STATEMENT OF NEED 03-25-2019
SIPRNet for B-125
Army Frequency Office
GENERAL INFORMATION
This Contractor shall provide, install, configure, and activate a turnkey Secret Internet Protocol Router Network (SIPRNet) Kiosk infrastructure to include a Fiber SenSys SecurLAN Intrusion Detection System (IDS) and a DAQ Integrated Commercial Intrusion Detection System (ICIDS- IV) Alarm system in the SIPR Telecommunication Room (TR) of Building 125 located on Fort Sam Houston. The complete project will require hardened alarmed carrier runs to no less than seven (7) locations within the room which will be terminated at each end in a government approved Holocom 16-gauge high security user lock box, with two (2) user connections per box with a total of 14 user network drops. Anytime the hardened alarmed carrier comes below the ceiling of the offices it will be inside wire molding or channeling for aesthetics.
The Contractor shall be responsible for obtaining all required licenses and permits to perform any work on a Federal installation, be properly insured in accordance with FAR requirements.
The shop drawings shall include specifications drawings applicable to the design and installation of the new SIPRNet infrastructure, schedules and other disciplines requirements. The engineered shop drawings shall be prepared, signed and sealed by a Professional Engineer (PE) and Registered Communications Distribution Designer (RCDD) before the start of the project. We require professional As Built drawings no later than one week after completion of project. The contractor must have an ICIDS IV license contractor or subcontractor that can design and install the ICIDS IV intrusion detection system (IDS) and coordinate with the 502d Security Forces to incorporate the new building IDS to the Fort Sam Houston ICDS IV servers at building 2244.
The Contractor shall be responsible for repair to any damages to the structure or ceiling created by the Contractor during the installation of the new system. Contractor shall be responsible for providing and operating all equipment required for the installation of the new SIPRNet.
Contractor shall be responsible for protecting all Government property.
Contractor Certifications: ICIDS IV certification. The contractor shall have a Building Industry Consulting Services International (BICSI) certified. Furthermore, the contractor shall have a Registered Communication Distribution Designer (RCDD), a Network Transport Specialist (NTS). A Professional Engineer (PE) and trained Project Manager (PM) shall be onsite throughout the duration of the project.
Escorts: Due to SIPR being operational in the SIPR TR, there will be a requirement for an escort while working in this room.
Hours of Operation: The contractor is responsible for installation between the hours of 7:00 AM to 4:00 PM Monday through Friday, as coordinated by the government escort.
Labeling: The Contractor shall label all telecommunications infrastructure and equipment components IAW the Fort Sam Houston Standards. All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements.
Data Rights: The Government has unlimited rights to all documents/material produced under this project. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
Deliverables - the contractor is responsible for providing, installing and testing the following items.
A SecurLAN Protected Distribution System (PDS) by Fiber SenSys with Gold Level Maintenance will be installed to protect the SIPRNet fiber optic Local Area Network (LAN) cables to be placed in Building 125.
Seven (7) armored multi-mode composite LAN dual drops in locking Holocom boxes with no exterior hinges, affixed to the wall at approximate desk height. Any portion of the Hardened Alarmed Fiber below the ceiling tiles will be run inside channeling (wire mold) when below the ceiling tiles. Connections will be run from SIPRNet TR to (7) dual drop box locations in Building 125.
The Hardened Alarmed Fiber must be fastened/secured to the wall and above the ceiling panels in a location that avoids vibrations.
One (1) government approved 16-gauge Holocom or equal tamper proof security metal lock box for the installation and distribution of the SIPRNet system. The new 16-gauge metal lockable security splice/distribution box will be connected to the IPS/safe by EMT.
Three (3) dedicated electrical quad outlets near the end of each user desks, one (1) dedicated electrical dual outlet for the IPS container, one (1) dedicated electrical dual outlet for the ICIDS equipment, and one (1) dedicated electrical dual outlet for the IDS equipment to power to the SIPRNet solution. Outlets will be at a height determined during installation.
Provide a bill of materials or equipment and material line items cost sheet of items to be used in the project such as cabling, computer hardware, and software for review by the Government.
Provide red line drawings and As Built documents in PowerPoint or Visio formats as well as Cad and hard copies. The Red Line drawings should be provided within one week After Date of Contract (ADC); “As Built” document one week after completion of project.
One (1) year Gold Maintenance Agreement with an option for additional year of maintenance.
The user will be responsible for acquiring additional year’s equipment and software maintenance agreement.
One 24 port Cisco (WS-C3850-24S) fiber optic network switch with (1000 Base SX SFP Transceiver Module MMF GLCSXMMD (Gbics) x 26 each, and Cisco C3850-nm-2-10g Network Expansion Module 2 Ports, 10 Gigabit 1 each), and one (1) 350-watt secondary power supply will be provided to integrate into the IPS container. (Smartnet is not required on the Cisco network switches.) The Cisco 24 port fiber network switch has to be TAA accredited, no substitution.
Provide one (1) IPS Container with utility box to be integrated into SIPR system.
Move one (1) IPS container from B-4190 to the SIPR TR in B-125.
Develop/provide shop drawing submittals to customer prior to installation and As Built drawings after completion of installation.
Provide any additional electrical circuit conductors, conduits, support and mounting hardware, anchorage, and other associated electrical equipment required by the new SIPRNet system design.
EMT will be placed between a new 16-gauge security splice box and the new government furnished IPS container.
One DAQ ICIDS alarming system equipped with three (3) motion detectors, and two (2) high security door sensor. ICIDS alarming system shall be connected to the Security Forces squad room.
The PDS will have a controller board cabinet, rack mounted Alarm Processing Unit (APU) and one (1) optical cut off switch installed. The system will have one IDS detection zone and will be integrated into the DAQ ICIDS IV IDS system. The sensitivity of the system will be adjusted to compensate for naturally occurring events.
One PC for system monitoring inside B-125 and place at a location determine by the government. Dell or equal, must consult with government prior to purchase to ensure it is compatible with existing equipment. Provide connectivity from computer to the IDS/PDS system.
Sixteen (16) Fiber jumpers SC to LC 5M, compatible with the system to be installed.

Security expanded metal mesh coverings for six (6) AC air ducts (spot welded) entering and exiting building 125 inside the drop ceiling.
Ground wire for the IPS container, EMT, and wall mounted cabinet to existing TGB with #6 stranded green insulated ground wire shall be installed. Label each end of the ground wire for each location.
No alterations to the building or electricity modifications will be required for this project.
GOVERNMENT FURNISHED ITEMS AND SERVICES
Provide one dedicated IP address for the fiber IDS and one IP address for the monitoring computer.
Submit SIPRNet approval package required to turn on the IDS/SIPRNet system.
Configure and install the new network SIPRNet switch and monitoring computer.
Provide an escort when the contractor requires access to working areas.
