Questions & Answers
8 August 2017
Q28: Can we submit our CPARS ratings in place of Attachment 4 -- PPQ?
A: No. Attachment 4 is required to be completed for all three references you list on
Attachment 3, List of References.
Q29: In order to avoid unrealistic low balling, please advise if the Government will conduct an evaluation to ensure that all vendors are using the “Material Expediter” SCA labor category provided in the solicitation?
A: The Government will be evaluating all proposals in accordance with the instructions provided in FAR Provision 52.212-2, Evaluation--Commercial Items, as included in the solicitation.
Q30: Has there been a change in the FTEs required on the contract?
A: This requirement is for 2 FTE positions. The predecessor contract was for 4 FTE positions.
Q31: Why is this requirement for fewer FTE positions than the predecessor contract?
A: Due to manning authorization changes the Government is only authorized the 2 FTE positions identified in this solicitation.
Q32: Is there an incumbent? If so, what is the contract # and value?
A: Please refer to the Questions & Answers dated 3 August 2017. Question numbers Q2, Q3, and Q5.
Q33: Could you please explain what you define as compliance with solicitation requirements
(pg. 6 52.212-2, Evaluation--Commercial Items)?
A: Compliance will consist of adherence to the instructions as provided in the Addendum to FAR 52.212-1 as included in the solicitation.
Q34: Is there a page limit for the compliance with solicitation requirements (technical response) section?
A: The technical requirements are identified as: the Solicitation (FA3010-17-R-0027), Attachment 1-PWS MLST, Attachment 2-WD 2015-5147; Rev 2, Attachment 3- List of
References, and Attachment 4-Past Performance Questionnaire. Responses should be limited to the pages necessary in order to fulfill the requirements set forth in the Addendum to 52.212-1 as included in the solicitation.
Q35: Based on page 34 of the solicitation, 52.222-42, Statement of Equivalent Rates for Federal
Hires, and the Question and Answer number 10; is the Government stating that all offerors must use the Material Expeditor labor category?
A: No. The information contained in Clause 52.222-42 is not a wage determination and is used only to identify what classes of service employees would receive if they were employed by the contracting agency. It is the Contractors responsibility to classify their personnel in accordance with the PWS.
Q36: Based on Question and Answer number 12; can the Government clarify if contract employees who choose to not utilize some or all of their vacation days, currently lose their vacation hours if not used or is cash payment in lieu of vacation taken currently in place?
A: As stated in DFARS Clause 252.232-7006, “The contractor shall only invoice and be paid for actual hours worked. Actual hours worked do not include absences, non-duty days, and hours for continuing medical education.”
Q37: Can the Government clarify if this is a Firm Fixed Price (FFP) contract or a Time and
Material contract?
A: As stated on page 3 of the solicitation this requirement, if awarded, will be a Firm
Fixed Price (FFP) contract.
Q38: Can the Government clarify if contract employees will be able to make up or modify work hours to cover missed work hours due to “AETC Family Days” as identified on pages 4 and 5 of the Performance Work Statement?
A: No. The normal duty schedule as identified in paragraph 1.9.2.2 of the PWS is 0700-
1600 hours, Monday through Friday. There would be no way to “make up” days such as Family
Days or Federal Holidays.
Q39: The Addendum to 52.212-1 requires “one original hard copy proposal”. Is the shipping address for the proposal: 310 M Street Rm 102, Keesler AFB, MS, 39534-2147?
A: The address listed on page 1, block 9 of the solicitation is where any hard copy proposals should be mailed in accordance with the Addendum. However, as answered in
Question and Answers number 8 emailed proposals are acceptable in lieu of hard copy responses.
