JBSA LACKLAND, TX ALARM SYSTEM UPGRADE
318th Training Squadron Inter-American Air Forces Academy
In-Building Mass Notification and Alarm System Upgrade Statement of Work
16 July 19
1. BACKGROUND:
1.1. During an active shooter event and additional emergency exercises, some squadron members are unable to hear the warning or "execute exercise order" due to the use of hearing protection while in laboratories and aircraft hangars with noise levels above 85dB.
A resolution was developed to use the current fire warning strobe light panels as a visual means to notify all building occupants of any emergency that may present itself, including active shooter incidents. Currently, there are five (5) Wheelock Local Operator Consoles (LOCs) installed. However, these consoles are located in areas that leave personnel exposed to danger in the event of an emergency event. The installation of the additional consoles is to provide a safe location from which to make these notifications. The additional consoles shall be located in the instructors’ offices (Room 104) and the Composite Tool Kit Room (Room 153) contractor personnel office.
2. LOCATION:
2.1. 1020 Tinker Ave, Bldg. 7538, San Antonio, Texas 78236
3. DESCRIPTION OF SERVICES:
3.1. The contractor shall provide all EATON Wheelock (or equal/compatible) surface mount
LOCs, Wheelock SP4-Remote Microphone Expander (or equal/compatible), Wheelock E90 speakers (or equal/compatible), electrical connections, wiring, conduit, mounting brackets and hardware. Contractor shall also provide a certified electrician to mount the LOCs, Remote Microphone Expander route and connect all wiring to loop into new components. Additionally, the contractor shall program the LOCs and Mass Notification Panels. All components shall be EATON Cooper Notification Wheelock brand name or equally compatible components.
4. PERFORMANCE OF SERVICES:
4.1. Contractor shall install two remote surface mount Local Operator Consoles (LOCs). One console in room 104 and one console in room 153.
4.2. Install one additional Remote Microphone Expander (RMX) next to the other two existing
RMXs inside the mechanical room above the existing Wheelock Mass Notification Panel
SP40S.

4.3. Run the necessary conduit with pull string from each of the new LOCs to the new RMX for microphone connections.
4.4. Wire in the two new LOCs to the existing system.
4.5. Mount the back boxes for the two new LOCs and RMX.
4.6. Pull and connect in wire from existing LOC and front entrance to both of the new LOCs for the Mass Notification buttons.
4.7. Program the Mass Notification System to announce the correct messages as displayed on buttons.
4.8. Repair or replace of 15 damaged notification speakers in the following rooms: 194, 142, 166, 164, 145, 173, 182, 199, 154, 147, 200, 146, 150, and 153.
5. SITE DESCRIPTION:
5.1. The installation of all products shall occur in Building 7538, the IAAFA Airfield Training
Complex. The rear portion of the building is a simulated hangar and has very high ceilings in the range of 30+ feet. Other areas, such as the instructor office area, have easily accessible ceiling heights.
6. SITE POINT OF CONTACT (POC):

7. HOURS OF OPERATION:
7.1. An agreed upon schedule will be developed between the 318 TRS Facility Managers (see
Site Point of Contact) and the Contractor, which will fall during normal duty hours (0700- 1600), not to include Federal Holidays. Contractor will notify any one of the 318 TRS Facility Managers (see Site Point of Contact) upon arrival and departure for the workday.
8. WARRANTY:
8.1. The Vendor’s warranty shall follow manufacturer warranties for the components provided and installed. If no manufacturer warranty exists, the Vendor will honor a minimum of one-year warranty period. Operation manuals of components, if any, shall be provided to the Customer.
9. ACCEPTANCE:

9.1. Upon completion of the work, the Contractor and Jonathan Vasquez, or another designee, will conduct a final acceptance inspection and perform an operational assessment of all components and their installation.
