RESPONSES TO CONTRACTORS QUESTIONS
Access Control Systems Upgrade to Various Communication Rooms
Solicitation No. FA3016-18-U-0276 (Cancelled 18 Sep 18)
1. The cable part numbers listed calls for box of cable footage is not specified. Please provide specified footage.
Response:: Refer to List of Equipment & Parts in PWS-- the updated parts list and footage is 1000-ft boxes.
2. The parts list was replaced in the new amendment. Are we to use this parts the old parts list for pricing?
Response:: Refer to List of Equipment & Parts in PWS -- new parts list dated 17 Aug 18.
3. Is the system licensing up to date for Ocularis and DNA Fusion?
Response:: We are currently using Ocularis version 5.3, which is not current and will require to be upgraded to version 5.5. DNA Fusion is current at version 7.1 does not require an update.
4. What version of camera licensing is currently installed for Ocularis?
Response:: Version 5.3 currently.
5. The suggested switch is the 2960C-8PC-L-8, is the contractor responsible for the SM SFP Module?
Response:: Yes
6. Can you please specify the keyway required for the lockset?
Response:: 7 Pin, IC, Small Format, E Keyway either BEST or FALCON manufacture. Normal acquired by local company “Texas Lock and Door Closure”.
7. On Page 2 of PWS, it is stated that “These device utilize Pin-Code technology…”. However, the specified model of the HID reader on the equipment list is not a keypad-equipped model. Please confirm the model number, and revise the document accordingly.
Response:: HID RP40 FIPS-201 64 Bit Reader No Keypad needed. Use Part# 920PHRNEK00002G (HID) for reader. The reference to Pin-Code technology is the current OMNI-LOCK being used.
8. Could a data switch with a separate fiber optical converter be installed instead of a data switch integrated with fiber ports? If it is not allowed, please specify the brand and model number of the acceptable data switch / fiber ports. The current APL list doesn’t include items with similar specification.
Response:: Yes, but recommend the following be used - INTELLIENT 507332 Fast Ethernet Media Converter 10-100Base-Tx to 100Base-FX (SC) Single-Mode
9. Each panel should require one power supply board and one power distributor board. Please include these items on the equipment list with product details.
Response:: Altronix Part# AL600VLACM Power Supply
10. Please confirm that Open Options main system related tasks such as reader programing, configuration and testing from the Open Options server/client PCs are not included in the scope of work. Mounton-Adjoiner will work with the current system operators to support the programming and testing from the server side. In the case that Mounton-Adjoiner will be required to perform the tasks, Mounton-Adjoiner will not be responsible for the possible conflicts with the current maintenance and warranty contract.
Response:: All DNA and ONSSI software programming will be done by the current system operator. The operator will provide IP address scheme for all Access control panels and cameras. Configuration and testing will be done in conjunction with system operator. Vendor will install devices, input assigned IP address, configure panels and cameras for testing.
11. Please confirm that accessory devices including the UPS and data switch are requested to be installed on a shelf.
Please provide the specification of the shelf and brackets.
Response:: Lockable wall-mounted cabinet: Recommend Tripp-Lite 6U Wall-Mount Rack Enclosure Cabinet for Uninterrupted Power Source (UPS), BR1500G (APC), Network Switch and accessory devices. Refer to List of Equipment & Parts in PWS.
12. Please specify acceptable methods of the fixation of devices on shelf. (example: Nylon cable tie, glue, and etc.)

13. Please confirm that direct backup batteries to the controller boards and sub-controller boards inside of panels are not required. Please note that DC back-up directly to the controller board is industry standard.
Response:: Batteries to the controller boards and sub-controller boards inside of panels are not required, however DC back-up directly to the controller board is required IAW industry standard. See UPS description & refer to List of Equipment & Parts in PWS.
14. Could the size of the aluminum push plate be (3.5”x15”) or (4” x 16”) instead of (3.5”x16”)?
Response:: Push Plates, Aluminum, (3.5”x15”) or larger is fine.
15. Please confirm that all CAT6 cable, power cable will be concealed in EMT ¾”.
Response:: Yes all cables will be concealed in EMT ¾”.
16. Please specify the fiber-optic connector type.
Response:: Mixture of LC/SC Single mode and Multimode.
17. ONSSI camera license needs to be based on the original Base license. Please specify the base license or ONSSI
CCTV system. Ideally, it will be the best if the item number/ part number of the license can be specified.
Response:: Current Base License is 5.3, SLC will be provide upon award.
18. Sony camera XM631 is 2.1Mp. Please revise the information on the equipment list accordingly.
Response:: Refer to List of Equipment & Parts in PWS -- updated equipment parts list dated 15 Aug 18.
19. Panel size and brand/model need to be specified. Otherwise, generic model/size will be provided.
Response:: Refer to List of Equipment & Parts in PWS -- updated equipment parts list dated 15 Aug 18.
20. Please verify whether any demolition will be included in the scope for specific buildings.
Response:: No, just the removable of current lock set that will be replaced by this contract.
21. I am having problems locating the site for the approved list of switches for the government. Can you please specify or send me a link to the site for this list?
Response:: https://www.disa.mil/network-services/ucco
22. In attached document page 2 you list Access control brand “Open Options” and for Camera system you list
“ONSSI” – are these existing systems in there and we just need to expand them or this will be completely new install and we do not have to connect it to any existing systems?
Response:: Yes, Access control brand “Open Options “and for Camera system “ONSSI” are the current existing systems. Each building will entail a new install.
23. Do you have camera recorder with ONSSI on it already?
Response:: Yes, we have NVR’s currently running ONSSI.
24. Are all 22 buildings already connected between each other on same network?
Response:: There are 20 buildings total not 22. All are currently connected except for building 146, which is being scheduled for a fiber survey to establish a path for connection to the head end located in building 2840.
25. Do you already have Access control “Open Options” installed in those buildings?
Response:: Yes, all except building 146.
