confirm what type of screens will be required for the windows.

Standard fixed window screen shades. Each screen shade shall fit each window.

Please identify any phasing requirements for this work. Will the client only allow a certain number of windows be worked on at any given time?

This is at the discretion of the contractor.

Please identify any known or anticipated hazardous materials such as lead paint or asbestos caulking.

Area is negative for lead paint. Asbestos samples have gone out for testing and will have results by the time contract is awarded.

IS this project tax exempt? If yes, please provide exemption certificate.

Per FAR 29.302(a) purchases and leases made by the Federal Government are generally immune from state and local taxation. FAR 29.305(a) identifies items that may be serve as evidence of exemption, which include copies of the contract and purchase orders. If these are not sufficient, additional documentation may be provided at the discretion of the Government following award.

Please identify all security, badging, and/or personnel requirements for access to the site.

All personnel to work on base shall be vetted by the JBSA Security Police. Upon award, the awardee will be required to submit base access information to the Government. At a minimum, personnel shall provide information verifiable by a federal/state issued ID (DL number, SSN, DOB, etc.); vehicles entering the base will need to have a valid registration and insurance.

Please identify any warranty requirements for the windows.

Please review FAR 52.246-21 within the solicitation in regards to the warranty information.

To accommodate submittals, approval, lead time for materials, and installation the completion period of this project is anticipated to be 180 calendar days, not including any phasing requirements. Please confirm this is acceptable.

The period of performance will be adjusted at the discretion of the Government; however, the

Government will consider lead times as deemed necessary.

There shouldn’t be any phase work. Work should be start to finish turnkey.

Is there an anticipated start date for this work? The intent is to issue a notice to proceed within two weeks following the award.

Please confirm if the site visit for this project was mandatory.

The site visit was not mandatory.

Will a Bid Bond be required? Please see 52.228-13 Alternative Payment
