STATEMENT OF WORK
FOR
JBSA Fire Department Compressor Contract
1. GENERAL INFORMATION The contractor shall provide all management, tools, supplies, equipment, and labor necessary to ensure Joint Base San Antonio (JBSA) Fire Department’s air compressors are serviced according to the needs of the Statement of Work. Tasks performed shall be in accordance National Fire Protection Agency (NFPA). The work includes the testing of JBSA Fire Department’s seven air compressors that are used to fill SCBA bottles for firefighter operations.
2. DESCRIPTION OF SERVICES Work is broken down into each operating location, Lackland, Fort Sam Houston, Camp Bullis, and Randolph.
2.1 LACKLAND Two (2) Bauer air compressors. One is a stationary unit and the second is a mobile unit. Quarterly, semi-annually, and annually services are required and listed below:
2.1.1 Change cartridges (Semi-annually)
2.1.2 Change oil and oil filter (Annually)
2.1.3 Change air intake filter (Annually)
2.1.4 Change mechanical separator (Annually)
2.1.5 Test on site, evaluate, and report air sample (Quarterly)
2.1.6 Calibrate Carbon Monoxide Monitor (Semi-annually)
2.1.7 Mobile Unit Only Service diesel engine: engine oil, oil filter, air intake, fuel water separator (Annually)
2.1.8 Dispose of waste oil
2.2 FORT SAM HOUSTON One (1) Mako stationary air compressor and one (1) Bauer mobile air compressor. Quarterly, semi-annually, and annually services are required and listed below:
2.2.1 Change cartridges (Semi-annually)
2.2.2 Change oil and oil filter (Mako - Semi-annually, Bauer – Annually)
2.2.3 Change intake filter (Annually)
2.2.4 Change mechanical separator (Annually)
2.2.5 Test and evaluate air sample (Quarterly)
2.2.6 Calibrate carbon monoxide monitor (Semi-annually)
2.2.7 Bauer Mobile Unit Only Service diesel engine: engine oil, oil filter, air intake, fuel water separator (Annually)
2.2.8 Dispose of waste oil
2.3 CAMP BULLIS One (1) Mako stationary air compressor. Quarterly, semi-annually, and annually services are required and listed below:
2.3.1 Change cartridges (Semi-annually)
2.3.2 Change oil and oil filter (Semi-annually)
2.3.3 Change intake filter (Annually)
2.3.4 Change mechanical separator (Annually)
2.3.5 Test and evaluate air sample (Quarterly)
2.3.6 Calibrate carbon monoxide monitor (Semi-annually)
2.3.7 Bauer Mobile Unit Only Service diesel engine: engine oil, oil filter, air intake, fuel
2.3.8 Dispose of waste oil
2.4 RANDOLPH One (1) Eagle stationary air compressor and one (1) Bauer mobile air compressor. Quarterly, semi-annually, and annually services are required and listed below:
2.4.1 Change cartridges (Semi-annually)
2.4.2 Change oil and oil filter (Annually)
2.4.3 Change intake filter (Annually)
2.4.4 Change mechanical separator (Annually)
2.4.5 Test and evaluate air sample (Quarterly)
2.4.6 Calibrate carbon monoxide monitor (Semi-annually)
2.4.7 Bauer Mobile Unit Only Service diesel engine: engine oil, oil filter, air intake, fuel
2.4.8 Dispose of waste oil
3. OTHER Contractor must comply with the following JBSA Fire Department needs.
3.1 Must utilize brand specific parts when preforming service to air compressors.
3.2 Vendor must utilize certified Bauer and Mako technicians.
3.3 Emergency work will be defined by JBSA Fire Department as: work required to maintain the serviceability of a unit that not stated in this Statement of Work.
3.4 The servicing company must be able to send a technician to provide emergency work within two weeks of being requested by JBSA Fire Department.
4. HOURS OF OPERATION. The contractor shall perform all work during the hours of 7:30 A. M. to 4:30 P. M., Monday through Friday and weekends from 7:30 A. M. to 4:30 P.M. The contractor is not required to perform work during federal holidays. If any work needs to be done after hours the contractor needs to notify project manager in charge. 502d CES/Fire Department POC will provide the contractor with visitor passes for the duration of the project. Changes to the schedule shall be immediately identified to the inspector 502d CES/Fire Department JBSA Lackland (SSgt Daniel Wool).
5. HOLIDAYS OBSERVED. Recognized US Federal Holidays are as follows: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.
6. QUALITY ASSURANCE. All tasks will be performed by a licensed/certified contractor.
The government will perform inspections of contractor work and acceptance of work will be performed by authorized personnel from 502d CE Planning Engineering.
7. MATERIAL SAFETY DATA SHEETS (MSDS). The Contractor shall provide all MSDS on all cleaning and stripping solutions or products utilized in performance of work. MSDS shall be provided before any work is performed for 502 CES/Fire Department POC to approval.
8. ENVIRONMENTAL COMPLIANCE. The contractor shall comply with all applicable federal, state, and local environmental laws and regulations. The 502 CES/Fire Department shall not use any ozone depleting substances or products.
9. CLEAN-UP. The contractor shall dispose of all generated waste off base. Need to clean the area were repairs were conducted to insure no spillage of hazardous chemicals.
