THIS IS A SOURCES SOUGHT NOTICE ONLY

THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL

This request for information sources sought is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of acquisition. The intent of this sources sought synopsis is to identify commercially available sources for a competitive Firm-Fixed

Price (FFP) contract for Student Activity Center IT Equipment Maintenance services to be performed at Joint Base San Antonio (JBSA) Fort Sam Houston, TX.

Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a sole source contract to Tel-Star Technologies is in its best interest. The contemplated contract is for preventative maintenance services for a state of the art Student Activity Center that supports the

Medical Education Training Campus (METC) students. The facility has a $2M Audio/Visual/Computer

Network which consists of a state of the art entertainment system featuring six 70” gaming monitors each capable of in-house or online gaming in 3 different formats; fifty 50” TV/monitors inside and outside the building, a 60 person HD mini-theater with a Bose sound system and a digital video server, an 86 computer station business hub operated on a .com network, a nightclub with a high tech DJ booth, high quality sound, multiple types of theatrical quality lighting, Bose speakers, and text and tweet capabilities to the dance floor video screens: all operated by a “control center” that relies on a network of routers, hubs and switches. The core of the AV system is a Crestron platform with several integration prongs into other sub-systems. The core of the Network is a Barracuda platform with integration for Wi-Fi and

Business Center PC software. All the systems were customized to work together as a single proprietary system designed by Tel-Star. The NAICS Code is 811211, Consumer Electronics Repair and

Maintenance. The duration of the contract is anticipated to be for one year (base) plus four (4) option years. A response to this sources sought synopsis will not be considered an adequate response to any forthcoming solicitation announcement.

Please see the attached Draft Performance Work Statement (PWS). A final PWS will be issued at the time of solicitation (Date: tentatively March 2015) with contract performance to tentatively begin 1 April

2015. Potential offerors are encouraged to provide feedback on the Draft PWS content. The government may not respond to or publish comments, resulting actions, changes, etc; however, the draft PWS may or may not be revised based on feedback provided. The government does not expect significant changes to the draft PWS published. Potential offerors are cautioned that quotations must be based on the actual

RFQ, once posted, and not posted draft documents.

SUBMISSION REQUIREMENTS: It is imperative that business concerns responding to this Sources

Sought articulate their capabilities clearly and adequately. Interested sources shall submit a brief capabilities statement (no more than 5 pages in length (front & back), single-spaced, 12-point font minimum) demonstrating their ability to perform the requested services. This documentation shall address, at a minimum, the following: 1) Written narrative of the company’s technical expertise and capability, presented in sufficient detail for the Government to determine that the company possesses the necessary expertise and experience to compete for this acquisition of Preventative Maintenance services for the custom state of the art entertainment system located on Joint Base San Antonio, Fort Sam

Houston, TX; 2) Company size in relation to the applicable North American Industry Classification

System code (NAICS) 811211, and Commercial and Government Entity (CAGE) Code; 3) The socioeconomic status of the company; 4) Demonstrate the company has adequate financial resources to perform this requirement or the ability to obtain financial resources to perform this requirement; and 5)

Point of Contact information to include name, email address, and telephone number.

The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this notice will not be returned. Respondents will not be notified of the result of the review. Be advised that the Government will not pay for any information or administrative costs incurred to this sources sought. All costs associated with this sources sought will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response from this sources sought.

Failure to respond to this notice does not preclude participation in any future associated RFQ that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website:

www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information.

All submissions must be received no later than 11:00 am Central Standard Time (CST) on
