PERFORMANCE WORK STATEMENT (PWS)

Catholic Religious Education (RE) Coordinator

Current as of 8 November 2017

1. Contract Position Title. Catholic Religious Education Coordinator.

2. Minimum standards of education, qualification, experience.

2.1. Contractor must have:

2.1.1. Have or able to receive the Basic Catechist Certificate issued by the Archdiocese for the Military Services (AMS), USA within 75 days of contract start date.

2.1.2. A Master’s Degree in Theology, Master’s Degree Religious Studies or Advanced

Certificate in Catechesis preferred.

2.1.2.1. Coordinators of Religious Education who have not earned a Master’s Degree in

Theology or Religious Studies are required to pursue an advanced certificate in catechesis. (Catholic Priest-Chaplain can request funds required to pay for training per

AFI 52-105.

2.1.3. Provide resume and evidence/portfolio to show a minimum one (1) years’ experience in the Family Faith Assessment Program, teaching, coordinating or directing a Religious

Education program in a chapel/church setting.

2.1.4. Furnish a resume including academic and work related experience.

2.1.4.1 Give evidence of skill in the use of computers and associated software via previous experiences, work history, or volunteer history.

2.1.5. The ability to work with HC staff and volunteers to plan, implement and evaluate religious education goals and objectives.

2.1.6. The ability to communicate effectively in spoken and written English.

2.1.7. The ability to effectively accomplish assigned tasks with minimal oversite.

3. Program Requirements and Responsibilities include but are not limited to:

3.1. Follow the guidelines set forth by the AMS and Air Force Chaplain Corps.

3.1.1. Religious Education Coordinator (Coordinator of Religious Education) manages day to day operations of the religious education program and responsible to the oversite of the Director of

Religious Education (DRE) who is the Senior Catholic Priest-Chaplain.

3.2. Open and secure the chapel building and other facilities used for Catholic Religious Education activities, as required.

3.3. Coordinate Religious Education (RE) classes

3.3.1. Recruit and provide training requirements for volunteer catechist.

3.3.2 Maintain RE volunteer roster and email program changes as required.

3.3.2. Coordinate all religious education support requirements with the Catholic Priest-Chaplain or designee in his absence.

3.3.3. Provide orientation for religious education volunteers on facilities, funding, policies, and available resources.

3.3.4. Ensure volunteers are aware of local safety requirements and procedures.

3.3.5. Schedule volunteers to support Catholic RE programs.

3.3.6. Visit each class at least once each month or as requested by the volunteer catechist.

3.7. Assist the Catholic Priest-Chaplain with Religious Education needs in relation to Baptism, First

Reconciliation, First Holy Communion and Confirmation, as required.

3.7.1. Ensure all pre-requisite requirements of parishioners are met prior to receiving the

Sacraments.

3.7.2. Coordinate all Sacramental records with the AMS, other dioceses, as required by Law (cc, 895; 535, 2).

3.7.3. Coordinate and file sacramental records as required by the AMS.

3.8. In consultation with the Catholic Priest-Chaplain, develop an annual Religious Education calendar of events, and utilize annual religious education curriculum as directed by the United States Conference of

Catholic Bishops (USCCB) Conformity List, and submit to the Wing Chaplain in accordance with local operating instructions.

3.9. Maintain a stock of Catholic parish reproduction needs (publicity materials, bulletin stock, newsletters, etc.).

3.10. Submit APF/CTOF Fund Requests as required in accordance with local procedures for purchase of resources and materials needed to perform RE duties.

3.10.1. All requests for RE materials must be pre-approved prior to purchase.

3.10.1.1. Coordinate requests for indirect mission requirements with the Catholic Priest-

Chaplain and Keesler CTOF (Chapel Tithe and Offering Fund) account manager.

3.10.1.2. Coordinate requests for direct mission requirements with Catholic Priest-

Chaplain and route in accordance with local operating instructions.

3.10.2. Project RE curriculum and material requirements.

3.10.2.1 Submit APF/CTOF funds requests with sufficient time for processing.

3.11. Maintain stock of expendable supplies and procure supplies as needed for the RE program.

3.12. Maintains a record of enrollments and attendance.

3.12.1. Submit statistical data of RE program attendance to the Catholic Priest-Chaplain within three (3) duty days for AFCCARS.

3.12.2. Provide RE program data to AMS Faith Formation Director

3.12.3. Provide RE program data to AMS Vice-Chancellor for Evangelization.

3.13. Prepare weekly documents

3.14.1. Print bulletins as related to Religious Education.

3.14.3. Print Catholic parish announcements and Holy Days of Obligation as related to Religious

Education.

3.14. Coordinate annual Christmas Nativity play in relation to Religious Education.

3.15. Plan and direct Advent and Lenten Special Events and services to educate families and the entire

Catholic community concerning the Catholic faith.

3.16. Attend monthly parish council meetings or special parish council meetings, as requested by Catholic

Priest-Chaplain.

3.17. Attend semi-annual Chapel Financial Working Group (CFWG) meetings, as required.

3.19. Coordinate and communicate RE opportunities/programs with outside organizations (other base chapels, churches, etc.), as required.

3.20. In coordination with the Catholic Priest-Chaplain, assist with the annual AMS Bishop’s visit for

Catholic confirmation.

3.21. Comply with Air Force Instructions (AFI) and local Operating Instructions (OI) that apply to this position.

3.2.2. Chaplain Corps AFIs are located at http://www.e-publishing.af.mil/. Under the Product Index click on “Departmental” and then “52-Chaplain.”

3.2.3. Local chapel OIs will be provided to contractor upon initial award of contract, whenever OIs are updated, and upon request by the contractor.

4. Pluralistic Environment

4.1. The environment in which this contract is implemented is a religiously pluralistic and sensitive arena of numerous faith group and denominational traditions. The contractor accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the

Department of the Air Force and the Air Force Chaplain Corps. Activities and behavior to the contrary are viewed as grounds for contract termination.

4.2. Required to interface well within the pluralistic atmosphere of the Air Force Chaplaincy. Maintain healthy, functional interpersonal relationships with staff and parishioners, and also maintain professional standards of conduct and public decorum.

5. Background checks

5.1. A criminal history background check must be initiated and completed for all contractors, contractor substitutes, and program volunteers working with children under 18 years of age.

5.2. If awarded the contract, the contractor shall immediately submit a background check application to the Contract Monitor, or designee, in accordance with Department of Defense Instruction (DoDI) 1402.5, Criminal History Background Checks.

5.3. Contractor will ensure that all program volunteers, and contractor substitutes, working with children under 18 years of age, submit a background check application to the Contract Monitor, or designee, in accordance with Department of Defense Instruction (DoDI) 1402.5, Criminal History Background

Checks.

5.3.1. While awaiting the background check results, all program volunteers, or contractor substitutes, working with children less than 18 years of age, must remain within line of site of another contractor, staff member, or volunteer who has an approved background check on file.

6. Dates, times, and performance location(s).

6.1. Minimum of 25 hours per week and a maximum of 30 hours per week.

6.1.1. Maintain a presence during RE classes.

6.1.1.1. Arrive at least 30 minutes prior to the start of RE classes.

6.1.1.2. Establish office hours to meet the needs of the Catholic Religious Education

Program as directed by the Senior Catholic Priest-Chaplain.

7. List of organization-furnished workspace, supplies and equipment.

7.1. The contractor will be provided access to an office space with desk, chair, computer, printer, filing cabinet, bookcases, phone, expendable office supplies and other items deemed necessary to perform services described in this PWS.

7.2. Government owned furniture, computers, instruments, sound equipment, supplies, etc. will not be moved without the express permission of an active duty Chaplain or Chaplain Assistant.

7.3. The contractor is accountable for the security and cleanliness of all facilities utilized in conjunction with their scheduled programs.

7.3. Due to limited resources and space, the Contractor may be required to share a workspace with other

Contractors.

8. Standards of Dress:

8.1. The contractor will be appropriately and neatly attired and well groomed. Shirts and blouses must have sleeves. Sleeveless T-shirts, shorts, and short skirts are not acceptable. Hair and facial hair will be neat, clean, and properly trimmed.

9. Contract Monitors

9.1. The contract monitors for this contract are:

Catholic Chaplain Ch, Capt Michael J. Johnson

(or Backfill Priest) Chaplain

9.2. The contract monitors will monitor and inspect the contractor's performance per AMS requirement.

9.2.1. The contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work.

9.2.2. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.

9.3. The contractor coordinates all religious education support requirements with the Catholic Priest-

Chaplain, or designee in his absence.

9.4. In absence of the Senior Catholic Priest-Chaplain, Catholic Religious Education Coordinator contractor will consult, if on staff, GS priest or Contract Priest (although having no military authority) as the authoritative subject matter expert delegated by AMS in all Catholic matters when he is the only priest on the installation.

9.5 The contract monitor oversees performance of contractor.

9.6 The contract monitor notifies the Contracting Officer of any significant performance deficiencies

(unacceptable performance).

9.7 The contract monitor certifies acceptance of services and invoice payments in Wide Area Workflow

9.8 The contract monitor does not have the authority to direct the contractor to do anything not listed in the contract.

10. Contracting Officer

10.1 Takes formal action against the contractor for unacceptable performance when appropriate.

10.2 The Contracting Officer is the only one who has the authority to make changes to the contract.

11. Financial Responsibility

11.1. Contractor will submit monthly invoices prior to payment being made.

11.2. Contractor is responsible for accounting and payment of Social Security Taxes, Federal Income

Taxes, State Income Taxes, Unemployment Insurance premiums and tort liability.

12. Subcontracting during periods of absence

12.1. The contractor will personally perform the services described within this SOW. If unable to perform duties for short periods of time (not to exceed 2 weeks), the contractor is responsible for providing an alternate or substitute of equal or higher proficiency.

12.2. All subcontractors must meet the same qualifications as the contractor and be approved as suitable by the Contracting Officer or designee.

12.3. Submit the names and qualifications of proposed subcontractors to the Contracting Officer or designee for approval at least 7 calendar days prior to the proposed absence.

12.4. Contractor is responsible for payment of any substitute or subcontractor.

13. Travel to conferences

13.1. In the event that chapel funding is made available to send the Contractor to a training conference, participation may be approved by the Wing Chaplain for Religious Education Conference/Training per

AFI 52-105, Chaplain Corps Resourcing.
