Section B Descriptionof the SuppliesServices RequiredRow1: This action is the renewal of 700 existing licenses of the ForeFlight brand of integrated flight application (app) for the iPad, iPhone, and web. The software program will support the 12th Flying Training Wing Operations Group (12 FTW/OG) aircrew through the AETC & 12 FTW Electronic Flight Bag (EFB) program. 12 OG requires enterprise level service to provide the aforementioned software and inclusive data update service for the period of one year from date of award, with two one-year options. The contract must allow two (2) software installations per aircrew user. One activation shall be for an iOS-based tablet and the second activation shall be for an iOS-based mobile phone.
Section C Justification for Soliciting from a SingleSource or BrandNameRow1: The 12 OG EFB program supports its aircrew members by providing each individual with digital Flight Information Publications (FLIP), technical orders and other electronic publications needed for flight. These digital products are all displayed on an Apple iPad (i.e., iPad equates to EFB). The initial Foreflight purchase was through the National Geospatial-Intelligence Agency (NGA) however they do not currently provide a version that includes all the needed functions/capabilities required by AETC/A3/A6. These include Synthetic Vision and Automatic Dependent Surveillance-Broadcast (ADS-B) based weather and traffic information. Additionally, under the current AFICA class Justification and Approval issued to the Mobility Air Forces and approving the use of Apple iPads as EFBs, the Foreflight software is specifically cited as a critical application used to provide weather data and notices to airmen (NOTAMS). NOTAMS alert aircraft personnel of potential hazards along a flight route or destination.
SectionD Efforts to Obtain CompetitionRow1: This is a renewal of existing licenses obtained from NGA and directed by NGA (the sole authoritative source for DoD aeronautical data) for use with the iPad as an electronic flight bag. Until such time as other software applications receive required approval and are compatible with the Apple iOS system we will continue to use the ForeFlight software.
Section E Steps to Preclude Future Single Source or BrandName AwardsRow1: Through every available means, the EFB Program Office will continue to monitor market information and technical publications to determine if any other sources can meet these requirements. In addition, any future adjustments to the requirements as described herein will be shared with industry to encourage other manufacturers to produce similar compatible products.
