Section A: General Contract Information

Contracting Activity: 81 CONS

Project/Program Name: AT Coach Software Licenses and Hardware.

Purchase Request/Identification Number: F2J5438254AW02

Section B: Description of the Supplies/Services Required

The 334 Training Squadron (334 TRS) requests sole source procurement to purchase a continuation of the annual maintenance contract for eight ATCoach software licenses, eight ATSpeak software licenses and two ATView software licenses, RADAR site specific database, ATCoach hardware and ATCoach product training and installation (ATSpeak and ATCoach GE).

Section C: Justification for Soliciting from a Single Source or Brand Name

UFA Inc. is the sole source for this requirement. The ATCoach, ATView and ATSpeak RADAR software/license programs are solely designed by UFA; no third party vendor(s) have authority to modify, build, distribute or maintain any of UFA's software/licenses. UFA's software is used to teach Air Traffic Control (ATC) fundamentals, phraseology, along with performance simulation training in RADAR.

These features enable instructors to conduct real world simulation satisfying Specialty Training Standards(STS) for RADAR objective's 5.21, 5.23, 7.6, 7.7, 7.17, 7.20, 7.21, 7.71, 7.74, 7.85, 7.104, 7.105, 7.109, 7.114, 7.123, 7.124, 7.129, 7.144, 7. l45 using cloud based technologies to run tailorable, computer voice recognition generated ATC training solutions via mobile platform. IAW FAR 6.302, the statuto1y authority permitting other than full and open competition for this acquisition is 10 USC 2304(c), the 334 TRS has performed telephone/telecom market research with the following three vendors (Booz Allen Hamilton, ADACEL and Air Traffic Simulation Inc.) who provide ATC Simulation Systems; however, none are able to provide supportive maintenance(Source Code required) for existing UFA software and licensing in the 334 TRS. If source code software updates and license supportive maintenance upgrades are not purchased, we cannot continue teaching the most current operationally relevant ATC RADAR material. Most changes are due to increased flight safety, making it imperative we train the most current FAA rules, regulations and procedures. Not having this requested maintenance contract will stop all FAA updates associated with the UFA Inc. training software.

Section D: Efforts to Obtain Competition

Market research was conducted with the following three vendors (Booz Allen Hamilton, ADACEL and Air Traffic Simulation Inc.) who provide ATC Simulation Systems; however, none are able to provide supportive maintenance(Source Code required) for existing UFA software and licensing in the 334 TRS. If source code software updates and license supportive maintenance upgrades are not purchased, the government cannot continue teaching the most current operationally relevant ATC RADAR material. Most changes are due to increased flight safety, making it imperative the government train the most current FAA rules, regulations and procedures. Not having this requested maintenance contract will stop all FAA updates associated with the UFA Inc. training software.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 334 TRS will continue to review other vendors emerging on the market to determine if they provide comparable item(s) and services.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
