Section B: Description of the Supplies/Services Required
The JBSA Provost Marshall's Office has a requirement for installation and activation of a turnkey SIPRNet Kiosk to include an Integrated Commercial Intrusion Detection System (ICIDS) IV and Intrusion Detection System to setup in Room 2606 of Building 2261 located on JBSA Fort Sam Houston, TX. A "Brand Name Only" Cisco Fiber Network Switch, (Model Nbr: WS-C3850-24S) is needed as part of this requirement. This project will provide the Office of the Provost Marshall with the mission required SIPRNet infrastructure.
Section C: Justification for Soliciting from a Single Source or Brand Name

The United States Army Signal Network Enterprise Center (USASNEC) - JBSA requires the purchase of Brand Name “Cisco” for the acquisition of switches to be utilized in the configuration and design of the NIPRNet and SIPRNet infrastructures. It is essential to procure the Cisco equipment to maintain network integrity, operational readiness and minimal maintenance. Deviating from Cisco hardware configuration would cause significant rework, testing and retraining.
The current network architecture on JBSA-FSH is provided by the USASNEC and is based on Cisco Systems, Inc. brand name products, as mandated by the U.S. Army/Cisco Enterprise Services Agreement. In Accordance With (IAW) the Agreement, Cisco Systems, Inc. brand named equipment and software items are the only items allowed to be added to the present day JBSA USASNEC network.
The USASNEC on JBSA manages the Army's Information Technology (IT) network enterprise footprint for the entire JBSA stakeholder community on a 24X7 basis. The current standard of network switches and routers on the Installation Campus Area Network (ICAN) are Cisco. All NEC network project proposals requires Cisco equipment, which is currently the JTIC certified solution approved for Network use. Introducing another manufacturer's brand of platform architecture into the existing architecture would not be possible due to incompatibility with the current Infrastructure hardware.
The Return-On-Investment (ROI) for purchasing a new service level maintenance contract will be counterproductive whereas the Army already has an existing five-year Army Enterprise SMARTNET contract supporting Cisco products and this J & A requirement will be added under this umbrella.
The NEC encourages fair and open competition from all vendor sources and will continue to do so in all endeavors of IT support. Servers, switches, and routers are a critical area that supports an entire network infrastructure of which standardization of non-genuine Cisco products is not compatible with the security model and availability of the network to the mission of JBSA. This brand name justification does not preclude vendor competition and therefore it is reasonable to expect the government will receive a fair and

Section D: Efforts to Obtain Competition
Since no other branded hardware and software are approved for use or implementation for the United States Army Signal Network Enterprise Center (USASNEC) at this time, market research was limited to authorized resellers of the selected manufacturer.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Until it is determined that the current hardware no longer meets USASNEC requirements, additional Cisco hardware/ software upgrades must continue to be procured from Cisco resellers. To ensure the above is met, Headquarters Installation Management Command (HQ IMCOM) will continue to evaluate the hardware/software capabilities of other vendors through continuing market research and meeting with other vendors and the demonstrations of their products. Continued efforts in this regard will ensure that the Government is getting the best value at a fair and reasonable price by ensuring the Government utilizes the most efficient and economical means possible.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
