About this file

This is a Notice of Intent to Award a Sole Source Blanket Purchase Agreement Extension issued by the 81st Contracting Squadron at Keesler Air Force Base for the procurement of specialized Overseas Contingency Operations (OCO) deployment gear and clothing. The 3-month bridge extension to BPA FA301021A0010 is scheduled from June 11, 2026 to August 31, 2026 and will be awarded on a sole-source, firm-fixed-price basis to the incumbent contractor.

The requirement encompasses specialized military uniforms, Operational Camouflage Pattern (OCP) items, severe weather gear, boots, and tactical equipment mandated for deployment in accordance with Air Force Instruction 36-2903 and specific combatant command reporting instructions. The Government justifies the sole-source award under FAR 6.302-5 (authorized or required by statute) and FAR 8.7 (AbilityOne Program), as a significant portion of required items are on the AbilityOne Procurement List and must be fulfilled through an authorized AbilityOne agency. The incumbent is the sole local authorized AbilityOne provider and possesses critical logistical capabilities to consolidate AbilityOne items with other specified gear into rapid-response deployment kits—capabilities market research confirms no other supplier can match. The contract is classified under NAICS code 315990 (Apparel Accessories and Other Apparel Manufacturing), PSC code 8415 (Clothing, Special Purpose), with a 600-employee size standard. Interested parties may submit responses demonstrating clear and convincing evidence that competition would be advantageous to the Government. Contact Rachel Davis, Contracting Officer, at 228-377-1851 for questions.

Notice of Intent to Award a Sole Source Blanket Purchase Agreement Extension

Subject: Notice of Intent to Award a Sole Source Extension for Overseas Contingency Operations (OCO) Deployment Gear and Clothing

The 81st Contracting Squadron, Keesler AFB, hereby provides notice of its intent to award a sole-source, firm-fixed-price ordering period extension to Blanket Purchase Agreement (BPA) FA301021A0010. This extension is for the uninterrupted, rapid procurement of specialized OCO deployment gear, uniforms, and clothing.

This notice of intent is not a request for competitive proposals.

The Government’s determination to solicit from a single source is made in accordance with Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by statute," and FAR 8.7, "Acquisition from Nonprofit Agencies Employing People Who Are Blind or Severely Disabled" (the AbilityOne Program). An approved Justification for Other Than Full and Open Competition is attached for reference.

The basis for this sole-source determination rests on the following unique and combined requirements, which no other known source can satisfy:

Mandatory Source Requirement: A significant portion of the required items are on the AbilityOne Procurement List (PL). In accordance with FAR Subpart 8.7, fulfillment of these items is mandatory through an authorized AbilityOne agency. The incumbent is the local authorized AbilityOne provider for these PL items.

Specialized Logistical Capability: The requirement demands more than standard retail supply.

The vendor must possess the proven logistical capability to consolidate both the mandatory AbilityOne items and all other specified gear into cohesive, rapid-response deployment "kits."

This "kitting" capability is critical for supporting short-notice, urgent deployment taskings.

Strict Regulatory Compliance: All items must strictly adhere to Air Force Instruction (AFI) 36- 2903 (Dress and Personal Appearance of Air Force Personnel) and meet the specialized environmental and tactical standards dictated by combatant command Reporting Instructions (RIs) for the specific contingency theater.

Market research confirms the unique position of the incumbent. While other suppliers of military clothing were contacted, they affirmed their inability to meet the mandatory AbilityOne requirement combined with the critical kitting and rapid-response logistics. Consequently, only the incumbent is capable of meeting the full scope of this requirement without causing unacceptable delays and mission degradation.

3. REQUIREMENT DETAILS

Description: The requirement encompasses a range of specialized military uniforms, Operational Camouflage Pattern (OCP) items, severe weather gear, boots, and tactical equipment mandated for deployment.

Period of Performance: The bridge contract extension is estimated to be from 11 June 2026 to 31 August 2026.

NAICS Code: 315990 (Apparel Accessories and Other Apparel Manufacturing)

Size Standard: 600 employees

PSC Code: 8415 (Clothing, Special Purpose)

4. SUBMISSION OF INFORMATION

Interested parties who believe they can satisfy the entirety of the requirements described herein may identify their interest and capability by responding to this notice. This is not a request for proposal, and the Government does not intend to pay for any information received. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Questions concerning this notice can be addressed to the attention of Rachel Davis at 228-377- 1851.
