Presolicitation Notice: Non-Complex Construction (NC2) Indefinite Delivery Indefinite Quantity (IDIQ)
Presolicitation Notice: FA301620R0015
This notice is posted in accordance with FAR 5.2 and 36.213-2.
This RESTRICTED ACQUISITION is set aside – This acquisition is a Total Small Business set aside. The
Government intends to reserve one active contract award for a certified WOSB registered in the WOSB Repository
IAW FAR 19.1503(b)(3) and one active contract award for a SDVOSB.
The NAICS code is 236220 and the Size Standard is $36.5M.
In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov.

This requirement is for a Non-Complex Construction (NC2) Multiple Award Indefinite Delivery, Indefinite Quantity
(IDIQ) contract for military facilities at Joint Base San Antonio (JBSA), Texas, including Lackland, Ft. Sam
Houston, Randolph, Camp Bullis, Canyon Lake, Seguin Auxiliary Field, Medina Annex (Chapman Annex), Port
Annex, Kelly Field Annex, Medical Center Annex and Grayson Street Annex. Task Orders (TO) will be in support of real property maintenance, repair, alteration, and minor construction across all of Joint Base San Antonio.
The location of work will be across Joint Base San Antonio.
The estimated duration of the NC2 Program is 10 years (Five (5) year base ordering period plus five (5) one (1) year option periods).
The estimated program ceiling is $140M over 10 years.
NOTES:
1. The solicitation with the official specifications will be available on or about 1 April 2020, at http://beta.sam.gov, the tentative date for receipt of proposals is 1 May 2020.
2. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the website http://beta.sam.gov without charge.
3. Contractors shall be capable of securing bonding for the anticipated seed project and provide a signed letter from a surety for the NC2 program. The seed project estimated magnitude of construction IAW FAR
36.204 is between $500,000.00 and $1,000,000.00.
4. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors.
5. The current status is Pre-Solicitation and its PSC code is: Z2JZ – Repair or Alteration of Miscellaneous buildings
