Section B: Description of the Supplies/Services Required

This requirement is funded with 6B Medical/Dental Stock Funds and will set aside for small businesses. Under the contemplated contract, the SB vendor will provide the following commodity: Nine-hundred and eighty (980), textbooks entitled "Emergency Care and Transportation of the Sick and Injured", 11th edition, authored by American Academy of Orthopedic Surgeons (AAOS).

These books will be delivered to the Defense Combat Medic Training (DCMT) located at Medical Education and Training Campus (METC), JBSA Fort Sam Houston, Texas 78234.

The International Standard Book Number (IBSN) is 9781284131062. Delivery date: 30 Days after receipt of contract

Section C: Justification for Soliciting from a Single Source or Brand Name

At the original establishment of METC, a DoD level Tri-Service panel reviewed materials from 3 publishers (AAOS, Mosby, Brady) to ensure qualified curriculum for the DCMT course. The panel utilized the Healthcare Specialist/Hospital Corpsman/Aerospace Medical Service Apprentice Textbook Evaluation Tool, using 28 pre-determined/pre-defined criteria. The books were evaluated to ensure the best methodology to ensure that all instructional materials extend the knowledge and understanding of essential Curriculum to meet the EMT-Basic: National Standard Curriculum.

Pearson Education Inc is the sole publisher of the Emergency Care Textbook.

A survey of the Non Manufacturer Waiver List revealed the NAICS Code for this requirement (323117) is listed on the Class Waiver List. This Brand Name requirement will be set-aside for small business vendors.

This requirement is available under Federal Supply Schedule SIN 76, 760 1. An internet search of GSA's e-Library found twenty-four (24) SB vendors with Federal Supply Schedules listed under SIN 76, 760 1.

As a result to the above information, the Contract Specialist will post a combined synopsis/solicitation on FedBizOpps, strictly set aside for small business vendors with the North American Industry Classification System (NAICS) code 323117, providing access of the combined synopsis/solicitation allowing for widest public dissemination and the opportunity to respond.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

As a result of their evaluation, the Department of Combat Medic Training (DCMT) deemed this textbook as the primary reference and study guide for the Emergency Medical Technician (EMT) section of training and consequent certification. This textbook/ workbook package has been in use for over seven (7) years as the primary information source for the combat medic students.

The current training program produces an over 95% overall pass rate for the NREMT certifying exam and disruption to the training program by not having the book that has been used for the past seven years would present a potential risk to the success of the training program and the ability of DCMT to supply combat medics to the Army. Additionally this textbook is included in the Program of Instruction for the DCMT.

METC currently has three training teams with about 80 instructors that have all been teaching out of these textbooks and their lecture materials and power-points are paired with this textbook. While all EMT textbooks contains similar information, changing to a new textbook would create an extreme burden in terms of reorganizing and rewriting lecture materials, learning the different formatting of the text, instructor familiarization, production of new study materials etc. There would be many third and fourth order effects from a change that would make DCMT no longer mission capable.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
