MEMORANDUM FOR RECORD

SUBJECT: FA3016-16-R-0017, MTI Deliberate Development Solicitation Questions and Answers

1. Industry Question: Is this work currently being performed under another contract?

Government Response: Yes

2. Industry Question: Who is the current contractor?

Government Response: Hyperion Biotechnology, Inc.

3. Industry Question: What is the value of the current contract?

Government Response: $504,553.68

4. Industry Question: What is the contract number of the current contract?

Government Response: FA3047-14-C-0008

5. Industry Question: How many FTEs are performing this contract currently and what are their labor categories?

Government Response: Unable to reveal current FTEs on current contract. Labor categories are described in the Performance Work Statement.

6. Industry Question: It appears that the Behavioral Analyst is not subject to the SCA rates. Is this correct?

Government Response: Based on qualification and degree, the government has determined the position to be professional IAW FAR 22.1102.

7. Industry Question: Is it correct to assume that the equivalent rate for the Behavioral

Development Specialist would equate to that of the Certified Occupational Therapist Asssitant ($28.34) on the Wage Determination Schedule?

Government Response: Yes, see solicitation clause FAR 52.222-42.

8. Industry Question: Is it correct to assume that the equivalent rate for the Data Processor/Survey

Administrator would equate to that of the Test Proctor ($15.28) on the Wage Determination Schedule?

Government Response: Yes, see solicitation clause FAR 52.222-42.

9. Industry Question: In order to appropriately price those included in the SCA rates, could you tell me their length of service so that the cost of their required PTO could be included in the rate?

Government Response: Unable to provide this information.

10. Industry Question: Is there a continuity of service clause with this contract?

Government Response: No, does not meet the criteria IAW FAR 37.110(c).

11. Industry Question: Is there a historical level of effort for this contract? If yes, will the

Government provide the historical level of effort for this contract?

Government Response: All tasks are described in the Performance Work Statement.

12. Industry Question: If this is a new contract with no incumbent, will the Government provide the estimated level of effort for this contract?

Government Response: Please see response to Question #1.

13. Industry Question: According to letter (e) on page 10 of 39 of the RFP, we understand that text shall not be less than 10 pitch. Would the Government clarify what font type and minimum font size we are allowed to use for text and graphics?

Government Response: To clarify, print shall be in Times New Roman, no smaller than 10 font.

Size of print applies to charts and graphs.

14. Industry Question: In addition to submitting the representations and certifications required on page 16 of 39 of the RFP, would the government clarify if the offeror is also required to provide the Small Business Program Representations, Alternate I on page 29 of 39 of the RFP?

Government Response: When clause is listed in full text, offerors are responsible for completion.

15. Industry Question: In section 1.2.1.4. of the Performance Work Statement, the Behavioral

Analyst shall attend semi-annual strategy sessions. Are these sessions held at JBSA Lackland?

Government Response: Yes, location is JBSA-Lackland.

16. Industry Question: In section 1.2.1.4. of the Performance Work Statement, the Behavioral

Analyst shall provide expert consultation on BMT policy matters by attending semi-annual strategy sessions with 737 TRG/TD and other key BMT leaders. Are these sessions held at JBSA Lackland?

Government Response: Yes, location is JBSA-Lackland.

17. Industry Question: Are there any travel requirements outside of JBSA Lackland? If yes, would the Government provide locations, length of stay, and frequencies of any offsite meetings?

Government Response: There is no travel required outside of JBSA-Lackland.

18. Industry Question: In section 2.1.1. of the Performance Work Statement, the Behavioral Analyst shall have a Doctorate degree in psychology, sociology, or other related social science discipline reflecting advanced training in quantitative research methods. Would the Government consider a candidate with a MS degree and five (5) years of experience or more in lieu of the Doctorate degree?

Government Response: Minimum qualifications are listed in the Performance Work Statement at paragraph 2.1.1.

19. Industry Question: In section 2.1.3. of the Performance Work Statement, are there any educational requirements for the Data Processor/Survey Administrators?

Government Response: Minimum qualifications are listed in the Performance Work Statement at paragraph 2.1.3.
