Urology Physician Assistant- Registered Nurse

Questions and Answers

1. Can you tell me if this is a new requirement? If not, who is the incumbent and what is the contract number?

Answer: This is a new requirement, so there are no incumbents; no incumbent contract;

and no pricing information.

2. Do you anticipate these positions continuing past the 2019 date? Even with another contract number?

Answer: The continuation of these positions is based on the need of the Keesler Medical Center. If there is a need then the requirement will be re- competed, and another contract will be issued.

3. Kindly confirm if the proposal response must be a hard copy, or can it be emailed proposal.

Answer: The proposal response may be emailed, but must be received by the Proposal due date. Email to Cynthia.lee.2@us.af.mil.

4. Please confirm if Past Performance Questionnaires need to be submitted for work performed or being performed at Keesler AFB.

Answer: The Request for Proposal requested past performance questionnaires. You may choose which past performance you submit. The Government reserves the right to search other avenues to gain past performance information if needed. Submit your proposal as if I am not aware of any Keesler Performance.

5. Please define the overage hours CLINS? Is this for hours worked over 40 in a week (i.e.

overtime)?

Answer: Overage is anything over the established 8 hours a day, 40 hours in 1 week, or 80 hours in 2 weeks.

6. Please define the on-call hours CLIN? Is this to hold the pager only or for response when called back in?

Answer: On Call is time spent on- call, holding Pager, Cell phone or established method of on call.

7. If this is just to hold the pager, are they invoiced on the basic hours, CLIN 0001, when called back in or on the overage hours, CLIN 0003?

Answer: On Call for holding Pager or Cell phone is billed on the On Call CLIN. If called in to work while on call those hours worked would be billed on the overage CLIN.

8. Can the Government confirm if resumes are mandatory for the proposal submission?

Answer: Resumes are not mandatory for the proposal submission.

9. Can the Government confirm if the Teaming Agreement needs to be included in the proposal submission?

Answer: Your teaming agreement is not required; however if you have one you may submit it. See Addendum to 52.212-1 paragraph f at the end of the solicitation for information regarding the requirements of proposing a teaming agreement.

10. Can the Government confirm if the offeror is proposing a team for this requirement that we can provide past performance solely from the team and not as an individual offeror?

Answer: If you are proposing a team, you can submit past performance for the team or each company included in the team member. See Addendum to 52.212-1 paragraph f at the end of the solicitation for additional information.

11. The hours required for CLIN 0002 3,400 On-Call PA and then CLIN 0003 is 500 Overage. This equates to more than 1.0 PA FTE in the solicitation. How do these hours impact the 1.0 FTE?

Answer: The on call and the overage hours apply to the 1FTE Physician’s Assistant. The on call hours are for On Call, see question 6 and 7 above. If the Physician Assistant is called in those hours are billed on the Overage CLIN, these are estimated hours that may or may not be used by the Government.

12. Will the Physician’s Assistant will be on call besides 0730-1630 Monday through Friday?

Answer: The Physician’s assistant will be working regualr duty hours from 0730-1630.

On Call Hours are outside of regular duty hours. See 1.7.2.3.1 in the PWS for additional information.

13. Please confirm that there are no expectations the RN provide any ON CALL or overage?

Answer: There is no expectations that the RN will provide on call or overage. See

1.7.2.10 for emergency situations.

14. How can a sick day be scheduled two weeks in advance if a person wakes up sick. I know folks can take a sick day for a planned medical appointment and that can we 2 weeks’ notice.

Answer: The two weeks notice is in reference to planned absences. If an employee becomes sick, they are to contact their company and notification must be provided to the Government.

15. Please confirm that the overage should not exceed 500 hours.

Answer: Overage for the Physician Assistant is not expected to exceed 500 hours.

Overage hours are estimated.
