Presolicitation Notice: FA3016-18-R-0060 This notice is posted in accordance with FAR 5.2 and 36.213-2.
This RESTRICTED ACQUISITION is set aside – Women-Owned Small Business, prior to the closing date of the solicitation.
The NAICS code is 238220 and the Size Standard is $15M.
In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov.
SOLICITATION NUMBER: FA3016-18-R-0060
The project consists of providing a complete design and construction for the replacement of a 134.4 Ton chiller and chilled water pump. The chiller is a backup chiller and currently inoperable. The intent of this project is to maintain original design parameters at the three existing air handlers that serve the chiller. The work includes removal and replacement of the existing 134.4 ton air cooled chiller and chilled water pump for Room 219 at B2000. The contractor shall remove and replace all chiller piping external to the building, which includes balancing and isolation valves, chiller connections, thermometers, pressure gauges, insulation with metallic jacketing, and all other components necessary to provide a complete functioning chilled water piping system between the exterior wall of the building and the new chiller. Replace all existing electrical branch circuits, switches, and controls to fit the new chiller and the new chilled water pump as required The existing concrete pad shall be modified or replaced to fit the new chiller if required. Contractor shall connect the chiller controls to local building EMCS located in the main mechanical room of the building.
The location of work will be on Joint Base San Antonio – Lackland AFB, Texas.
The 502D Contracting Squadron, Joint Base San Antonio Texas intends to award a contract with a 330 cumulative day period of performance.
The estimated magnitude of the entire contract is between $250,000 and $500,000.
NOTES:
1. The solicitation with the official specifications and drawings will be available on the World Wide Web on or about 04 June 2018, at http://www.fbo.gov, The tentative date for receipt of proposals is 05 July 2018. The period of performance is 330 cumulative calendar days.
2. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site www.fbo.gov.
3. Contractors shall be capable of securing bonding for the total proposed amount. However, contractors shall only be responsible for providing bonding for the base amount.
4. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors.
5. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
6. The current status is Pre-Solicitation and the product service code is: Z2AZ – Repair or Alteration of Other administrative facilities and service buildings.
