Questions & Answers – FA3016-16-R-0058 Construction, MWD Parking Lot

15 Sept 2016

Questions & Answers #0003

1. Does the lot need to be ADA accessible? If not, is there a maximum slope or cross-slope that we should stay within?

Government Response (GR): ADA is not required. Max slopes 2%

2. Does the sidewalk connecting to the existing roadway need to be ADA accessible? If not, is there a maximum slope or cross-slope that we should stay within?

GR: The walk through gate can be paved with asphalt at a max 2% slope. Contract does not require a side walk just a walking path. The drive through gate does not require concrete, asphalt is acceptable at a max 2% slope.

3. Does runoff from the lot need to be captured and detained on site for a period of time or is overland flow sufficient?

GR: Overland flow is sufficient

4. What design storm should we use for our drainage calculations?

GR: No storm design is needed

5. Is water quality treatment of runoff required?

GR: No water quality treatment is required.

6. Is there an underground storm drainage system in the roadway that we should tie into?

GR: No underground storm drain system exists in this area.

7. Is there any need for water or wastewater connections to be provided to the site?

GR: No utility connections are included in this scope of work. The gates are to be manual gates.

8. Please provide specification for project.

GR: The designer of record is required to provide construction specifications. The safety, quality, submittal and env specs were provided in the solicitation.

9. Appendix A has supported pictures, the project location we visited was not in the same vicinity of the pictures please confirm

GR: The project location is the site visited.

10. Are there any requirements regarding minimum/maximum slopes within the parking lot?

GR: Max 1% slope for all new constructed surfaces. The minimum slope is “the water must flow from the parking lot and not puddle.”

11. Is it acceptable to allow drainage from upstream of the parking lot to sheet flow across the pavement, or does the upstream flow need to be diverted around the parking lot?

GR: Upstream water may sheet flow over the parking lot. However, not likely due to the existing slopes, the water will naturally flow behind the new parking lot.

12. Will this project be required to comply with EISA 2007 requirements? (FYI, I assume it will and this will trigger bio-swales or some other form of storm water treatment)

GR: All of the gas and oil are drained from the standing vehicles no storm water treatment will be required. The dogs are not permitted to us the bathroom on the parking area so no storm water treatment will be needed.

13. In the SOW section 21. ENERGY REQUIREMENT, please confirm this paragraph with the references to mechanical design UFCs and ASHRA standards is not applicable to this project.

GR: Section 21 is if you need to hook up your temporary lights or building or equipment to our power. This has nothing to do with the construction portion of the contract. There are no utilities in this Scope of Work.

14. Confirm there is no lighting requirements for this project.

GR: There are no utilities in this Scope of work.

15. Do you anticipate any underground storm drains being needed?

GR: no underground storm drains exist in this area and no underground storm drains are in this scope of work.

16. Do you anticipate any conflicts with underground utilities with the parking lot construction?

GR: There are no known underground utilities in this areas.

17. Do you anticipate any major earthwork adjacent to existing fence or light pole bases?

GR: there are no known obstacles in this site boundaries.

18. I would like to know that during my last site-visit I was told that I can submit this proposal

(FA3016-16-R-0058; Construction of MWD Drug Vehicle Parking Lot) via CD or AMRDEC. Is this correct? How many CD’s?

GR: Section L-1 Proposal Preparation Instructions of the RFP must be followed for submission.
