DEPARTMENT OF THE AIR FORCE

502D AIR BASE WING

JOINT BASE SAN ANTONIO

REQUEST FOR QUOTE 31 May 2016

FROM: 502 CONS/JBKAC

1655 SELFRIDGE AVE

JBSA-LACKLAND, TX 78236-5253

SUBJECT: Request for Quote (RFQ) for Swine Transportation from JBSA-Lackland, TX to Wright- Patterson AFB, OH

Solicitation #FA3016-16-N-0081

Functional Area (FA): NAICS 484230 – Specialized Freight (except Used Goods) Trucking, Long-Distance

1. The Air Force has a requirement for Swine Transportation from JBSA-Lackland, TX to Wright- Patterson AFB, OH. This requirement is set aside for 100% Small Businesses only. In accordance with FAR 52.219-6, Notice of Total Small Business Set-Aside (Nov 2011), any quote that is submitted by a contractor that is not a “small business concern” will not be considered for award.

2. Basis for Award. 502d Contracting Squadron will issue a firm fixed price task order to the contract holder who is determined to offer the Lowest Price Technically Acceptable (LPTA) quote to the Government for performance of all the tasks required in the Statement of Work (Attachment 1). The Service Contract Act does not apply to this requirement.

3. LPTA Evaluation: This acquisition will be awarded to the lowest price, technically acceptable offeror.

Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable Offeror with the lowest evaluated price whose quote conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representations, certifications, qualifications and all other information required by this solicitation. It is the Government’s intent to evaluate quotes and award a contract without discussions. Therefore, the offerors initial quote should contain the offerors best terms from a price, and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer (CO) later determines them to be necessary. The Government will rank quotes based on an initial assessment of offerors total evaluated prices, followed by a full evaluation of Price Reasonableness and Technical Acceptability as follows:

A. Price Factor: The Government will rank all quotes by the initial quoted total evaluated price, from lowest to highest. An offerors quoted, estimated price will be determined by multiplying the estimated quantities identified in the Bid Schedule by the quoted unit price for each CLIN resulting in the Total Evaluated Price.

The contract will be for the period of 28 June 2016 – 30 September 2017.

B. Technical Factor: The Government will evaluate quotes for technical acceptability. All technical criteria must be rated “Acceptable” to be considered Technically Acceptable. Only those quotes determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. If award is made without discussions, quote revisions will not be permitted. Offerors are advised that their initial submission should be their best effort. The failure of a quote to meet any or all of the technical criteria will result in a technically unacceptable rating and preclude award in the absence of discussions.

(1) The technical factor will receive one of the ratings listed below:

Acceptable – Quote clearly meets the minimum requirements of the solicitation.

Unacceptable: The quote does not clearly meet the minimum requirements of the solicitation.

(2) The technical quote will be evaluated for the following technical sub factors:

a. Must possess USDA Class 1 Registration for transportation of live animals.

b. Documentation of caged enclosure that is IAW AAALAC(i) standards.

c. Description of ground vehicle being used for transportation.

The standard for sub factors has been met when: The Offeror adequately demonstrates a sound, comprehensive, realistic, effective, and efficient technical and management approach to provide and manage the appropriate qualified workforce to achieve consistent and efficient operations in accordance with the entire scope of the requirements of the SOW.

NOTE: For the technical quote to be rated as acceptable, all technical sub factors must be rated acceptable. If any technical sub factor is rated below acceptable the overall quote will receive the rating of the lowest rated technical sub factor. Only technically acceptable quotes are eligible for award.

C. Price Evaluation: The Government will conduct a price evaluation of the lowest priced technically

“Acceptable” offer, to determine if quoted prices are fair and reasonable.

D. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government intends to award without discussions. However, the government reserves the right to conduct discussions if deemed in its best interest.

4. Bid Schedule. The contractor will be required to begin performance NLT 28 June 2016. Contract Line Item (CLIN) pricing structure in the Bid Schedule (Attachment 2) is based on a Firm-Fixed Price contract for the period of performance specified for the CLIN in the Bid Schedule. The period of performance is 28 June 2016 – 30 September 2017.

5. Complete Attachment #2, Bid Schedule. Contractors are required to fill in the unit price for the CLIN identified in the Bid Schedule. Failure to fill in all spaces for unit and total CLIN price in the Bid Schedule will render the quote unacceptable and the Government will not consider the quote for award, in the absence of discussions. The Bid Schedule Spreadsheet is not to be altered except for filling in the unit cost quoted for the CLIN. Extended totals will be automatically calculated by the spreadsheet. Since the Government intends to award without discussions, contractors are encouraged to offer their most advantageous pricing in with their response. Failure to comply with instructions will render the quote unacceptable and ineligible for award in the absence of discussions.

6. Response to RFQ. Vendors shall respond to this RFQ via email to gage.asper@us.af.mil, by 06 June 2016, 4:30PM Central Standard Time (CST). Any quote, modification, revision of a quote received in the above specified email inbox address after the exact time specified for receipt of quote is “late” and will not be considered unless it was the only quote received.

7. Questions. All questions regarding the RFQ package must be submitted by 02 June 2016, 12:00PM Central Standard Time (CST).

8. Terms, conditions, and requirements unique to DoD or the Air Force. Attachment #3 identifies the provisions and clauses that will be included in the resultant Purchase Order.

9. Notice to Offeror: The Government reserves the right to cancel this RFQ, either before or after the closing date.

In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
