Number Questions Answer ( provide detailed answers‐‐not just yes/no)
What is the estimate population on Randolph?
Personnel that work on base total 4,499 military and 5,844 civilians. Dependents account for another 5,517 for a total base population of nearly 16K. The base has 609 buildings located on 5,098 acres. Military family housing consists of 397 units housing 1,700+ people, two visiting airmen quarters, seven visiting officers’ quarters, and four temporary living facilities for families.
Approx. 25,000 enrolled at the clinic
2 Are there any crash carts? Yes two, one in dental and one in Family Health(bldg. 1040) 3 What is the EMS response on base? Fire Dept. and 911 4 How many Fire Stations are on base? 1 Fire Station 2080 5th Street East Randolph Texas 78154 5 Is the final RFP on FBO? The final RFP was posted on FBO on 8 Aug 18.
Is it an IDIQ CLIN structure?
The first CLIN structure is based on Firm Fixed price monthly quantity and the second CLIN structure is based on estimated quantities.
Do you expect dedicated EMS service?
Expectation is to have ALS transport unit arrive on scene within 12 minutes 90% of the time.
8 What time on 15 September 18? The time of will be discussed during the post‐award conference.
9 Who is the current incumbent? This is a new requirement, therefore there are no incumbents.
10 Is there a percentage of compliance in regards to response time? 12 Minutes 90% of the time
Is the Fire Department currently performing the BLS role ?
Yes, JBSA Fire Emergency Services responds to all EMS calls (as long as assets are not previously engaged and not available) in a BLS role.
12 Who handles the Flight Line emergency responses? 359 AMDS Flight Medicine (Government) 13 Will we have to bring the patient back to Randolph after we have transported them to the hospital? No, In an emergent response, patient will be transported to closest ER/Hospita 14 Are the emergent responses scheduled? No. They are dispatched based on 911 calls 15 What’s are the call volume of patients seen at the clinic? 20‐22 emergency 911 calls per month
Is the Past Performance Questionnaire submitted before or after proposal?
Past Performance Questionnaire is due by the closing date and time. See Combined Synopsis Part III, Past Performance Information (b)(10) for specific instructions.
Are there certain buildings EMS currently responds to frequently?
Base Gym Bldg. 999, Air Force Personnel Center Bldg. 499 has approximately 2.3K occupants so we respond fairly frequently to this facility
18 Is there standby coverage? No, Fire dept is the only response on base other than 911 19 Are there any routines or special events that will require EMS support? Yes, promotions and change of command ceremonies, air shows.
20 Will EMS Contractor be required to respond outside of the JBSA‐Randolph gate? No
Where are the Craft Centers located on JBSA‐Randolph?
South end of installation Bldg. 895 Arts and Crafts and across the street the Morale Welfare and Recreation Equipment Issue Bldg. 897
22 Are there any government owned buildings outside of JBSA‐Randolph that will require EMS response? No 23 Are the Clear Zones on or off JBSA‐Randolph? No they are on base
Do JBSA‐Randolph have emergency response lanes during peak hours?
There are not designated "response lanes" but security Forces does a great job of clearing traffic from entrance gates. If a significant incident were to occur the Incident Command may coordinate the opening of other gates to facilitate ingress or egress of resources.
Will you be providing government radios?
JBSA‐R will be able to provide two mobile radios if necessary as part of consideration.

Can you specify what belongs to the installation and what doesn’t?
For the pruposes of this requirement, only what is within the permiter fence of JBSA Randolph.
Will the ECC notify the main gate that the ambulance is coming through from a drop off if we get another call?
Security Forces and Fire Dispatchers sit back to back so it is easy to coordinate arrival and departure.
Does the Fire Station have good WIFI coverage that can be utilized by the Contractor?
There is private WIFI provided by the Department Booster club and access would need to be coordinated with them. I can't speak to this issue but can assist with facilitating conversation on the topic. If so I would assume there would need to be a "contribution" to cover costs.
Can you house two EMS units at the Fire Station?
We have one stall in the station available that can house one ambulance. There is room outside this stall to park another ambulance if necessary. (Can designate parking spot)
30 Can EMS Contractor participate in trainings at the Fire Station? Yes, training with the firefighters would be highly encouraged
What classifies as Small Business?
According to the NAICS code for this requirement is 621910 and size standard $15.0M.
Offerors must be a small business concern based on this standard.
Is it contracting’s intent to fully integrate the Service Contract Act by integrating Wage Determination 2015‐5253, Revision 5 which sets minimum hourly compensation for 12010‐Ambulance Driver at $14.93/hr. plus $4.41/hr. Health & Welfare plus all other fully‐paid benefits for Federal contract workers?
It is the government's intent to integrate the Service Contract Act by integrating Wage Determination 2015‐5253 Revision 5. See Attachment 2 Additional Terms and Conditions clause 52.222‐41.
33 Is there currently and incumbent Contractor? This is a new requirement, therefore there are no incumbents.
Is there a route other than the perimeter road to respond to emergencies at the High School?
Yes, there is an emergency access road from West Ramp to Perimeter Road .
Coordination is required with Air Traffic Control (tower) PRIOR to crossing active runway. Flightline training will be required in order to cross the active taxi way.
What is the access to the High School during Sporting events?
From the fire station, there is an emergency access road from West Ramp to Perimeter Road
36 Was attendance mandatory for the preproposal conference/site visit? No, attendance was not required to bid on this requirement.
