Cardiovascular Center Staffing

Questions and Answers

Question 1: Can the Government provide a detailed explanation on what defines “Substantial Confidence”? Currently, the solicitation only defines Recent and Relevancy.

A: The Government evaluates confidence ratings based on recency and relevancy of performance provided as well as information available through CPARS. An explanation as to how the Government reaches “Substantial Confidence” can be found at Table 5 here:

Question 2: In reference to, “f. If a teaming arrangement or JV is proposed, the offerors shall provide complete information as to the arrangement, including any relevant and recent past/present performance information on previous teaming or JVs with same partner.” Will the Government accept a contractor proposing a JV and providing past performance from its managing partners versus past performance in the name of the JV?

A: The Government will evaluate past performance for each entity. Offerors should provide recent past/present performance for all proposed entities if possible and identify the percentage of work performed as applicable.

Question 3: Can the Government confirm that Picture Archiving and Communications System (PACS) Administrator and Nurse Practitioner are not subject to the Service Contract Act (SCA)?

A: Yes.

Question 4: Is this new or existing requirement and if there is any incumbent contractor there if this is existing requirement?

A: This is a new requirement.

Question 5: In PWS at multiple places especially with RN and NP‐ it stated active, full, and unrestricted nursing/nurse practitioner license within the jurisdiction in which the MTF is located is required.

Wouldn’t it any state license accepted, if work is being performed at Air Force Facility?

A: No, as a Non‐Personal Services requirement the license must be a MS license.

Question 6: For Solicitation response, can you please let us know page limits for technical if required? If technical proposal required, please give us instructions what should be included (e.g recruitment/staffing plan, retentions, Quality analysis, phase in plan, etc).

A: Detailed instructions on what is required to be submitted can be found in the solicitation Instructions to Offerors.

Question: 7: Are there any incumbent personnel on the current contract?

A: No, this is a new requirement.

Question 8: If there are incumbent personnel on the current contract, will the Government please identify which positions have incumbent personnel?

A: This is a new requirement.

Question 9: Regarding 52.237‐7 Indemnification and Medical Liability Insurance – If a subcontractor is not performing any of the personal service labor categories, do they have to have Medical Malpractice insurance also?

A: Reference 52.237‐7(f). If the subcontractor is responsible for a position requiring coverage then it will need to provide insurance. If all positions requiring coverage are covered by the prime, that is sufficient.

Question 10: Can the Government confirm if all listed positions are currently filled? If not, can the Government please provide the ones that are not currently filled?

A: None are currently filled.

Question 11: Can the Government please provide how long it takes to credential an employee from the time a packet is submitted?

A: On average of 30 days, once a complete package is submitted and accepted.

Question 12: Who is the Cardiologist on staff? Are they active duty?

A: Three Active Duty Military, One Reserve Military, and One civilian cardiologist are currently on staff.

Question 13: Can you please provide the incumbent contractor and contract #?

A: This is a new requirement.

Question 14: Are there currently any open positions?

A: All positions are open.

Question 15: Is this a new requirement or existing?

A: This is a new requirement.

Question 16: If existing, what is the incumbent name and contract number?

A: This is a new requirement

Question 17: If this is a new requirement, is this a combination of previously existing individual contracts combined for this new requirement?

A: No, this is a new requirement.

Question 18: If previously existing individual contract were combined, what is the contract number, the contract value, and the name of the incumbents for each contract.

A: This is a new requirement.

Question 19: Were these contracts solicited as non‐personal service or personal service contracts?

A: This solicitation was solicited for a non‐personal service contract.

Question 20: Are there incumbents for each of the positions solicited under this new requirement?

A: No, this is a new requirement.

Question 21: How long has each of the incumbent being in this position?

A: No incumbents, this is a new requirement.

Question 22: What position has no incumbents?

A: No incumbents, this is a new requirement.

Question 23: Medical Insurance Liability (Solicitation Page 53) states: (c) Liability insurance may be on either an occurrences basis or on a claims‐made basis. If the policy is on a claims‐made basis, an extended reporting endorsement (tail) for a period of not less than 3 years after the end of the contract term must also be provided.

Will the government clarify that an extended reporting endorsement for policy on a Claims‐Made basis is only required from the contractor if the medical liability insurance is canceled or no longer in effect?

Since extended reporting periods are not offered or endorsed while coverage is still in force.

A: Per FAR 52.237‐7(d) – If the policy is on a claims‐made basis, evidence of an extended reporting endorsement shall be provided to the Contracting Officer prior to the expiration of the contract, if not furnished prior to commencement. Final payment under the contract shall be withheld until evidence of extended reporting endorsement (tail) is provided.

Question 24: Will the government provide the list of other clinicians/professionals who are currently working or will be working with contractor personnel at the Cardiovascular Center?

A: No, this is a new requirement.

Question 25: Which of these other positions are contract positions?

A: N/A

Question 26: Are these other positions non‐personal or personal services?

A: N/A

Question 27: Which of these positions will the cardiovascular staffing contractor employee report to or be taking clinical orders by virtue of their position or privileges?

A: By virtue of their positions, they will be report to the cardiopulmonary flight commander and will be taking clinical orders from any of the privileged providers outlined above.

Question 28: Since the contractor employees will be required to take clinical orders (e.g., Cardiologist) from other personnel that is not contractor employees, what process doe the government has in place to immune contractor employee from liability resulting from executing orders or directives from other clinicians that are not contractor employee or a superior Government employee by virtue of their position/clinical privileges?

A: There is no immunity.

Question 29: Will the Government consider adding the cardiovascular center cardiologist to this requirement?

A: No
