Questions/Answers PRK
1. In Section 1.8 of the PWS, the Government states “Warfighter Optometrist and Clinic
Manager are required to attend Military Refractive Safety and Standards Symposium
(MRSSS). Potential conferences attendance are to be discussed at a minimum two months prior to the event with the FREDs to allow for travel request completion and submission to the 81st Contracting Squadron POC for approval.” Can the Government please clarify the frequency of these conferences?
A. As of present, Military Refractive Safety and Standards Symposium (MRSSS) occurs once every year.
2. Can the government please provide the contract number for the incumbent contract for these services?
A. Leading Edge Enterprises, LLC: FA301016C0022
3. Are all positions currently filled?
A. All positions are currently filled.
4. Can the Government provide the average length of current employment for incumbent staff?
A. The government cannot calculate the average length of current employment for incumbent staff.
5. Is orientation billable?
A. Yes.
6. Can the Government disclose why these services are not being procured under DHA’s
MQS vehicle?
A. These services have been approved for procurement under 8(a) Business
Development Program.
7. If offerors are relying on an existing CPARS to prove past performance, should offerors submit a copy of the CPARS with submission or will the Government look those up independently?
A. If there is specific past performance the offeror would like considered, the offeror need only identify via Attachment 3 whether or not a CPAR is available, along with other requested information on Attachment 3.
8. Is there an incumbent contractor?
A. See question 2.
9. Is the clinic manager considered administrative or medical/technical?
A. Clinic manager requirements are listed in Attachment 1 – Performance Work
Statement. Personnel shall meet minimum qualifications listed.
10. If the optometrist position is open, will KAMC authorize interim work clearance for a credentialed and cleared candidate who does not have a MS license but has a license without restrictions from another state, while he/she gets the MS licensure?
A. No, they must be fully credentialed and privileged before start of work
11. If CPARS is available for a past performance, would the government like for it to be included in the Past Performance section of the solicitation, or just include by reference?
A. See question 7.
12. Can the government confirm that the proposal should be submitted in only one volume?
If not, please advise how the volumes should be arranged.
A. There is no specific template for submittal (e.g. volume I, II, III). Offeror shall follow instructions at Addendum to 52.212-1.
13. Does the government have any specific requests that offerors are required to address in the technical volume?
A. No.
14. Is there a current incumbent? If so are all the positions filled?
A. See question 2.
15. Can the government include virtual meetings (in addition to on-site meeting outlined in the PWS) between the contractor and the CO, CA, and FSM?
A. Yes.
16. Will the government accept previously filled PPQs from the offerors?
A. Previously filled PPQs will not be accepted.
17. Are there any font size and style requierments for the proposal?
A. No font size requirement.
18. Actual work hours will be scheduled by the Flight Commander/Operations Officer to correspond to the needs of the department, duty days will not exceed 8 hours per day and will not exceed 40 hours per two-week period." When we divide the hours in the price schedule by 50 weeks, we get 40 hours per week per two-week period. Can you please clarify what you mean by the statement in the PWS?
A. Please review PWS Sections 1.9.3.2. and 1.9.3.3. employees will be on schedule to work
8 hours between the hours listed in these sections and the Government will direct the actual hours.
19. Will the government provides the names of Incumbent personnel following the award?
A. Names of incumbent personnel can be provided following award.
20. Please consider extending the deadline for receipt of proposals by at least two weeks, as many Past Performance references are not immediately available within this narrow window to respond in the absence of advance notice, especially because we did not see locate either a Sources Sought or Pre-solicitation notice.
A. There is currently no adjustment to the proposal deadline. Please see amendment 1 for adjusted due date for Past Performance Questionnaires.
21. "Para. 52.219.14 ""Limitations on Subcontracting: (c) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern."" We understand that with recent changes to SBA rules, the 50% rules may be satisfied by the contractor on its own, or collectively by the 8(a) contractor plus similarly situated contractors; in this instance, by an 8(a) prime, plus one or more 8(a) firms. Please advise."
A. The government is required to use this clause in all small business solicitations and contracts as applicable.
