PERFORMANCE WORK STATEMENT
FOR AIRCRAFT PAINTING SERVICES AT
INTER-AMERICAN AIR FORCES ACADEMY AIRFIELD TRAINING CENTER,
BUILDING 7538, JOINT BASE SAN ANTONIO-LACKLAND, TEXAS
1. DESCRIPTION OF SERVICES. The Contractor shall provide all labor, tools, supplies, equipment, and supervision necessary to paint one (1) C-130E Aircraft located in building 7538. These services will be performed outside of building 7538 on the hangar apron. The customer will position the aircraft for the Contractor to accomplish the work.
2. PROJECT DESCRIPTION. The Contractor shall perform painting services within one-hundred
(100) business days after receipt of contract. Aircraft will require proper coatings of primer, paint and aircraft markings specified in paragraph 2.2, and meet all environmental requirements in applicable Air Force Occupational Safety and Health (AFOSH) and National Fire Protection Association (NFPA) standards. The aircraft shall be masked and cleaned prior to sanding operations. Contractor shall properly scuff sand the entire aircraft surface, as per procedures specified in Technical Order (T.O.) 1-1-8, Chapter 2 & 3 (customer will provide T.O. access to the Contractor), ensuring rough areas are smooth and feathered; while ensuring no damage to metal surface. All materials must be provided by contractor.
2.1. The Contractor shall rinse aircraft surfaces per T.O. 1-1-691 to remove all sanding debris.
After the rinse, clean any areas with visible soil residue, soot, carbon deposits, scuff marks, oil and grease prior to paint. Inspect and repair damages that could cause pre mature coating failure.
2.3. The contractor will use proper painting application methods listed under Chapter 4 of T.O.
1-1-8.
2.2. The Contractor shall use 1.) MIL-PRF-23377, NSN 8010-01-416-6557, Epoxy Primer, 2.)
MIL-PRF 85285E, NSN 8010-01-305-551, Aircraft Flat Gray, 3.) MIL-PRF-85285, 37038, NSN 8010-01-505-3701, Flat Black. No runs and sags, wrinkling, crazing, blistering, fisheye, lifting, or other paint defects as defined in T.O. 1-1-8 are allowed. All paint defects over two (2) inches shall be re-accomplished at Contractor’s expense.
2.3. All aircraft specific technical data (aircraft markings) will be applied using T.O 1-1-8, Chapter 8. POC: TSgt Eduardo Sibaja, 671-6371/SSgt Eric Martinez, 671-6377.
2.4. The Contractor shall prevent application of paint to surfaces other than the intended areas and will ensure surrounding areas and floors are protected from any possible overspray.
The Contractor shall completely clean and remove paint applied to any unintended surface.
2.5. The Contractor shall ensure that paint is uniform upon completion of project in reference to components that can be opened and closed and are visible when open (i.e., sliding doors and windows). If this requires component removal during paint project, the Contractor shall be responsible for this work.
2.6. Contractors shall provide one post inspection and one post aircraft wash within a year, but not sooner than 4 months from completion date.
3. QUALITY ASSURANCE. The Government will perform inspection of Contractor’s work to determine satisfactory performance prior to acceptance. If initial inspection results in non-acceptance, Contractor shall re-accomplish work at no additional cost to the Government for labor, tools, supplies, equipment, and supervision required in the performance.
4. HOURS OF OPERATION. The Contractor shall perform all work during normal duty hours from 7:00 AM to 4:00 PM, Monday through Friday, except on government holidays. No overtime will be allowed.
5. SITE CONDITIONS. The Contractor shall furnish and maintain adequate barricades, and warning signs, on the job site. The contractor shall clean up debris on a daily basis.
6. WARRANTY. The Contractor shall guarantee all materials and workmanship for a period of five years from the date of project completion and shall within that period correct all defects in materials/workmanship within twenty four (24) hours of being notified. Correction of all defects under this warranty shall be at the expense of the Contractor.
7. PROTECTION OF GOVERNMENT PROPERTY. The Contractor shall protect Government property to the extent necessary to prevent damage to surrounding area and shall provide drop cloths, shields, and other protective devices as needed to protect Government property. The Contractor shall be responsible for making repairs to any Contractor caused damages at no additional cost to the Government.
8. CLEAN-UP. The Contractor shall dispose of all Contractor generated waste at an off-base city or state approved disposal site. Contractor shall clean-up work-site at the end of each work day.
9. HAZARDOUS MATERIALS. A hazardous material (HAZMAT) is one that poses a risk to the health and safety of the public, and/or the environment if not properly controlled during the handling, storage, manufacture, processing, packaging, use, disposal, or transportation. Hazardous materials may be elements or compounds, and can be found as gases, solids, liquids, or is one that poses a risk to the health and safety of the public, and/or the environment. Hazardous chemical are defined under Sec.
1910.1200 (c) of Title 29 of the Code of Federal Regulation.
Contractor shall identify and report HAZMAT usage to the Installation HazMat Office, IAW AFI 32- 7086, Hazardous Materials Management. All HAZMAT brought to the job site shall require the Contractor to fill out Contractor Usage Report. Additionally, the contractor is required to submit Safety Data Sheets (SDS) as directed by the clause entitled Hazardous Material Identification and Material Safety Data (FAR 52.223-3). The Contractor shall submit an actual usage report of all hazardous materials brought onto the base during the preceding month to the Installation HazMat Office. 10. AIR QUALITY PROGRAM. The Contractor will document the following information as requested by 502 CES/CEIEC, using the Surface Coating Usage Log provided: trade name of coating/solvent used during painting operations, NSN, coating/solvent manufacturer, MSDS ID number, amount of paint/solvent used (gallon) during the painting process. 11. DELIVERABLES. The following forms must be completed and submitted as identified in paragraph 8.
11.1. Contractor Usage Report and Safety Data Sheets (SDS). Prior to performance of painting services, the Contractor shall submit to the 502 CES/CEIE, POC: Andrea Maida, andrea.maida@us.af.mil
