Special Notes and Instructions: Only offers submitted by Women Owned Small Business concerns (WOSB) will be accepted IAW FAR 19.1503(c) documentation must be provided prior to award. Offerors are cautioned that clauses and provisions within this solicitation may include blocks that must be submitted with the offer.
Offerors are required to fill out the applicable provisions and will need to provide a copy of the completed provisions 52.212-3, 52.204-24, 52.209-11, 52.209-7, or 52.223-22 as they require the certification on various topics.
Site Visit: The Government has cancelled the site visit due to the Coronavirus situation to ensure we do all we can to protect contractors and Government personnel. The following videos will help explain EMEDS training and what is involved with this requirement.

Addendum to FAR 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2018) is incorporated.
The following paragraphs of this provision have been tailored.
52.212-1(c) Period for acceptance of offerors. The offeror agrees to hold the prices in its offeror firm for 60 calendar days from the date specified for receipt of offerors.
The following paragraphs of this provision are not applicable.

Evaluation -- Commercial Items: The provision at FAR 52.212-2, Evaluation - Commercial Items, is not used in this solicitation. Pursuant to FAR 12.602, contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor submissions will be evaluated as outlined below.
1. The government will award a single Indefinite Delivery Indefinite Quantity contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, represents the best value to the

government, price and other factors considered.
2. The government is not assigning a relative importance to each evaluation factor and intends to conduct a comparative evaluation of offers in accordance with FAR 13.106-2(b)(3). All timely offers received will be evaluated. Award decision will be based on an overall subjective evaluation of the offers. The offeror that provides the best Management and Quality Control Plan, has past performance that shows them to be dependable, has pricing found to be fair and reasonable, and who is found responsible will be awarded the contract.
3. Questions. Initial questions prior to the site visit must be received electronically via email to the contracting specialist (Emily Deck) and the contracting officer (Carmen Aguirre) no later than 12:00 PM CST 13 March 2020. Final questions before proposal submission must be received electronically via email to the contracting specialist (Emily Deck) and the contracting officer (Carmen Aguirre) no later than 12:00 PM CST 30 March 2020. Questions submitted after the question due date may not be accepted. In the event issues pertaining to this solicitation package cannot be resolved to the satisfaction of the contracting officer, the contracting officer reserves the right to withdraw or cancel the proposed requirement at no additional cost to the Government.
4. The following factors will be used to evaluate offerors.
A. Price. Offerors shall complete the Schedule of Supplies/Services contained in this solicitation. All prices in the Schedule of Supplies/Services shall be rounded to two decimal places and all extended amounts must equal the unit price multiplied by the unit quantity. To be awarded a contract, the total evaluated price must be found to be fair and reasonable. Adequate competition is anticipated; however, offerors must do their pricing homework to ensure they will able to recruit and retain personnel to fill all positions for the life of the contract and the order(s) placed against it.
B. Management and Quality Control Plan. The government realizes this requirement may be difficult to completely fill and keep filled because of the location and nature of the requirement; however, this requirement is important to the medical training mission. Each offeror shall provide a detailed management plan that fully explains their understanding of this requirement and the actions they will take to fill all positions and keep them filled for the life of the contract. The management plan shall address all licensing and/or certification and/or qualifications as applicable to the positions listed in the PWS and shall explain their recruitment and retention solution. The quality control part of the plan shall address continuous process improvement; procedures for scheduling, conducting and documenting inspections; discrepancy identification and correction; procedures for trend analysis; procedures for collecting and addressing customer feedback/complaints; an internal inspection program covering all the services listed on the Service Summary, and shall specify the areas to be inspected on either a scheduled or unscheduled basis and how often the inspections will be accomplished.
C. Past Performance. Past Performance information shall be submitted using Attachment 2, Past Performance Reference List, for present and/or past Government and/or industry customers for no more than three most recent and relevant contracts performed within the last three years from the date of solicitation issuance.
Relevant performance includes present/past performance efforts that demonstrate a record of providing services similar in scope and magnitude to those required by the PWS (Attachment 1). The Government may obtain past performance information by contacting references submitted by the offeror and past performance information contained in Federal Awardee Performance and Integrity Information System (FAPIIS), Contract Performance Assessment Reporting System (CPARS), and any other means necessary. The Government will consider past performance dependable if the CPARS past ratings do not show any negative trends. The Government will also seek input from provided references and may seek feedback on past contracts from the awarding contracting officers.
Disclaimer: This is not the typical staffing contract, as such our main intent is to ensure that the awardee is responsive and is able to keep the contract staffed.
5. Once all offers are evaluated on the above factors, the government evaluators will determine which offer represents the best value to the government in fulfilling this need.
6. Interchanges. The government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the government. Interchanges are fluid interaction(s) between the contracting officer and the vendor that may address any aspect of the offer and may/may not be documented in real time. Interchanges may be conducted with one, some, or all, as the government is not required to conduct interchanges with any and/or all contractors responding to the solicitation.
7. A vendor must be determined to be responsible by the contracting officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1., "Responsible Prospective Contractors." Part of the determination address financial capability. Please provide the names, addresses, and points of contact for all financial institution organizations utilized to determine if the vendor has adequate financial resources to perform the contact or the ability to obtain them to include written authority to contact the provided financial institution.
8. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
9. FAR Clause 52.217-8, Option to Extend services, with the potential to extend the contract an additional six
(6) months beyond the awarded contract performance period. In the event the Government requires continued performance, the Government's evaluation of the prices proposed will be considered fair and reasonable as applied to an extension of services. Should an extension of services be required, rates will be adjusted only as result of revisions to the applicable prevailing Department of Labor wage rates.
