RESPONSES TO QUESTIONS

RFQ# FA301620R0064

Amendment #2

1. QUESTIONS:

Do you have the current/previous contractor's name, price information, and length of contract that you could provide us? Also, we noticed that the contractor is responsible for providing consumables such as toilet paper, soap, etc. Do you have an approximation of how much is used each month? Or how many personnel work in the buildings? Or even a receipt of costs for consumables each month? Any of these measurements will help us approximate the cost for the supplies needed each month.

GOVERNMENT RESPONSE:

FA304715D0027, ROWE CONTRACTING SERVICE, INC., Total Contract (including options): $1.9M, PoP: 01 Oct 2015 thru 30 Sep 2020. We do not have receipts for consumables.

2. VENDOR QUESTIONS:

Must each offeror submit proof of a current top secret facility clearance with its offer? If so, please direct offerors of where/how to obtain. It has been our experience that Top

Secret Facility Clearances were not vetted or issued until pending award to eliminate issuing clearances to all potential bidders when only one awardee would need the clearance.

In order to meet Technical Factor #3, proof of current top secret must be provided.

Please contact the Defense Security Service (DSS) office for assistance.

3. VENDOR QUESTIONS:

Has the scope changed? Who handles the trash and recycle? What was the current contract set aside? CPARS CAN BE USED FOR PAST PERFORMANCE? Can we use a 30-60 day old PPQ from another Government Solicitation?

The building 300 series are new to this contract.

Trash pickup its part of this requirement, please refer to the PWS, Table of Contents.

Recycle it’s not part of this requirement. Please see appendix for approximate square footage of restrooms and Carpet. The current contract it’s set-aside for small business.

Please read evaluation factors listed on page 102 of this solicitation, along with all its attachments for required information to meet this project.

4. VENDOR QUESTIONS:

A. How many days a week will services need to be rendered?

B. Will the cleaning be able to be done after hours or are you looking for established cleaners rotating during business hours?

C. Will there be a requirement to utilize chemicals based on a preferred list similar to that required by the state?

A. Refer to Page 12, paragraph 4.1.2 of the PWS.

5. VENDOR QUESTIONS:

A. Should we have Top Secret clearance prior to submitting a bid?

6. VENDOR QUESTIONS:

A. What is the current contract value?

B. Would the AF have available the consumables report?

C. Are all 3 shifts required?

D. Or however many shifts to complete the scope?

E. Are there working hour requirements per day?

F. Is the current contract 5XWeek or 6XWeek?

G. Is there a pre-bid conference?

H. Site walkthrough?

I. Can you please provide a site map?

J. Is there any equipment that will be provided by the AF?

K. What are the disinfection expectations following COVID19?

L. What type of tile (VCT/Ceramic, Luxury Vinyl)?

A. Total Contract (including options): $1.9M

B. We do not have consumable reports

C. Only when carpet deep cleaning/waxing of floors is required.

D. Refer to Page 12, paragraph 4.1.2 of the PWS.

G. There is no pre-bid conference scheduled.

H. Site Visit was scheduled on 23 June 2020 at 9:30 am.

J. Equipment will be provided by the contractor.

K. COVID19 expectations are not part of this requirement.

7. VENDOR QUESTIONS:

A. Please provide the amount of personnel per bldg to determine the toiletry supply cost.

B. Are all facilities listed on the proposal required for custodians to attain the TSSCI clearance?

C. Is this a LPTA contract?

D. In regards to the RR fixture count, what items are considered as the RR fixture count for all the facilities listed on the RFP?

A. We do not have this information.

B. Yes, all facilities under this contract require TSSCI clearance.

C. Award will be made to the technically acceptable Offeror with the lowest evaluated price who is deemed responsible in accordance with FAR 9.104 and whose proposal conforms to the solicitation requirements. Refer to page 102, Evaluation

Factors for Award.

D The sinks with all fixtures and water fountains.

8. VENDOR QUESTIONS:

A. Does the current contractor use vehicles on base?

B. Please verify Janitor Wage Determination is $11.95/hr and Health and Welfare is

$4.54/hour.

A. Contractor does use vehicles on base.

B. WD has been revised, see attachment to obtain this information.

9. VENDOR QUESTIONS:

A. How many total restrooms are included on this proposal?

B. How many total offices are included on this proposal?

10 VENDOR QUESTIONS:

A. The Solicitation requires: "Samples of all inspection forms, records, reports, and any other internal quality control methods tailored to the specific building(s) being cleaned and serviced under this PWS,” for the QCP (pages 99,104).

However, pages 18 and 24 of the PWS states under APPENDIX C – Floor plan and Maps will be provided to the Contractor upon award. Since offerors will not have access to the floor plans, it will not be possible to tailor to specific buildings.

The only offeror that would have access to the floor plans would be the incumbent. May Contractors provide an example of an inspection form that could be used for this section?

B. If the custodial personnel are required to work beyond the Base Hours of

Operations to support the Government Mission Requirements, will the contract be modified to reimburse the Contractor for overtime costs?

GOVERNMENT RESPONSE:

A. Please provide a form/template that the contractor would use internally to conduct their inspections and provide internal quality control. Samples of what the contractor would use for a requirement like this.

B. The custodial personnel are required to work to meet all the items IAW with the

PWS. Contract will not be modified to reimburse for overtime cost.
