Questions & Answers

1. During the site visit it was mentioned that the government does not have current floor plans for the buildings where new fire alarm systems are to be installed. The government has provided some drawings that are not current (some as old as 1969). The provided drawings are not necessarily fire alarm plans. Some drawings are hand drawn building outlines only which are

“not to scale” nor do they provide any dimensions. Will the government be providing current editable floor plans for use in generating a set of design build drawings?

Answer: No, see SOW 3.2.4 Provide and Install B.

2. The contractor will need a set of current editable scale floor plan drawings for each building requiring a new design build fire alarm system. Will the government be requiring the contractor to hire an architectural firm to reconstruct a set of editable drawings for each building that will require a new design build fire alarm system?

Answer: See question 1.

3. During the site visit it was mentioned that the existing foam systems will not be interconnected to the new fire alarm system to be installed, because the system is due to be demolished.

Please confirm if this is correct.

Answer: Confirmed. There is currently an active project to remove the foam systems.

4. During the site visit it was mentioned that the existing IR detectors in the hangar will remain in place and just tied into the new fire alarm system. Please confirm if this is correct.

Answer: They can be used if they are compatible with the new system being installed. Refer to SOW

3.2.4 Provide and Install section B.

5. During the site visit it was mentioned that the conduit need not be painted red. Please advise if

“red” banding is acceptable.

Answer: See SOW 3.2.4 and current UFC 3‐600‐01.

6. During the visit it was mentioned that some areas require clearances to enter. What will be the government requirements for working in these areas?

Answer: The Government will provide escorts as needed.

7. Will the government be providing escorts for areas that need clearances?

Answer: Refer to question 6.

8. During the site visit it was mentioned that a vault will possibly need an audio/visual device and an initiation device installed within the vault. Is this work to be done by the contractor or be completed via an open work order prior to start of project?

Answer: The work shall be done by the contractor. See SOW 3.2.4 Provide and Install section B.

9. Will the current base maintenance contractor for axillary systems (i.e. sound systems, HVAC, Access Control, air sampling, special hazard suppression systems, sprinkler, etc.) be responsible for tying into the new fire alarm system to be installed?

Answer: It is the contractor’s responsibility to deliver a complete and usable system. The contractor is responsible for tying them into the new fire alarm system.

10. Some buildings that require a fire alarm panel upgrade are still using the old BT2 Monaco transceivers. Will the contractor be required to upgrade the BT2 transceivers to BTX transceivers?

Answer: Yes, per SOW 3.2.4.

11. What facilities will be required to have explosion proof devices and installation?

Answer: See SOW 3.2.4 and UFCs .

12. The SOW states that the contractor shall furnish all equipment, labor, supervision, and materials necessary to provide and install new fire alarm panels for B7420, B408, B416, B422, B4001, B6902 for Keesler AFB., provide and install (3) new duress buttons in B6801, and provide and install (3) additional horns in the B4414 Fuel Storage area. Will these buildings need to be brought up to current code requirements?

Answer: Yes, see SOW 3.2.4.

13. The SOW states that the contractor shall furnish all equipment, labor, supervision, and materials necessary to provide and install new fire alarm panels for B7420, B408, B416, B422, B4001, B6902 for Keesler AFB., provide and install (3) new duress buttons in B6801, and provide and install (3) additional horns in the B4414 Fuel Storage area. Please confirm that this work will not need drawings to be submitted?

Answer: Shop drawings for new fire alarm panels, horns, and duress buttons are required to be submitted.

14. The SOW states that the contractor shall furnish all equipment, labor, supervision, and materials necessary to provide and install (3) new duress buttons in B6801. Can the government provide the make and model number of the security system the new duress buttons will be added too?

Answer: Siemens, XLS Fire Finder System.

15. UFC requires the installation be completed by NICET II (or better) fire alarm technicians. Will the government be requiring NICET technicians for installation of the fire alarm systems?

Answer: Yes, Per SOW 3.2.4.

16. Will the government be requiring the project manager/superintendent to have a current NICET

IV fire alarm certification.

Answer: No, the project manager/superintendent does not have to have a current NICET IV fire alarm certification.

17. Will the government be requiring factory trained Monaco technicians to replace the Monaco fire alarm panels?

Answer: No, however the technicians will have to be NICET certified.

18. Each base has different preferences on whether to use an exit‐sign style enclosure with the message “Announcement” or “Evacuate” being back‐lighted when lit for notification or the use an LED Array style enclosure with the ability to display pre‐programmed messages. What type of textual mass notification signs will the government be requiring for this project?

Answer: They are not required for this project.

19. Are all buildings to be brought up to IFC Code? Replacing fire alarm panel will not do that.

Answer: Per SOW 1.0 the panels shall replace obsolete Monaco M1 panels and allow for communications on the Monaco 7000 network. Also, see SOW 3.2.4.

20. What are the make and model of the existing Fire Alarm panels?

Answer: Images of the panels to be replaced (at the panel only locations) were posted to SAM.gov on 17 August 2023.

21. If using As‐Built drawings, will Local Operator Consoles be required?

Answer: See SOW 3.2.4.

22. If using As‐Built drawings, will Local Text Message Displays at means of egress be required?

Answer: See SOW 3.2.4

23. If using As‐Built drawings, will Alert vs Fire signaling devices be required?

Answer: Yes, see SOW 3.2.4

24. What are the requirements for reporting to the fire department? Some examples listed below:

a. Pull stations

b. Smoke / Heat detectors

c. Duct detectors

d. Water Flow detection

e. Sprinkler supervisory

f. FACP trouble

Answer: See SOW 3.2.4

25. Will a voice system be required in the building?

Answer: Yes, per SOW 3.2.4

26. Will we be required to meet United Facilities Criteria (UFC) 4‐021‐01 in all facilities?

Answer: See SOW 3.2.4 B

27. Are new fire alarm systems to be wired in a class A configuration?

Answer: No, the new fire alarm systems are to be wired in Class B configuration per UFC 3‐600‐01.

28. Can another walkthrough be scheduled to look at all facilities?

Answer: Unfortunately, no.

29. Can there be an extension for the request for pricing?

Answer: Yes, please see Amendment 0002 for extended proposal submission deadline.

30. What buildings do you have CAD file on?

Answer: None, see SOW 3.2.1.

31. Are there any buildings where we will need to paint to match existing? If so, please call them out?

Answer: See SOW 3.2.4 B item 8.

32. What buildings cannot be worked during normal work hours?

Answer: All buildings can be worked on during normal work hours.

33. What is KAFB requirements for fire watch? (basic duties, one person, one per floor, etc)

Answer: One person per floor of the building conducting roaming checks to ensure no fire is present.

34. Will we be required to have fire watch on panels that have been disabled previous to work beginning?

Answer: No, if the panel has been disabled before contract award the contractor does not have to provide a fire watch. If during construction the active panel goes down, the contractor will be responsible for a fire watch per SOW 3.2.4.

35. Where panels are inactive does the new system have to be complete before demo can be done?

Answer: No, demo can be done while the new panel is being installed.

36. Who will be the AHJ for the project?

Answer: 81 CE, 81 CONS, Akima, HDR, and Keesler Fire Department.

37. UFC requirements for both Fire Alarm and MNS systems in general permit circuits to be Class B unless otherwise required by the AHJ. Please clarify which wiring method will be required.

Answer: Class B per UFC 3‐600‐01 9‐18.9.1.

38. Is there a WIDE AREA MNS to be integrated with or are all new systems to operate as stand‐ alone MNS systems?

Answer: New systems are to operate as stand‐alone MNS systems.

39. Do any of the buildings require integration into a smoke control system?

Answer: Yes, see SOW 3.2.4.

40. Is it the intent of this solicitation to keep the existing releasing panels in place for fire detection and releasing in areas with pre‐action/foam systems and only monitor them with the new fire alarm systems?

Answer: See SOW 1.0 and 3.2.4

41. In the hangers, will replacement of IR detectors be part of the Fire Alarm replacement scope or is it the intent to reuse existing?

Answer: See SOW 3.2.4

42. Can you provide the latest fire alarm inspection reports for each of the buildings listed on the solicitation?

Answer: Yes. Can be provided at Pre‐Construc on Mee ng.

43. Is it the intent of this solicitation to install mass notification in the buildings with the scope of

Panel Replacement only?

Answer: No, See SOW 1.0 and 3.2.4.

44. Will the winning contractor need to provide storage container(s) and dumpster(s)?

Answer: Per SOW 3.2.6 and 3.5, the contractor is responsible for proper storage of all material until installation.

45. Will the winning contractor need to provide a mobile office trailer?

Answer: The Government does not require one.
